This message was among the documents published by the site WikiLeaks. It was placed at the disposal of the Australian newspaper The Sydney Morning Herald. Head of the Japanese Secret Information and Research Service Hideshi Mitani told the US Department of State representative in October 2008 about his intention to create foreign intelligence. As stated in the report of the American embassy, ​​the Japanese government decided to move in this direction slowly, because it is aware of the lack of necessary knowledge, experience and staff that have yet to be trained.
