School, killed three times
The Commission of the Public Chamber of the Russian Federation on problems of national security and socio-economic conditions of life of military personnel, members of their families and veterans held hearings on the theme “On the prospects for the development of Suvorov military schools in the Russian Federation”. We publish excerpts from the speeches sounded.
The main issue is the reconstruction of the North Caucasus Suvorov Military School (SKSVU) in the system of the Defense Ministry on the basis of the current Vladikavkaz Cadet Corps.
In line with the sovereign policy
In 1918, the 36-e Tula Infantry Courses of the Red Commanders were created, giving rise to the Ordzhonikidze Higher Combined-Arms Command Command of the twice-eminent Marshal of the Soviet Union A.I. Eremenko (OVOK). In May, the 1924-th 17-I Tula Infantry School (former 36-th courses) was relocated to Vladikavkaz and became known as the 17-nd Vladikavkaz Infantry School. I, a graduate of Ordzhonikidze Voka, know history cities. At the beginning of the 20th century, the Vladikavkaz Cadet Corps was created there, a unique building was constructed. All this is evidence of the once correct policy to strengthen the region.
I remember that in our school there were guys of all the peoples of the Soviet Union. We were different. Four years of higher education, but most importantly - studied the traditions of the North Caucasus and the peoples of the USSR in general. We were taught to be friends, culture, history. Then, after leaving the school abroad, to other republics, territories, regions, we, having such potential, worked with the soldiers, the local population, introduced this culture, developed it. In fact, we were educators and promoters of the correct inter-ethnic policy. Our and other schools in Vladikavkaz played a huge role in raising our people’s tolerance and tolerance, they formed a sense of friendship and respect for the peoples of different nationalities, for people in general.
An officer in both the Russian Empire and the USSR carried state ideas and preserved the integrity of the country. Today, somehow, gradually we are leaving the North Caucasus, including due to the fact that we are cutting down military schools. The OVOKU, the Ordzhonikidze Higher Military Command Red Banner School of the USSR Ministry of the Interior named after SM Kirov (OVVKKU, later the North Caucasus Military Institute of the Internal Affairs Ministry MVD), Ordzhonikidze Higher Anti-Aircraft Missile Command School of Air Defense (OZRKU) were destroyed.
This year celebrated 70 years of the Battle of Stalingrad. There is a book about OBOKU. She says: in the most difficult period in November 1942, when Manstein was sent to break through - to unblock Paulus, all Vladikavkaz schools were thrown to the front. The boys were alerted and unloaded at the Chirskaya station. All three schools died in the snow to prevent a breakthrough tank Columns of Manstein. We can imagine what kind of training the cadets had and what kind of our militias with two-week training. The cadets spent months, and sometimes years, preparing for a real war. It was they who played the most important role in the Battle of Stalingrad. No wonder our school, OBOKU, was awarded the Order of the Red Banner of Battle, and many graduates became Heroes of the Soviet Union.
After the collapse of the USSR, the Vladikavkaz School became the only base for the mountain training of officers. Look at our borders. How many mountainous territories we have, ranging from the Far East and ending in the north. Everywhere need mountain training. There is no more such a base as OVOKU. There were schools in Almaty, Tbilisi, but the best - in Vladikavkaz. I say this as a former officer of the General Staff of the Ground Forces who inspected all military schools. There were eight of them in the Soviet Union, and the best mountain training was in Vladikavkaz.
Finishing the historical part, I would like to note: if we had achieved the legal status of the Suvorov School belonging to the Ministry of Defense, we would not only transfer the glorious traditions to the current Vladikavkaz Cadet Corps, but also strengthen our state. It is necessary to take into account the political situation and significance of the region, as well as the role of officer training. I propose to revive the history and traditions of OVOKU on the basis of the current cadet corps. Another option: let the corps remain as a cadet (Suvorov) school of the Ministry of Education, but at the same time as the assignee of both the Imperial Cadet Corps and the Higher All-Arms Command School of the USSR Armed Forces.

Defense Ministry does not withdraw
We are very kind to what is. We are talking about pre-university educational institutions of the system of Suvorov schools, the Nakhimov school, cadet corps. The same applies to higher military educational institutions. In the Ministry of Defense, traditions and military-patriotic education are now being revived. It is not a secret for anyone that one of the first decisions of the Minister of Defense is the return of Suvorov and cadets to parades in 2013 year. In all cities where pre-university educational institutions are located, such events took place.
The next step - by order of the Minister of Defense Suvorov and Nakhimov schools, the cadet corps are subordinated to the appropriate commander in chief, that is, the chiefs, in whose interests they will later undergo training. Basically, all IEDs - the commander-in-chief of the Ground Forces. Ulyanovsk School - Commander of the Airborne Forces. St. Petersburg Cadet Corps - Deputy Minister of Defense General of the Army Bulgakov. Marine pre-university educational institutions, primarily St. Petersburg Nakhimov, - the commander in chief of the Navy.
Next, we made the departmental system of pre-university education more open and understandable. Currently, we are finishing the recruitment of minors in pre-university educational institutions. Over 1700 people selected. The competition in pre-university educational institutions this year is much higher than in the past. This is facilitated by the fact that the Minister of Defense has expanded the categories of citizens for admission to departmental educational institutions. The privilege to receive only children of servicemen and civilian personnel, orphans, children left without parental care has been removed. With the current admission campaign comes all minors.
It was decided to restore the military component of the training. Starting September 1, we are planning to introduce the subject “Basics of Military Service”, including drill and fire training. In 10 – 11 classes - military geography. In the summer period of at least two weeks, and in some schools and three weeks for Suvorov, Nakhimov, cadets, trips to specialized military schools are planned. There they will be able to familiarize themselves with the life of the cadets, to obtain primary knowledge about the chosen military specialties.
This year, about 90 percent of graduates of pre-university educational institutions of the Ministry of Defense decided to enter higher education institutions of the Ministry of Defense. The rest preferred FSB, MIA, MES.
Essentially the issue.
In 2010 – 2011, the North Caucasus Suvorov Military School was transferred to the Republic of North Ossetia-Alania. However, I repeat, each school is unique for us, therefore we accompany any such institution even when it is no longer under the jurisdiction of the Ministry of Defense. We still do not lose touch.
Until 2011, the CCUHU was contained in accordance with the agreement between the Ministry of Defense and the Government of the Republic of North Ossetia-Alania. The authority to manage the educational institution was divided. Later, the parliament of the republic adopted a resolution on the transfer of the VCA to the region. Corresponding appeals were sent to the Minister of Defense of the Russian Federation and the head of the republic. Further: the legislation of the Russian Federation did not allow the institution to be maintained on co-financing terms. Two articles in the new edition (38.1 and 60) were introduced into the budget code. In order to solve this problem, the military department reported the situation to the president of the country and suggested either making changes to the budget code to return to co-financing or look for new ways of co-founding cadet-type educational institutions.

Only public interest
It is necessary to switch from a financial to a state-political language. The basic position is that which has been proposed to society in many public speeches of the Supreme Commander. When we set about restoring this historic military school, the situation in the North Caucasus was better. However, there was little money and response in government structures.
Now the situation is not perfect, but much more understanding at different levels. It is about maintaining continuity and military intelligentsia, which are characteristic of the Russian and the Greater Caucasus in general as part of historical Russia. The departure of military schools from the region, their abolition is political myopia.
Last fall, I spoke at the big international forum in Bulgaria, dedicated to the 135 anniversary of the victory in the Russian-Turkish war of 1877 – 1878. I talked about the battles of two Vladkavkaz regiments of the front line on Shipka. This aroused great interest. Thus, we have a glorious military past. The fact that there is no Suvorov school, the universities of the Ministry of Defense, the Ministry of Internal Affairs, the Border Troops have been eliminated, is a mistake.
The approach to solving this issue should not go through the numbers. If there is a state will, it does not matter if there are trainees in the 600 or 800 staff (the question was raised how many cadets should be in a school). To correct the problem do not need to ask for two or three years. Some decisions are made quickly, like on the battlefield, if it is politically expedient.
My personal conversations with the President and the Prime Minister in 1998 started filling the newly opened IED with all the necessary things. We were not interested in money then. We pulled these things on ourselves in the hope that we would later hand it over to the Ministry of Defense. Now voiced completely reverse information.
So, there was a presidential decree on the reconstruction of the school, a detailed government decree of March 2 2000, directive of the General Staff of the RF Armed Forces 18 August 1999, an order of the Minister of Defense on April 11 2000. The license No. 1342 from 2 of April 2010 of the year, valid on 3 of April of 2015, was obtained, according to which the CCCH should operate in the system of the Ministry of Defense.
In 2008, we succeeded, using primarily political arguments, to defend the school. Former Defense Minister Serdyukov assured that there will be no liquidation. However, later on, in 2011, all instances were ignored. The decision was not brought even to the level of verbal agreement. This is an elementary, textbook procedure in the state. The military-political aspects were forgotten. The main thing was the property, inventory.
The school has disappeared. Today we need to create a precedent: in order to correct erroneous decisions of the times of Serdyukov, it is necessary to abolish the completely inexplicable - the elimination of SKSVU.
Until tradition is forgotten, there is an aspiration, a spirit, it is important to focus on the restoration of a unique educational institution. The Public Chamber, which has a special prestige among a great many organizations, should resolve this issue.
Now we are working hard on a single story. The diversity of teen educational institutions starts the reverse process. It is wrong to take away Suvorov schools. The competition of law enforcement agencies creates the image is not all-Russian. In each of them it is proved that it is their federal department that is the most excellent, that without them the country will simply disappear. This is absurd.

Decisions taken
Following the meeting and public hearings that took place on the territory of the republic, as well as taking into account the social and political importance of this educational institution in training military personnel from among the youth of the republics of the North Caucasus, the commission will appeal to the Minister of Defense with a request to consider the possibility of restoring the North Caucasian Suvorov military school in the same status - under the jurisdiction of the Ministry of Defense. The Commission of the Public Chamber creates a working group headed by First Deputy Chairman of the Commission Vladimir Lagkuev, which will monitor the situation associated with the restoration of the SKSVU in Vladikavkaz.
