In the first days of October, a decree was issued by President Vladimir Putin concerning the remuneration of government officials. Decree No. 742 of 30.09.2013 of the year provides, with a quote: “social guarantees to individuals replacing certain state posts of the Russian Federation”, and these social guarantees are expressed in monthly and quarterly material incentives, plus an increase in the salaries of individual government officials. The first thing that catches my eye is that the decree is issued on the last day of September, but at the same time, in one of its applications, the amount of the money allowance is somehow regulated from 1 in September of this year. It turns out that the signing takes place retroactively, which somehow strangely characterizes the very work on the preparation of this decree.

Second: 17 September 2013 of the year, that is, about a couple of weeks before the presidential decree was issued, the Treasury spread information regarding the fact that the government can “freeze” the salary increase of government officials in 2014. This information was confirmed by Tatiana Nesterenko, who works as one of the numerous deputy finance ministers. In addition, the head of the Ministry of Finance has already announced the possibility of a nearly double reduction in the number of officials. This information produced, if not the effect of a bombshell, it certainly attracted increased attention. However, then Anton Siluanov noted that they would not dismiss officials, but simply transfer them to a slightly different status - they would deprive the status of civil servants. And really: why produce unemployed? .. This measure, according to the data of the same Ministry of Finance, will save only 2014 a year over 30 billion rubles.

However, it seems that the president decided to clarify all the confusion that arose after the speeches of the representatives of the main financial department. To all the same 742 decree, he adds a second application, which says that the salary increase of the representatives of the bureaucracy in the 2014 year will take place, moreover, if you take into account the data of this application, the increase will be very significant.

It turns out that if the Ministry of Finance is not going to raise the salaries of officials (to whom, by the way, its representatives are directly related), then Siluanov will go to violate the presidential law ... No, of course, many people are well aware of situations when presidential laws in our country “go down on the brakes ", but so the law number XXUMX, by definition, is not one of those officials want to ignore. As an example, consider several bureaucratic positions, whose work will be revalued in the form of increased pay. For example, the first deputy cabinet minister in Russia, 1, receives 2013 rubles from September 61998, and from September next year, 1 will receive the ruble for the same job (an increase of almost 97221%). Of course, there will be readers who will certainly say: well, and perhaps the wages of the same first deputy head of government at the level of 97 thousand rubles - a lot? After all, the complexity of his work - out, you know, what! And also responsibility! A bunch of obligations! The darkness of the documents!

That's right - the work is not easy, the work is exhausting, nerve-wracking, but only income declarations say that bureaucratic salaries for many are so ... poor ... For example, Igor Shuvalov, who is just the first deputy head of the Cabinet of Ministers, works in The income declaration reports income in 226,39 million rubles (per year 2012). If we take into account that “monetary remuneration” in the main workplace amounted to no more than 7 million rubles (of course, without taking into account possible additional premiums, compensations, rewards and other things), it turns out that Igor Shuvalov’s salary as a federal official barely gives 3% his income ...

There are, of course, those officials, in the income declarations following the results of the past which indicated purely state financial inflows, but, frankly, there are few of them ... But if the officials' incomes differ so much (as can be seen even from the declarations), then why does the Ministry of Finance (government ) do not follow the path of the very differentiation that our authorities so often like to talk about with regard to ordinary citizens? For some reason, we are talking about the possible non-payment of maternity capital to those mothers whose income is “already high,” the Ministry of Finance says; about the possible refusal of free medical care to unemployed citizens in the Ministry of Labor, too, they say, but somehow they somehow forget about their loved ones ... Equality before the law, is it?

Now it is worth waiting for the release of income statements of state officials for the current year. As they say, it will be interesting, because with the business, officials seem to be completely “tied up” ... Probably, the second appendix to presidential decree No. XXUMX is aimed at “compensation” for refusing to do business so that the servants of the people should be supported so as not to be offended and abandoned to lead the country to a brighter future ...

      Recall, on September 17, the State Duma has already rejected a bill to terminate the powers of deputies for inaccurate information about income or refusal to provide such information.
