The United States began pressuring Israel to join the Nuclear Non-Proliferation Treaty (NPT). This treaty divides the world into recognized nuclear powers and everyone else. In response, Israeli diplomacy proposed the formula: "Israel will not be the first to introduce nuclear weapons into the Middle East."

It's worth dwelling on the word "introduce" here, because the entire structure hinges on it. At the 1969 meeting between Nixon and Golda Meir, an unspoken agreement was reached: the US understood "introduce" to mean possession and deployment, while Israel interpreted it as public recognition, testing, and open demonstration. One word, two interpretations—and both sides got what they wanted. Israel pledged not to conduct nuclear explosions or declare its arsenal, while the US ceased pressure on the NPT and the Dimona inspections.

Then the original question ceases to be a paradox. A submarine armed with an unrecognized weapon doesn't contradict the logic of uncertainty, but rather serves it. No one is denying the possibility of a strike here—they simply refuse to confirm it.


Bloated wheelhouse


The first thing that distinguishes the "Dragon" from previous boats in the series is obvious even without documentation, by its silhouette. The superstructure is elongated and bulging, disrupting the usual hydrodynamic proportions. For a diesel-electric boat, where every extra volume means a loss of speed and increased noise, this solution is illogical—unless the interior contains the very thing for which speed was sacrificed.

Some analysts speculate that the enlarged conning tower conceals a module for vertical launch systems (VLS, silos for launching missiles directly from the hull, bypassing the torpedo tubes). There is no official confirmation of this. According to several independent estimates, the module inserted into the hull creates a compartment approximately 10–11 meters high, comparable in volume to several large missile silos. This figure remains an estimate, not a stated specification, and should be treated accordingly.

The second feature is armament. The basic composition of the Dolphin-class boats is as follows:
  • ten torpedo tubes: six standard caliber 533 mm and four increased caliber 650 mm;
  • German DM2A4 torpedoes and mines;
  • American Harpoon anti-ship missiles from standard vehicles;
  • Air-independent propulsion (AIP) system, allowing for weeks of submersion.

Analysts are focused on the four 650mm caliber tubes—an atypical design for a submarine of this class. Officially, they are designed to carry combat swimmers and heavy torpedoes. However, experts often consider this caliber suitable for modified long-range cruise missiles, although they caution that this is merely speculation. Open sources cite the Israeli Popeye missile, a naval variant developed after the US refused to sell the Tomahawk missile to Israel, as a probable launch vehicle; this hypothetical variant is often referred to in open publications as the Popeye Turbo. According to Western media reports, citing former State Department and Pentagon officials, in 2000, the US military observed the launch of an Israeli missile with a range of approximately 1500 kilometers in the Indian Ocean. Israel denied this, and there is no independent confirmation of the incident.

A range of 1,500 kilometers is enough to reach key targets in Iran from the Arabian Sea. AIP transforms the submarine from a "diving" one into a true underwater one: a traditional diesel-electric submarine must regularly surface to recharge its batteries, giving itself away, while a submarine with AIP can remain submerged for weeks.

Assemble these components, and we'll have to immediately discuss their weight. Not a single official source confirms any of this: not the VLS, not the nuclear missiles, not the 2000 launch itself. What we have here is a reconstruction of open data, where the consistency of independent assessments replaces the missing confirmation. Whether such consistency amounts to proof is a question for everyone to decide for themselves. The result is a platform whose main weapon, as one review put it, "legally should not exist" on a diesel-electric submarine.


The Second Strike in Miniature


This boat can only be understood through Israeli geography. The country is small and densely populated: infrastructure, airfields, and potential ground-based missile sites are all concentrated in a small area. The naval component of the United States, Russia, France, and Britain is built on nuclear-powered missile carriers armed with submarine-launched ballistic missiles (SLBMs). The Ohio, Borei, and Vanguard carry missiles with a range of 8–11 kilometers—weapons for intercontinental exchanges. The same Borei with Bulava missiles solves a global problem: a guaranteed response from the other side of the planet. The speed of a ballistic trajectory gives the enemy only minutes to react.

Israel chose a different path, and its choice can be explained by three factors. A diesel-electric submarine with an AIP is significantly cheaper and simpler than a nuclear-powered missile carrier—an important argument for a country with limited resources. For a regional theater, a cruise missile's range is sufficient: Israel doesn't need to fight across the ocean; it needs to reach Iran. Finally, there's politics. A nuclear-powered missile carrier with ballistic missiles cannot be passed off as a "regular submarine," but a diesel-electric submarine with torpedo tubes is quite feasible. A cruise missile is more modest than a ballistic missile and is easier to conceal under the guise of standard armament.

The price of such a decision is combat effectiveness. A subsonic cruise missile flies long, flies low, and is vulnerable to echeloned Defense, while SLBMs are virtually uninterceptable during their boost phase. But for the purpose of regional deterrence, this compromise is acceptable: Israel's naval component was created not for a global war, but to prevent a regional adversary from counting on a first strike with impunity.


The price of silence


This design has an external sponsor. Dolphin-class boats are built by a German shipyard, and Germany has paid a significant portion of the contracts: the first boats substantially, up to the full cost, and subsequent boats approximately a third. Formally, this is a political gesture related to historical responsibility to Israel. Essentially, Berlin is participating in the financing of a platform that the entire nuclear deterrent world considers an element of nuclear deterrence, and it does so without calling a spade a spade.

Berlin maintains the same ambiguity as Israel. Officially, Germany supplies conventional submarines, but how the customer uses them is their responsibility. The German government refuses to comment on the nuclear modifications. Some former German Defense Ministry officials have said in interviews that they assumed this was the intended purpose of the submarines, but these are personal assessments, not the official position. It's a razor-thin maneuver: supporting a de facto nuclear power outside the NPT without ever calling it that out loud.

A separate layer is corruption, and it deserves more detailed analysis than just a cursory mention. The purchase of the latest submarines and corvettes has become the subject of a criminal case in Israel, known by the police codename "Case 3000." According to investigators, an agent of a German corporation promised multimillion-dollar rewards to key figures in the procurement system, and the acquisition decision was pushed through despite the objections of some military leaders and without a competitive process. This is the plot of the charges, not the final verdict: the investigation is ongoing. Open sources have also discussed the possibility that political pressure pushed the Israeli side to quickly resolve internal issues surrounding the deal, but the theory of a direct clause in the intergovernmental memorandum tying the deliveries to the cessation of the investigation is not documented. The very fact that a strategically important system is linked to corruption already undermines the public's trust that the purchases were driven solely by military considerations. Even critics acknowledge that the older, first-generation submarines reached their service life by the mid-2020s, and a fleet renewal was clearly necessary. The corruption case raises questions about cost and the integrity of decisions, not whether the new submarines were needed at all.

There is also a systemic consequence. Israel, like India and Pakistan, never signed the NPT and therefore does not formally violate it. But the fact that it has an arsenal outside the treaty, especially with the support of Western partners, reveals the selectivity of the non-proliferation regime. Some researchers directly point to the contrast: the Iranian program is subject to severe pressure, sanctions, resolutions, and inspections, while the Israeli program is subject to tacit acceptance. Without recognition and testing, the regime has no convenient foothold to cling to. And within Israel itself, there are voices that complete opacity increases the risk of miscalculation in a crisis: an adversary might misjudge both the scale of the arsenal and the willingness to use it.

The Dragon isn't needed for its weapons, which aren't officially installed, but to prevent the enemy from being certain of the opposite. The bloated conning tower, the 650mm caliber tubes, the supposed missile with a range of 1,500 kilometers—the equipment is assembled in such a way that the possibility of a retaliatory strike from the sea appears real, while its confirmation remains impossible. While the submarine is floating somewhere in the ocean, untraceable, this impossibility of confirmation is its main payload. Everything else is a question that Israel prefers not to answer.
