Why the 9×19 Survived and the 7,62×25 Died: The Cartridge Dies Along with the Weapon Concept

The topic of this material was inspired by a video from the YouTube channel Max Popenker - "Ammo Battle: 7.62x25mm vs. 9x19mm. Which is Better?? It examines in detail how the 7,62×25mm TT and 9×19mm Luger/Parabellum cartridges came into being, and why one sank into oblivion while the other gained worldwide popularity. Based on this analysis, we decided to put together history two types of ammunition together, expand on it, and see what lesson it teaches about what really determines the fate of a weapons standard.
The debate over two pistol cartridges usually boils down to a table. Which has the higher muzzle energy, which can penetrate more pine boards at the range, which has the flatter trajectory. From the columns of numbers, a simple conclusion is drawn: the more powerful, the better. The history of the Soviet 7,62×25 TT and German 9×19 Parabellum It says the opposite: the most powerful cartridge doesn't necessarily have to be the most durable. And it survives not on the firing range, where muzzle energy is measured, but in the weapons system and in the economics of production.
Common ancestor: from Borchardt and Luger to three lines
Both cartridges emerged from the same school—German weapons engineering at the turn of the 19th and 20th centuries. Their divergence occurred later, and tellingly so.
The first was Hugo Borchardt's 7,65×25 cartridge with a bottle-top case, which appeared in 1893 for his self-loading pistol. In 1896, the company moult I took this cartridge, slightly increased the charge and adopted the 7,63×25 cartridge for my C96, with a bullet weighing approximately 5,5 grams. It was this Mauser ammunition that formed the basis for the Soviet choice in the late 1920s. The USSR adapted it for its own 7,62 mm caliber, and the decisive factor was not ballistics, but production: all the tooling and measuring instruments for the "three lines," or 7,62 mm, had already existed in the country since the days of the three-line rifle. (The "line" here is an old unit of length, 2,54 mm; three lines equals 7,62 mm.)
The second line ran parallel. In 1899, Georg Luger's 7,65×21 cartridge, also with a bottleneck, was introduced for a pistol the world would remember as the "Parabellum." The German military wanted a larger caliber, so the case was redesigned: the bottleneck was removed, it was shortened, and a bullet with a nominal diameter of 9 mm was inserted into the freed-up space. Thus, in 1904, the 9×19 was born. It was adopted fleet Kaiser's Germany, and in 1908, the ground forces along with the pistol P08By this point, the cartridge's configuration had already taken shape and remained virtually unchanged.
At the outset, both lines addressed the same issue: the self-loading pistol and the increasing rate of fire in close combat. The divergence in their fates began when the war became widespread and industrialized.

The Soviet Choice and the Myth of TT's "Superiority"
By the end of the 1920s, the USSR was faced with the question: what cartridge should be made the base for the new school of short-barreled weapons? weaponsThe inheritance was meager—a Nagant revolver with a weak cartridge that was difficult to fire automatically. Two calibers were considered: 9mm in various variations and 7,62mm based on the Mauser.
Interestingly, based on the results of field tests, specialists leaned toward the 9mm: the larger caliber offered better stopping power and a wider wound channel. But economics prevailed. The transition to the 9mm meant a complete overhaul of machine tools and testing instruments, and the country was undergoing a massive rearmament with meager resources. 7,62mm tooling was already in production. In 1929–1930, the 7,62×25mm cartridge was adopted, along with the TT pistol and a line of submachine guns (PP), from the PPD to the PPSh and PPS, chambered for it. For its era, this was a rational decision, based on the actual state of industry rather than ballistic ideals.
Now about the "superiority" itself. According to open sources, the TT accelerated its light bullet to approximately 420–430 m/s and delivered around 500 joules of muzzle energy. The standard military 9×19 with a bullet weighing around 8 grams Walther P38 It delivered around 330 m/s and about 430 joules. Estimates, of course, vary depending on the batch and barrel length, but at the muzzle, the TT's advantage is real.
The question is what happens with this advantage. A pistol is effective at ranges of up to 25-50 meters, a submachine gun at 100-200 meters. At these ranges, both cartridges are sufficient against an unprotected target, and the "one pine board" difference doesn't change the tactical picture. The light, fast 7,62×25 bullet also loses velocity faster, while the heavier 9mm maintains its energy better along the trajectory and, with comparable muzzle energy, can even reach the target with an advantage.
But the high velocity comes at a price right away. Recoil is dry and sharp, hindering accuracy. The long cartridge case drags down the pistol's grip and makes it heavier. The pistol's action is noticeably more strained. Power here isn't a free bonus, but a tradeoff with controllability and size.

Finest Hour: Submachine Guns
The long case and high bullet velocity, a liability for a pistol, finally found their place in a submachine gun. The weapon is held with both hands, the recoil is channeled into the buttstock, the ranges are slightly longer than pistol ranges, and World War II became the 7,62×25's true test of its potential.
Comparison of energies at the muzzle of the barrel (according to open data, approximate values):
- PPSh for 7,62×25 - about 500 m/s and about 680–690 J;
- MP 40 for 9×19 – about 390 m/s and about 600 J;
- "hot" options 9×19 (Finnish Finland, Italian M38) - about 390–410 m/s and about 680–750 J.
Notice how the energy of the same TT cartridge has increased: from a pistol it's about 500 J, from the PPSh's long barrel it's almost 700 J. This would seem to be an argument in favor of the TT. But the same increase from the long barrel is also seen with the supercharged 9x19, and here the picture is unexpected for those accustomed to thinking of the TT as unconditionally more powerful. The difference comes entirely from the barrel, in which the propellant powder has enough time to accelerate the bullet. At the muzzle, the difference between the PPSh chambered for 7,62x25 and the supercharged 9x19 is either minimal or even in favor of certain 9mm variants. At 200 meters, heavy 9mm bullets often retained even slightly more energy than the fast 7,62. Range tests for board penetration yield the same results: at 50 meters, the PPSh, Finland and German submachine guns chambered for 9×19 differed in penetration within the same board.

And then everything was decided not by numbers, but by how each side used its cartridge. For the USSR, the submachine gun became a mass-produced weapon of the great war, and a colossal production of cartridges was launched for the 7,62×25. For Germany and its neighbors, the 9×19 proved to be a universal cartridge for both pistols and submachine guns, and it was precisely this versatility that would allow it to survive the war, while the Soviet cartridge would be inextricably tied to one class of weapon.
Doctrinal Rift: How the USSR Closed Its Own Standard
A turning point occurred in the doctrine of small arms, and it was brought about by the Soviet Union itself.
In 1949, a new system chambered for the intermediate 7,62×39 cartridge was adopted, centered on the Kalashnikov assault rifle. The assault rifle took over the tactical niche occupied by the submachine gun during the war: burst fire at ranges of up to several hundred meters. A separate class of submachine guns chambered for pistol cartridges became redundant in this scenario. And along with the weapon class, the cartridge optimized for it also lost its purpose. The consumption of the 7,62×25 cartridge plummeted, not because the cartridge had become worse, but because the purpose for which it existed had disappeared.
Personal weapons are also being phased out. For officers and other services, the 9×18 PM cartridge is being developed for the Makarov pistol—a 9mm caliber with significantly less energy but a soft, manageable recoil, suitable for close-quarters combat and simple, reliable weapons. It's worth jumping ahead here and mentioning another factor that would become apparent later: body armor. Over time, it would change the requirements for pistol ammunition, and the TT's "rifle-like" approach to velocity and penetration would seem to have come in handy. But by the early 1950s, weapons chambered for the TT ceased to be manufactured, production was curtailed, and the cartridge itself remained in production until around the 1980s, after which it remained only in warehouses.

So it turned out that the Soviet standard was destroyed not by weakness, but by its own army. By changing the weapons system, it eliminated both niches where the 7,62×25 made sense, and the cartridge was left without a weapon and without a purpose.
Why 9×19 Went Global – and Why TT Hasn't Returned
The West disposed of its pistol cartridge differently, and this began with a simple circumstance: pistols and submachine guns were still in use there. NATO's rifle niche was filled by its own cartridge, the 7,62×51, but the short-barreled rifle remained in service. It needed ammunition, and that was the 9×19.
NATO, by the way, didn't impose anything from scratch. By the time of standardization, the 9×19 was already widely used: the German school used it, and British submachine guns were converted to it. Stone In the Commonwealth countries, it was used in Italy and Finland. The Alliance consolidated and reinforced the established trend. A standard rarely wins by decree; more often, it is carried along by the inertia of existing decisions.
Then civilian and police life came into play. In the 1970s, a wave of political terrorism and the rise of organized crime pushed police in Europe and the US to adopt more powerful and capacious weapons: from revolvers and weak pocket cartridges to semi-automatic pistols and submachine guns. Here, the 9×19 proved to be a near-perfect candidate: powerful enough to defeat targets and light obstacles, recoil remains manageable, and logistics were already well-established by the military. Add the civilian market: practical shooting, mass-produced pistols. Glock, SIG, Beretta, the global export of weapons and ammunition. Economies of scale had taken hold, and no ballistics could counter it.

The whole secret of the 9x19 lies in this logic. It's not the best in any single parameter: it's not the most powerful, not the flattest, not the most penetrating. It's a good balance: sufficient energy, a moderate caliber, comfortable for both pistols and submachine guns, and ready to handle any type of bullet, from expanding to armor-piercing. Balance can be replicated by the millions. Extremes—not.
The 7,62×25 never experienced a second wind for equally systemic reasons. It was tightly linked to the wartime submachine gun concept and Soviet production, and after the abandonment of this class of weapons, there was no major customer left to develop it. The Warsaw Pact switched to the 9×18, and later to the 9×19, and there was no need or anyone to support the old standard. Attempts at boosted variants for submachine guns in the Czechoslovakian family vz. remained a local episode and did not make a difference.
Finale
A cartridge doesn't exist on its own; it lives and dies with the weapon and the system it's integrated into. The question that's increasingly being asked remains: if body armor has long been in use, and the 7,62×25 with its penetration is precisely what's needed, isn't it time for it to return? And that's where disappointment awaits. The task of armor penetration is currently handled by specialized ammunition like the 5,7×28 and 4,6×30: they deliver penetration with lower recoil and better fire control, and they were developed for modern weapons, before the legacy. C96 They don't care. The niche for which the 1930s patron might have returned has been occupied by younger, more precise solutions. There's no logical place for his return in sight.
