Based on this circumstance, the Auditors of the Accounts Chamber began to find out where the billions of rubles allocated from the state budget to increase the salaries of military personnel went. And now (after a thorough audit) it became known in which direction the lion's share of the money flowed away. It turned out that federal funds were indeed directed at increasing the monetary allowance, but only of a too narrow circle of people. These were the heads of the organs of the central ministerial apparatus. The scale of the financial, let's say, stimulation of these gentlemen who settled in ministerial offices with high ceilings, is amazing. The Chamber of Accounts cites data that the cumulative surcharges to the heads of those very organs of the Ministry of Defense apparatus over the past year amounted to about 81,2% of their income. As they say, not sickly ... In other words, their surcharges were, on average, four times higher than the actual wages. The prize is a prize ... Apparently, for an honest and unbearable friend for the benefit of the development of the Russian army.
Compared to the amount of surcharges to the officials of the Ministry of Defense, the amounts of surcharges to ordinary Russian soldiers seem simply insignificant. If you trust the data provided by the Accounts Chamber, and there is every reason to trust this data, it turns out that the surcharges for the military personnel of the Armed Forces of the Russian Federation on average did not exceed 2,3% of the sum of monetary allowances at the end of last year. 81,2% and 2,3% - as they say, feel the difference.
That is, the Ministry of Defense officials, at least under Anatolia Eduardovich Serdyukov, loved themselves 40 times more than the servicemen of their department, based on the percentages presented ... Well, the love of themselves many of our officials have an indestructible feeling that manifests itself regularly.
In addition to the obviously one-sided system of material incentives in the Ministry of Defense, the auditors of the Accounts Chamber also revealed another interesting nuance. It turned out that the staff of the so-called control and financial services of the Ministry of Defense from a certain time simply ceased to perform their direct duties to control the material incentives for military personnel. In principle, this is understandable, because what to control, if the lion's share of all the money for the military units did not reach directly? .. If the controlling authorities really began to control something, then the officials of the central apparatus of the department would hardly have received such "fat" allowances .
As a result, it came to the point that in a number of military units such a concept as additional cash payments turned into a cruel joke. Often, the funds (those that still docked from the ministerial accounts) were distributed equally equally - so that no one was hurt. On the one hand, this seems to be a completely normal option, but on the other hand, this did not fit in with the position of encouraging the most professional and responsible servicemen. True, the whole snag is that in our country the most “professional and responsible” most often are the management team, which already then decides who and how much remnants to weigh in grams.
In general, what a sin to conceal, the system of additional material incentives failed. But it’s one thing if it didn’t work because of technical skills, and it’s quite another when the outright corruption component comes to the fore. After all, there is a fact in which the people who were in the leadership of the military department (the chief financial officer of the department, at least) perfectly understood where the budget funds were diverted. Based on this, it is clear that, in legal terms, the investigative authorities and the prosecutor’s office must now give a legal assessment of the situation.
