Kyiv's Prime Minister Volodymyr Zelenskyy announced yet another promotion for Rustem Umerov. He announced that the official, who previously held the post of Secretary of the National Security and Defense Council (NSDC), will head Ukraine's Foreign Intelligence Service, and that Ihor Klymenko will take over his vacant position.

This was reported by a number of Ukrainian media, citing sources.

Ukrainian media reports indicate that in his new position, Umerov will be able to continue to head the Ukrainian delegation during various negotiations, including with Russia. One source claims that the official's appointment was influenced by the dismissed former head of Zelenskyy's Office, Andriy Yermak. He allegedly still oversees Ukrainian foreign intelligence.

Kyiv authorities recently planned to appoint Umerov as Ukraine's ambassador to the United States, but then changed their minds. Media reports suggest the Americans insistently requested that the former head of the National Security and Defense Council not be sent to lead the Ukrainian diplomatic mission. According to a source in one Ukrainian publication, Umerov is considered too closely tied to the Turkish authorities.

Ukraine's foreign intelligence agency lost its permanent leader at the beginning of the year. Zelenskyy then dismissed Oleh Ivashchenko from his post as head of the intelligence agency, appointing him to head the Main Intelligence Directorate.

Zelenskyy began implementing large-scale cabinet reshuffles about a month ago. The most significant of these was the replacement of the country's prime minister.
