
Sergey Amelin died 20 this January from a heart attack. Before his death, he was actively interested in the main military investigative department (GVSU) of the TFR, who considered him at least as a witness of major real estate frauds in the structures of Oboronservis OJSC.
LLC Stroyimpuls SMU-1, which was owned by Mr. Amelin, was one of the largest contractors of GUOV. They reconstructed and built more than 100 facilities for the armed forces, including the Presidential Cadet Corps in Tyumen, the Central Archive of the Ministry of Defense in Podolsk, the buildings of the General Staff of the Ministry of Defense in Moscow and the Military Academy of Communications. According to GUOV, from 2010 to 2012 year, “Stroyimpulsu” transferred advance payments in the amount of 17,2 billion rubles, of which 10,2 billion rubles. never worked out. At the same time, according to GUOV, OOO Theorem, also controlled by Mr. Amelin, received RUB 2,4 billion from advances from GUOV. as loans that were used to purchase buildings and land previously owned by the Ministry of Defense.
In particular, the buildings and the land of JSC "31-th State Design Institute for Special Construction" (31-th GPISS), whose shares have already been returned to the state at the request of the TFR (see "Kommersant" from March 29).
The new leadership of GUOV (the old one was dismissed this spring) decided to terminate the contracts with Stroyimpulse and appealed to the courts with a demand to collect advance payments. Two claims for 3,275 billion and 4,122 billion rubles. were filed in the Moscow Arbitration Court, and another one - for 2,483 billion rubles. to the company "Theorem" - in the Arbitration Court of St. Petersburg and the Leningrad region. On July 1, the loan agreements between Stroyimpulse and Theorem were terminated, and the next day the first company transferred the GUOV the right to claim this amount from the latter. As an interim measure, GUOV asked arbitration to impose arrests on all 15 objects purchased by Theorem in Moscow and the Moscow Region. Among them are the complex of buildings 31-th GPISS on Smolensky Boulevard and the former GUOV building in Predtechensky Lane, according to the decision of the GVSU TFR "attached" to the criminal case of Oboronservis OJSC as criminal evidence, therefore arbitration is unlikely to arrest them. But he can make an arrest, and later return to the military bought from them and on their own, as it now turns out, a complex of dilapidated buildings and a plot on Kosygin Street, adjacent to Sparrow Hills, as well as a plot of land in the territory of the Arkhangelskoe estate near Moscow.
In Stroyimpulse, problems are associated with the actions of the previous leadership. In particular, the trust manager of the company, the former vice-governor of St. Petersburg, Anna Markova, found that Maxim Bobrov, the general director of Stroyimpulse, entered into an 171 contract worth 2,6 billion without agreeing with her. and transferred this money to contractors. During the service check (the act is available to Kommersant), it turned out that most of the contracts were not duly executed, and the money, for example, was received by the company Monolitpromstroy, created by former and current employees of Stroyimpulse before the conclusion of contracts. Moreover, suppliers were advised, as a rule, on 80% of the amount of contracts, whereas in the company they usually paid 30%. Mr Bobrov was removed from office by submitting a statement to the police, but the criminal case has not yet been opened.
In addition, problems arose due to the unresolved problems with the successors of Sergei Amelin. The rights to the inheritance of Sergei Amelina were initially declared only by his mother, Elena Amelina. Then in February 2013, the notary's statement appeared Natalia Reshko, representing the interests of Mr. Amelina’s son, and in April Tatyana Sulymenko intervened in the process, trying to prove that she was the mother of another son of the late merchant.
Conflicts between Anna Markova and the mother of a businessman began after the latter, according to Ms. Markova, tried to interfere in the economic activities of Stroyimpuls. The dispute went so far that representatives of Elena Ameline tried to block Mrs. Markova from entering the company's office, and also to remove her from her post. However, representatives of the security forces supported the management company and were able to ensure the fulfillment of their duties.
Note that Elena Amelina also claimed the military real estate, which turned out to be in the “Theorem”, but on July X 25 the St. Petersburg arbitration court refused to arrest this property.
