- to deploy an integral air defense / missile defense system in the Kuril Islands: at least 2 of the Triumph C-400 air defense missile divisions and for their cover melee complexes - Pantsir-C1 anti-aircraft missile systems;

- deploy a coastal missile system "Bastion" with anti-ship missiles "Yakhont", can be strengthened with a mobile coastal missile system with an anti-ship missile X-35 "Bal-E" to cover the near zone;

- install several modern radar control airspace to ensure a solid radar field;

- to carry out a large-scale reconstruction of existing airfields and airfield infrastructure facilities and deploy not only helicopters, but also put on duty a regiment equipped with new Su-35 multi-role fighters, anti-submarine aircraft are also needed;

- two Mistrals, this is of course good (“for bezrybe and cancer fish”), but clearly not enough: you need to create a separate naval base in the Kuril Islands, where a squad will be stationed as part of the Lightning-type and 4 type 6-2 -3 corvette type "guarding";

- it is necessary to overhaul the ships of the Pacific Fleet and begin its strengthening with new ships and submarines;

- According to military expert Konstantin Sivkov: "It is necessary to make a political statement that when the Japanese attempt to land on the Kuril Islands and the impossibility of the Russian Armed Forces to keep the islands at the aggressor, a nuclear strike will be launched from a tactical nuclear weapons. Then we can be sure that there will be no attempt to land on the Kuriles ”.

Economic component

The authorities should create a large-scale program for the development and renewal of the already existing “Far East”. It is necessary to build new airfields, bridges, highways, railways, to create enterprises, to develop the fishing industry. To stop deforestation, create your deep woodworking.     Japan will be out of work, because there the displaced Ainu will disappear (the displaced Japanese are negligible), and here they will settle not only in the southern part of the Kuril Islands, but throughout their original range, our Far East (eliminating the emphasis on the South Kuril Islands).
    Many Ainu deported to Japan were our citizens. We can use the Ainu as ALLIES against the Japanese, restoring the dying Ainu language. We have neither people nor means for the development of Sakhalin and the Kuril Islands, but the Ainu have. The Ainu returned from Japan will give an impetus to the economy of our Far East.
