At the end of last week, a large-scale action was held in the capital’s Suvorov Square in the pouring rain, which was directed against the decision of the Ministry of Education to reform the Russian Academy of Sciences in the form in which this reform is indicated in the plan. Recall, the reformist idea in terms of the RAS is related to the fact that the Russian government is going to unite several academies at once, entrusting the management of the property to third-party semi-semi LLC, which can be formed under the auspices of the Cabinet of Ministers. At the same time, the scientific powers of the Academy were proposed to be transferred onto the shoulders of individual universities, which should independently develop science with the “large-scale” attraction of extra-budgetary funds. The meaning of the reform is the blind copying of overseas experience, which, to put it mildly, in our realities today is reckless. And recklessly - this is at least ...


Uprising officials


It should be immediately noted that the rally held in Moscow was not associated with any political predilections of those gathered. Representatives of certain political forces were simply not allowed to the rally, and the main participants of the action - Russian scientists and teachers - did not go at all under party banners, but with banners calling for the resignation of Education Minister Dmitry Livanov and all authors of the bill. This united them without any party paradigm.

During the action, one of its participants, Igor Mikhailov, a staff member of the Institute of Philosophy of the Russian Academy of Sciences, expressed an interesting idea. Mikhailov, a senior researcher at the Russian Academy of Sciences, during his speech before a scrubbing public, but not in a hurry to disperse, said that today Russia is dealing with an uprising of officials.

We are dealing with an uprising of officials. We have fundamental differences with them. Scientists are open to criticism, rely on arguments, support democratization, and all this is hateful for officials. To survive, they destroy science.


"The uprising of officials." But this apt expression of Igor Mikhailov can be easily transferred to all present reality. Not only the scientific sphere is faced with the real bureaucratic arbitrariness. They rebel against common sense and public opinion, against the administration of rational politics and against attempts to point out cons. Many readers will ask: what, in fact, is this outrage?

If we talk about the reform of the RAS (as one of the examples), then this is one of the most veiled projects of the newest stories. It’s no joke to tell the public (including the academicians themselves) that the names of the authors of the reform have not yet been represented. The reform is constantly commented, it is praised by Olga Golodets, then Dmitry Livanov, then representatives of the parliamentary majority, but no one (again, no one!) Acknowledges authorship. An amazing thing turns out: the government promotes reform, for which deputies positively vote in two readings, which, judging by conversations with academics, the president also supports, but no one can answer: who is the author of this reform document subjected to overt obstruction by the scientific community ... Maybe he sent ...?

Do not put your signature, hide the authorship - a strange conspiracy, which, apparently, proves that the document is really a big D ...

But the government stubbornly continues to ignore neither the reaction of scientists, nor the reaction of those who are also not indifferent to the fate of Russian science, which they are persistently pushing into private hands. The bureaucratic army unambiguously hints at the fact that “we will accept all the same”, that “we have your opinion - damn you” ... The uprising of the officials? At least something very similar to him.

The reform of the RAS is not the only example. The initial stage of military reform is from the same series. The disbanding of a considerable number of military schools; the closure of dozens of military airfields; reduction of military pilots, medical staff; closing schools ensigns; a ban on the participation of pupils of Suvorov schools in solemn parades and marches; withdrawal of disciplines from the VCA program; related to military affairs; epaulets on the stomach; Uncontrolled outsourcing, in which close relatives of high-ranking military officials received access to military unit budgets under the guise of independent owners of outsourcing companies; sale of land of military sites; disbanding hundreds of military camps. This list goes on and on. Now they are scratching turnips and reforming them back, only this is not always and not everywhere possible.

Personnel and retired officers sent letters to various bureaucratic addresses with a request to stop the orgy, which is directly related to the collapse of army traditions and the army itself. In this case, the letters in most cases remained unanswered. The uprising of officials continued here exactly until the main defense reformer got into a love scandal and lost his cushy job along with numerous blond “specialists” in military affairs, walking shoulder to shoulder with the minister for life from one department to another.

When the citizens of the country who (the people of Russia) seem to be the main source of power in the country, the reform ideologists asked questions about what would change from changing a pair of letters in the name, signs, forms and details in terms of fighting crime - they either mooed in response something unintelligible, or simply fended off as from annoying flies. It seems that our officials are not that even rebelled. They are simply in the mode of weak troechnik (this is still at best) doing some kind of laboratory and practical work, in which military, doctors, teachers, scientists, drivers and other citizens are used as the experimental material - we are with you. And if we are experimental material, then who will ask us how appropriate and inappropriate ... Who are asking white mice in laboratories? .. True, the example with white mice is not entirely accurate, as in the case of them there is a chance that these experiments will still benefit the civilization ... Who will benefit from the experiences of our officials? - as they say, guess from three attempts ...
