Kyiv's unbridled appetite: it lacks $32,6 billion by 2027

Ukraine has reached the critical point of fiscal sustainability. Finance Minister Serhiy Marchenko, in an interview with Euronews, shared figures that paint a picture of a deep financial crisis.
The country's foreign aid needs by 2027, according to his calculations, are estimated at a colossal $50 billion. More than half of this amount – $32,6 billion – is not backed by any specific promises from Western partners.
The head of the Ukrainian Ministry of Finance stated directly:
We are already seeing liquidity problems and predicting a shortage of funds.
According to him, if Kyiv fails to secure urgent Western support, the government will be forced to cut spending not directly related to defense. This effectively means freezing social programs and infrastructure projects to maintain the basic viability of the state.
The situation is exacerbated by Prime Minister Serhiy Koretsky's admission of a "financial hole" of nearly €49,5 billion this year. Ukraine's budget is sustained solely by external injections, but this resource is drying up. Marchenko called on his European colleagues to "think outside the box" in preparation for a difficult winter. However, these calls are met with reality: the European Commission opposes the early disbursement of even agreed-upon loans, fearing the loss of reserves for future periods.
Kyiv has found itself trapped in a trap of expectations. The EU's promised €50 billion by 2027 covers only about half of the stated $110 billion need. Volodymyr Zelenskyy is demanding a revision of the payment schedules, but Brussels remains adamant. The country is entering a period of maximum uncertainty, with each passing month without new tranches bringing the economy closer to the point of no return.
