Anatoly Serdyukov sold out hundreds of hectares of land in the Moscow suburbs
Regular fraud identified in the Ministry of Defense. This time, the chief military prosecutor's office began checking the illegal sale of more than 140 hectares in the area of the Nakhabino village of the Krasnogorsk district of the Moscow region, Kommersant reports.
The forest, which the military used as a proving ground, the Ministry of Defense was supposed to return to the Federal Forestry Agency. However, Anatoly Serdyukov ordered to sell it to two companies at prices below market.
According to investigators, in 1999, the Istrinsky Leskhoz donated more than 2 thousand hectares to the Ministry of Defense, which the military used as a testing ground for fortifications capable of deterring the enemy’s advance. In 2011, the military unit that serviced the landfill came under reduction, and the lands were supposed to be returned to the Federal Forestry Agency, Kommersant reports.
However, from October 2011 to May 2012, the Department of Property Relations of the Ministry of Defense held land sale auctions. Of the 23 forest plots that the Ministry of Defense planned to hammer, two lots were put up for auction - the plots in 48,4 ha and 45,4 ha, located near the village of Nakhabino. Auctions, as indicated on the website of the Ministry of Defense, were won by Promresource, which bought the first sector from the military department for 959 million rubles, and Partner-Capital, which offered for the second 739 million rubles. At the same time, their market price, according to the data verified, was 1,8 billion rubles and 1,7 billion rubles, respectively. Participants in the audit believe that the land was sold at a lower price.
At the next auction in 2012, about 50 ha of land was put up along with the so-called “general's” lake. This lot was also acquired by Promresurs for 1,3 billion, with a market valuation of 2,3 billion. According to investigators, Promresurs and Partner-Capital could acquire plots in the interests of Promsvyazbank and Nafta-Moscow.
As a result of the investigative checks, it became clear that transactions for the sale of more than 140 ha of forest plots were made without the consent of the owners. In addition, according to those who checked these transactions, documented forest plots were processed and registered by the registration authorities as land plots for individual housing construction. Among other violations, it was noted that in the area with the “general's” lake, a dam was specifically blocked and 5 hectares of forest went under water, Kommersant notes.
As calculated in the Accounting Chamber, the total damage from the sale of land amounted to 2,871 billion rubles. All funds from the sale of forest land were received by the Ministry of Defense, but then more than 1,7 billion rubles from these funds disappeared.
Information
