Judge for yourself: representatives of the domestic Minobra announced that over the next five years they would eliminate queues at kindergartens; teachers' salaries will increase by exactly two times, making these salaries higher than the average for the regional economy; They will work to improve the efficiency of Russian universities, so that 2018 will include not two, but eight universities of the Russian Federation at once among the hundred of the world's best universities (why eight, not five, or not thirty-six ...). And that is not all. The department of Dmitry Livanov said they were going to quote a "sharply increase funding for research funds" - up to 1,77% of GDP.
It would seem that a bright future awaits our educational system - something similar to what is shown in the pictures from the booklets of some Jehovah's Witnesses, paradise life booklets: children smile, running barefoot in fragrant colors, adults rejoice, holding hands, singing birds, ears of bread, and even wild animals come out of the forest to show their radiant smile to the world instead of an animal grin. Apparently, the idea of mass production of booklets approximately with such content was bearing on our educational ministry, declaring a “sharp” increase in the level of funding and a substantial increase in teacher salaries. It is not known for certain who or what Dmitry Livanov was witnessing when publishing plans, but these plans were truly stunning - clearly unearthly ...

At the same time, they were sharply criticized by representatives of various structures of the Russian authorities. And if the criticism from the deputy minister of finance was predictable, based on those stingy positions that the Ministry of Finance occupies (especially recently), then it is unlikely that you will call a criticism of the plans of the Ministry of Education and Science from the Duma’s duty officer. Vyacheslav Nikonov, who is the chairman of the education committee of the lower house of the Russian parliament, said that the program of the Ministry of Education and Science did not match the adopted budget, since the budget provides for a reduction in the level of financing of the educational sphere only in 2013 by 1% of GDP.
Even more surprising is the criticism of the program from the representatives of the Ministry of Education and Science. At the board, the floor was taken by the representative of the Department of Strategy, Analysis and Forecast of Minobra Anna Hamardyuk. She said that it is unacceptable to go the way of increasing the salaries of school teachers, as this will inevitably lead to a decrease in the budget for preschool institutions, because schools and kindergartens are now funded as a single line from regional budgets. Ms. Khamardyuk noted that today the salary increase for kindergarten workers took place only in 4 Russian regions (Kurgan, Kursk, Tver and Tyumen regions), and in order to raise all regions of our vast country, it would be necessary to allocate additional funds, which, of course, expenditure budget is not provided.
The head of the presidential department for scientific and educational policy, Alexander Hlunov, also took the floor at the college. After all, many teachers really believed that their salary would start rushing upwards at an amazing pace, and many parents believed that the pace of construction of kindergartens in the country would block the pace of construction of summer cottages and cottages of officials of different levels ...
Now, citizens are led to the fact that the Ministry of Education has undertaken unfulfilled commitments (he would have supposedly fulfilled them, but, you know, there is no money in the budget for their implementation), and we should be ready for everyone: "Residual" queues in kindergartens, and to reduce the financing of science, and to fix the salaries of teachers (so as not to fatten ...) and to other unplanned items.
