The project of building ski resorts in the Caucasus in the future will help us to eliminate poverty and terrorism in this region, Dmitry Medvedev noted. In total, 5 modern ski resorts should be built in the Caucasus. Two of them will be located in the most troubled regions: Dagestan and North Ossetia.

According to the plans, 2014 ski resorts should be built in 5 by the year in the North Caucasus Federal District, attracting investments in the amount of 450 billion rubles, 60 of which will be allocated from budgets of all levels. This amount is quite comparable with the cost of holding the Sochi Olympics. Tourist facilities are planned to be built at 5 points: Elbrus (Kabardino-Balkaria) is planned to build the highest ski center in the world at a height of 4164 meters, Lago-Naki (Adygea), Arkhyz (Karachay-Cherkessia), Mamison (North Ossetia) and Matlas ( Dagestan). Currently, a working ski infrastructure exists only in the Elbrus region. In Arkhyz, the strategic investor of the project is the Sinara group of companies, and construction is underway. The creation of a complex on the territory of Dagestan was initiated by a local investor. Mamison is the most ambitious of the five projects (50 thou. Tourist accommodations, 300 km. Highways) is at the stage of building engineering infrastructure, the main investor of the project is likely to be another Ural metallurgical company, UMMC.

The total capacity of all the resorts will be 104,5 thousand tourists per day, and the total length of the tracks about 803 kilometers is much more than the length of the tracks in the most popular resort among Russian skiers in the Austrian region Zillertal. The implementation of this program does not preclude the reconstruction of existing resort facilities, not only ski facilities. Today, there is a program for the development of tourism in all the North Caucasian republics.

The only problem that experts highlight is the security problem. Solving the problem of terrorism by building resorts in the region will only partially succeed. Most likely, in the Caucasus, they will really be less likely to blow up, not like now, once a week. The unacceptability of the mentality of two completely different cultures affects, in the Caucasus there are people who absolutely do not want to integrate into Russian society. But ideological ones are always in the minority, therefore resorts will be able to undermine the base for the terrorist underground.

Anyone who has a job and prospects is much harder to incline to any dubious ideology. He already has a foothold and some goals in life, so in order to break it from the “warm place” and send it to the mountains, to spend the night in the forest, something extraordinary will have to happen. In all other respects, the fight against terrorism will remain the task of special services, and not of investors. It is on their shoulders that the struggle rests with the ideological component of the movement.
