Caucasus Emirate stretches tentacles across Russia

On February 7, in the course of a special operation in the Bashkir city of Oktyabrsky, members of the so-called October Jamaat, a terrorist unit of the non-existent state, the Emirate of the Caucasus, were detained. As a result of operational search activities, a 4 man was detained, including the leader of the October Jamaat, a citizen of 1969 who was born as a turner at one of the city’s refineries. Together with him were detained: a signalman of one of the enterprises of the city 1978, born, an employee of the insurance company 1977, born and nowhere working younger people 1983, born.

In the house where the leader of this radical organization lived, the components necessary for the manufacture of an improvised explosive device were found and seized: about 1 kg. hexogen, about 1,5 kg of ammonium nitrate, 2 kg. metal shavings and about 0,5 kg. aluminum powder, as well as components of ammunition from the grenade launcher. In addition, photographs of the ATS building in Oktyabrsky were found, as well as photos of cars of employees from the extremism unit; manuals for the manufacture of explosive devices and extremist literature.

Over the past months news the October Islamists so often flashed in the media that ordinary citizens at the mention of this city involuntarily thought that this town was located in the North Caucasus. However, this is not so the city is located in Bashkortostan and is not at all like a dying town, whose inhabitants are ready to convert to Islam from despair. Quite the contrary, this proudly founded in 1930 year, as a village of oilmen, is one of the most successful in Bashkiria, the engineering and fuel industries are developed here, there are branches of several universities. It is good in the city and with the demographic situation from 1989, the population of the city from 104 thousand has grown by 2010 to 110. The residents of the city are not worried about the problems of unemployment, however, some of its residents believe that October is still lacking something. At a minimum - regular skirmishes and terrorist attacks, as a maximum - sharia. And such people actively began to work on the “correction” of the situation.

The first news about the Islamist underground appeared in the media last spring. 23 March 2010 two members of a local extremist group attacked a food warehouse. They did it rather timidly and ineptly. The criminals looked so inoffensive that the guard’s sister, who was at the warehouse, was not afraid and gave them a rebuff. The woman took the mount away from one of the attackers and she also hit him on the head. Only after that the bandits came to their senses and used a gunshot weapon. As a result, the guard was wounded in the arm, and the sister in the leg. Already 26 March, the attackers were detained. To the surprise of the police officers, they admitted that they were members of the Islamist underground, and carried out an attack on the warehouse in order to receive money for conducting terrorist activities.

The information was passed to the FSB, and a special operation took place on March 27 in October, in which almost 500 security forces took part. The result of the operation was the detention of 8 Islamists. One of them - Alexander Yashin - did not want to surrender without a fight, and, seizing a grenade, he threatened to blow himself up in the building of the city hospital. When captured by the security forces, he was seriously wounded. Already later, Alexander Yashin was suspected of involvement in the resounding abduction of the son of Rosneft’s Vice President Mikhail Stavsky, which was committed on 2009 in Moscow. Then it was established that the Islamists who were going to use the ransom to finance terrorist purposes had stolen the young man.

Then the head of the October Islamist security forces considered Bashir Pliev. It is assumed that he was known by the nickname "Emir Bashkir", which indirectly indicates his high position not only in the city of October, but in the whole of Bashkiria. During the special operation, Pliev escaped from the city, but already on March 30 was detained on the territory of the neighboring Chelyabinsk region. The next day, the 10 member of the alleged terrorist cell was captured in the Alsheevsky region of the republic. Another Islamist, Vladimir Turaev, was put on the federal wanted list. According to investigators, it was Turaev who led the fighting wing of the cell and was not inferior to Piliyev in the hierarchy of local terrorists.

The next time, the October news tapes hit 2010 of the year in the fall. At first, the news that came from there seemed anecdotal. 19 November Almir Badykov 18-year-old student of culinary lyceum in the building of the GOVD attacked the duty officer with a knife, shouting: "Allah Akbar, hit the infidels!" Later, the examination found that the failed cook had paranoid schizophrenia, and his friends confirmed to the investigators that Altmir was always withdrawn and strange. The detainee himself said that he had attacked a police officer on duty, because he wanted to go to heaven.

It would seem rather ridiculous and innocuous case, but something in this stories makes you take it more seriously. Even if Badykov was really sick, he shouted not something, but “Allah Akbar”, intended to kill the policeman in order to go to heaven and used the term “infidels”. Probably only the “voices in the head” could not whisper to him like that, most likely someone helped him. As it turned out later, the detainee and some of the members of Piliyev's gang were neighbors, some of them could well tell the young schizophrenic about the “most correct” religion in the world.

And now, when 8 in February, the Ministry of Internal Affairs reported on the next neutralized gang in October, it was reported that investigators managed to get on the trail of terrorists during the investigation of Badykov’s case. It is assumed that the 41-year-old turner from the refinery was the leader of the Oktyabrsky Jamaat, a territorial unit of the Caucasus Emirate, headed by the well-known terrorist Doku Umarov. The latter, shortly before this, claimed responsibility for the explosion at Domodedovo Airport, as a result of which 36 people died.

But the “October Jamaat” is not the only territorial unit of the underground in Bashkortostan. In the summer of last year, “Askin Jamaat” declared itself, which was based on residents of the same-name district of the republic. According to the investigation version, the canals of this terrorist group were involved in the attack on the DPS post in the Perm Territory, as a result of which a police officer was killed. They were also accused of sabotage on a gas pipeline in the Biysk district of Bashkiria. In August 2010 of the year during the operation to eliminate the gang, five of its members were killed, eight were taken alive.

The emergence of the “Askin Jamaat”, unlike the “October”, could easily be explained by poor living conditions. Unlike the rather rich oil city in the west of Bashkiria, Askino is located in a rather poor area in the north. The 4 militants killed in August did not even live in the district center itself, but in the village of Kubiyazy. This town was such a deaf place that the Islamists did not even hide their views. Their fellow villagers saw that young people let go of their beards, took several wives for themselves, destroyed their photos, and even accidentally burned the house while trying to make a bomb. However, it did not occur to any of the villagers to report them to the police.

Consequently, little depends on the standard of living - radical Islam is equally easy to take root both on the basis of complete social well-being, and on the basis of complete distress. It is not excluded that in different conditions recruiters use different methods of persuasion, but the result at the output is the same. Regardless of who you are recruiting: a turner, an insurer, a mentally unbalanced person, or an unemployed villager - you can always make him take up arms and go to a holy war against the "infidels." Unfortunately, more and more often this happens not only in the Caucasus, but also in prosperous Muslim regions. Bashkiria is not the only example of them, the gangs of terrorists were already neutralized in Tatarstan and Astarkhani, and the terrorist attack in Domodedovo and the unsuccessful explosions in the capital, which were to occur on the new year, were attributed to Nogai Jamaat the edges.
