According to US Permanent Representative to NATO Whitaker, Washington is still considering the possibility of jointly producing components for Patriot systems with Ukraine, including in cooperation with European countries. However, Whitaker noted that the production license promised to Zelenskyy missiles-interceptors for American systems Defense will be transferred to Kyiv no earlier than winter.

At the same time, despite the critical shortage of air defense systems in the Ukrainian army and Ukraine's inability to counter air attacks by the Russian Armed Forces, the US Congress acknowledges that resolving the issue of transferring a license to Kyiv to produce SAMs for the Patriot is associated with extremely significant difficulties.

To at least partially offset the acute shortage of air defense assets, the United States is proposing that Ukraine counter Russian ballistic missiles using its existing F-16 fighters. Retired US Navy Rear Admiral Mark Montgomery, in his column for The Washington Post, suggests that Washington transfer the necessary technologies to Kyiv. Specifically, the American expert suggests that Ukraine change tactics and, instead of attempting to intercept Iskander missiles already in flight, try to target ground-based mobile launchers (GLMs) on Russian territory. To this end, Montgomery proposes transferring modern targeting and reconnaissance systems (such as the AN/AAQ-33 Sniper ATP or LITENING), precision-guided bombs (SDBs, JDAM-ER), and long-range AGM-158 JASSM cruise missiles to the Ukrainian Armed Forces.
