A reserve of the original appearance

"Creativity is permitted. In places specifically designated for creativity."

Every municipal property has its initial appearance. A bench should be painted, a trash can should be empty at least upon receipt, and a playground should retain traces of the complete absence of children. Otherwise, the property begins to resemble life, and that's a deviation from the design.

The imaginary Office for the Preservation of Green Void employs an Inspector of Original Appearance. In the mornings, he monitors the cameras: swings must swing within the estimated limits, slides must slide according to instructions, and children must be present without financial consequences.

But a fourteen-year-old resident of Bolokhovo saw the green rubber surface differently. It reminded her of grass. For three days, the girl drew Krosh, Yozhik, and other Smeshariki characters in dry pastels. Her explanation was exhaustive: "Green grass, Smeshariki walking on this grass."

From the child's perspective, everything matched: the grass was green, the characters were walking, and it was a playground. Only the initial appearance was off.

According to the administration's statement, the drawings constituted damage to municipal property: a report was sent to the police along with the security camera footage, followed by references to Articles 214 and 167 of the Criminal Code. The articles were immediately named, but the amount of damage was not. The age limit was determined selectively: under Article 214, the penalty is fourteen years; under Article 167, it depends on the section—under the first, the general penalty is sixteen years, under the second, fourteen, but only under aggravating circumstances. The administration did not specify the section. This divergence didn't fit in the official statement. However, it did include the statement: "The offender has been identified."

The inspector closed the folder with relief. The municipal secret had been revealed. All that remained was to determine whether Krosh had acted alone, where Hedgehog had disappeared to, and whether the other characters had formed a stable artistic group.

When criticism began in the comments, the administration reported that some comments had become insulting and reminded them of the liability under Part 2 of Article 5.61 of the Code of Administrative Offenses. The mechanism proved universal: the child would be held liable under the Criminal Code, the reader would be held liable under the Code of Administrative Offenses, and the sponge would be held liable under a mitigating circumstance. Only Krosh and Yozhik were left without legal status.

The artist and her parents were asked to restore the surface to its original appearance themselves. The administration promised to consider this as a "mitigating circumstance." Thus, the sponge acquired procedural significance. Before it, there were cameras, a complaint, and two criminal offenses; after it, a mitigation was expected.

Then began a battle between materials science and home economics. According to the administration, the water hadn't worked on the pastel, the solvent had merely smeared the color, and the pigment had soaked into the porous coating, "rendering it inoperable." It sounded as if the rubber field could no longer fulfill its primary municipal function—to remain green without a trace of imagination.

However, on August 20, in front of journalists, the girl began to wash off the drawing with a sponge and household chemicals. According to the Tula news"," the color came off "quite well"; the NTV report also showed the painting being removed. This isn't a technical examination or proof of the complete integrity of the coating. But the spectacle itself is enough for satire: the official version had already gone to get the solvent, while an ordinary sponge carried the water and got to work without a press release.

The inspector would have looked at her disapprovingly. Firstly, the sponge had no certificate of suitability. Secondly, it was fixing the problem before the approval process was completed. Thirdly, if a household item performs its job before the departmental mechanism, it raises a dangerous question about the original design of the mechanism itself.

Folk art from the vastness of the RuNet

Then Tula Region Governor Dmitry Milyaev demanded, "Leave the child alone!" and suggested holding a drawing contest and helping the girl develop her talent. With one short sentence, the entire complex structure returned from the heights of criminal justice to the playground.

On August 22, Bolokhov's head of administration, Marina Chuykina, announced that "the incident was closed" and suggested the family hold a joint event, "Drawing Cartoons with Chalk on the Asphalt."

Thus, the full circle of municipal creativity is completed. First, the child draws cartoons where, according to her design, they are walking on green grass. Then, the identity of the offender is established, the original appearance and mitigating circumstances are discussed. Finally, the cartoons are returned to the community—this time in the designated place, with different materials, and under the name of the event.

The original inspector would have marked the folder "completed" and returned it to the shelf. The creativity remained. It was just now being given asphalt.

Never ask for anything! Never ask for anything, especially from those stronger than you. They will offer it themselves and give it all themselves! Sit down, proud woman!

What is happening is very similar to Bulgakov’s immortal work.

Or "Snail." It was no wonder they were banned back then. Bureaucratic idiocy in its purest form—a process for the sake of a process, a justification for its own existence.

Well, everything seems to be fine with payments, but there are questions about healthcare, medications, and rehabilitation. I have to buy a lot of things out of pocket.

The article can be viewed in short and spatial terms.
The main plot is the cycle of children, teenagers and adults in real life and nature.
As a guideline, you can take A. Raikin's monologue "On Education"
    - The main thing is to give birth to a person. Once you've given birth, thank goodness for that! Especially since the country is going through a demographic crisis.
Everything else is on the conscience of the state and officials who need personnel.
Problem-solving tools can be drawn from the banana republic of Anchuria, mentioned in O. Henry's Cabbages and Kings (William Sydney Porter) and Lewis Carroll's Through the Looking Glass.

People have forgotten, of course. But that's exactly how officials banned it in the USSR, and exactly those kinds of revelations were enough to destroy the country. The situation is the same, but the people, oddly enough, treat it differently. Maybe because in the Soviet Union, the ruling party was blamed for perestroika. And now Bandera is everywhere to blame. And a heavy sigh, ah, in these difficult times...

    An alternative view.
A certain "responsible citizen" noticed that the site was in poor condition, took a photo of the unauthorized drawing, and filed a complaint through Gosuslugi or the aforementioned "Dobrodel" website. There are more than enough examples of "vigilance" online.
An investigation into the complaint revealed that the person responsible for the playground's maintenance had seen a drawing not included in the project but had done nothing. This indicates inaction on the part of the person responsible for the playground's maintenance. Are the consequences for this official clear? "Saw but did nothing!!!"

    Alas, alas.
And there are plenty of "vigilant" ones
    And the "smart" authorities...

This is too petty for the Governor. Remember? "He ate the goldfinch." That's why he's so kind.
But if a group of adults had painted it, and not on a playground but on the wall of a significant building, and not with Smeshariki... then it would have become a problem for him and the painting on Shishkin's painting Three Bears would have had to be washed off.
    Because without permission
    IMHO

I don’t believe in the good will of officials.

I have a question: are the officials from the administration and law enforcement agencies and all the others who drew up the report and were involved in this incident still working in their positions?
Yes, the governor did a great job standing up for the child. And those who blew this whole incident out of proportion and blamed the child—what's wrong with them? It's obvious they're unfit for the job...

There's a problem: there aren't even enough officials anymore. And there are few truly professional ones at all.
So there is a risk of being left without officials.
You understand the joy, but for the population, not always. Sometimes it's very painful to "not always"...
Right now in our district there are vacancies for two deputy heads, two people at the FEU, the entire architecture department, and a bunch of other vacancies - 16 people.
The absence of an architecture department, for example, means that three streets scheduled for paved this year won't be. And no one knows when, and there are no volunteers, not even those unqualified for the job...

Drawing any pictures on someone else's property is hooliganism. Denying this is undermining the state. The artist and her parents must be held accountable, and the site must also be cleaned up.
    Further on, there are nuances.
    .
I think if my child were drawing, no one would stand up for mine. We're not the kind of kids who can get away with anything. I'd have to ask...

You somehow turned the issue of ownership inside out.
The playground surface is someone's property. And the owner has fenced off his property from unauthorized changes. He's posted information about liability, citing legal provisions. But the playground owner is the municipality. And the municipality's owners are the residents. Surely, a couple of thousand people in dirty boots could have marched onto that property and, with regular chalk, scrawled "I'm going to vote, but I don't know who I'm for."
By the way... Those officials with minor positions hardly came up with their own gems. The head of the municipality, from his perch, wouldn't see it that way. A "representative of the court" wouldn't consider it a problem. But somewhere in the middle of the administrative food chain, someone will think they've "caught the bait" and try to climb the ladder.
Well, and self-criticism... I am no better than those who want to jump up.

Much has been written about the damned officials who are stifling everything and everyone.
Less has been written about the "creative personality", almost nothing.
In my opinion, the officials are absolutely right! Certain damage has been caused to municipal property, and those responsible must be held accountable. I'm fed up with these "creative individuals" with their art—you can't find a clean wall in the city anymore. Are your fingers itching? In your own apartment (NOT IN THE ENTRANCE!!!) you can scratch the walls, the floor, the ceiling. Why should other people have to look at strange faces, graffiti, and so on? And aren't these "artists" willing to do anything useful for the city's improvement? Paint the foundation of a building PROPERLY, for example? They don't. But their fingers are itching. And in my opinion, they should be given the opportunity to scratch their naughty fingers. In the course of community service.
"...a fourteen-year-old resident of Bolohovo..." You're no longer in kindergarten. It's time to figure out what you're doing and take responsibility for your actions.

    We fool around
We wave from the bell tower

We had a childhood filled with a diverse landscape, hidden corners, and plenty of activities and games. But these modern playgrounds with artificial surfaces in treeless courtyards resemble prison yards for juvenile delinquents...

And the "good governor" stood up for the child. And how did he stand up for him? Did he get the lawyer who refuted the official's document? No, "....he demanded: "Leave the child alone!"...". So he just took it by the throat and that's it. "A state based on the rule of law," however...

The Chinese (the ancients, I don't know how it is today) believed that the emperor (and therefore the officials, who are his eyes and hands) should not do good. The emperor should prevent evil from happening.

So, he effectively did what officials are supposed to do. But is this really a governor-level issue? And how many of these bully-like officials exist on public funds?

Forgive me, I don't quite understand why you said "You understand joy." I am a Russian citizen, I live in Russia, and I am forced to endure the arbitrary actions of these same officials... Explain why you singled me out, please.
And as for the rest, I will answer this way, according to your logic: "Let us, brothers, love the boots of our Official, for from that Official are the dearest to us, sinners and wretched, and all other blessings! And if there is no Official, then we will all die, for we are meager in our minds and wretched in our souls."
