An industry without a name: the shadow fuel market

Stolen raw materials, artisanal distillation, fuel sold under false identities. In the 90s, a coherent system with its own market emerged, but it took longer to develop than is commonly believed.
Near Angarsk, in an industrial zone near the railway, stood a fenced-off area with nine railway tank cars, each holding 60 tons. Some served as storage tanks, others had been converted into heating and distillation units. Oil was delivered here, and from here gasoline, diesel fuel, and fuel oil were shipped to local gas stations and further afield. From the outside, it looked like an ordinary oil depot, like hundreds across the country. In reality, the tank cars functioned as stills: they were heated, oil was pumped through them, and fractions were removed.
It was an industry
The underground fuel schemes of the 90s are often remembered as isolated thefts: someone hacked into a pipe, someone else was making a homemade cigarette in a garage. Upon closer inspection, it was a coherent economy with its own raw materials, production, logistics, and retail. Each link made sense only in conjunction with the others, and the entire chain was based on simple calculations.
Schematically, the chain went in four steps:
- the source of raw materials is tapping into main oil pipelines, theft at metering stations, “leaks” of documents from fields and legal factories;
- logistics - camouflaged containers along the highway, vehicles with hidden cavities, railway schemes with cargo substitution;
- processing - home-made "samovars", where oil was separated into wide fractions by direct distillation;
- Sales - small gas stations, garages, construction sites, quarries, and, for fuel oil, "gray" exports.
The scale of this shadow industry is difficult to estimate: by definition, it kept no records. Industry analyses in the early 2000s estimated the share of "gray" petroleum products on the domestic market at 10-15%. The range is wide, and a precise figure will never be reached, but even the lower bound indicates a far-reaching industry. To put the scale into perspective, a legal mini-refinery is an industrial facility with a capacity of up to a million tons per year, and a whole belt of makeshift facilities, handling shallow refining, sprang up alongside such plants. There were dozens and hundreds of registered facilities; the actual number, according to investigators and industry experts of the time, was in the thousands. The reader will not be able to verify these estimates, and neither will I; but even a conservative portion of them speaks to the phenomenon of industrial scale.

Where did the oil come from?
It all started with raw materials, and three channels operated here, united by a near-zero cost. The first was unauthorized taps into main oil pipelines: they connected directly to the pipes, extracting oil or gas condensate, a light fraction that falls out during gas production. The second was theft at metering units and pumping stations, where underreporting and write-offs created discrepancies that could be evaded. The third was "leaks" from documents at oil fields and legal refineries: what was reported as burned, evaporated, or lost was physically left behind and was siphoned off.
The precondition for all this was the pipeline's vulnerability. The main lines stretched for thousands of kilometers through uninhabited areas, monitoring of their condition was minimal, and the chain of command collapsed in the 90s. A pressurized pipeline running through the steppe or taiga was virtually defenseless against anyone who knew where and how to tap into it.
The collected crude had to be transported discreetly. Concealed, sometimes underground, tanks were set up along the highway to collect the oil. From there, it was picked up by trucks, often in double-bottomed tanks, concealing a hidden cavity beneath the legal cargo. On the railways, schemes were employed that involved swapping cargo and accompanying documents: one thing on paper, another in the tank. The logistics were no less sophisticated than those on the legal market. The only difference was that their entire purpose was undetectable.
Samovar
The main thing happened during processing. Everything else follows from the design of the "samovar": why the fuel is what it is, why it's profitable, and why the industry is so resilient. In theory, it resembles a small factory, but in reality, it's structured differently.
Technologically, it boiled down to crude preparation of the raw material, that is, settling and minimal purification, and direct distillation of crude oil or condensate in atmospheric stills. The oil was separated into broad fractions: gasoline, diesel, and heavy residue. Cracking and reforming, which improve gasoline quality, and quality control—the processes by which a real refinery brings fuel up to standard—were simply absent.
The equipment was up to the task. Instead of certified distillation columns, there were welded steel stills and boilers. Instead of industrial furnaces and heat exchangers, there were primitive analogues, homemade fittings, and minimal automation. Near Angarsk, the same railway tank cars served as distillation apparatus: they were heated, and the light fractions were separated from the heavy ones. A plant that would have been considered temporary in another industry was here the primary means of production.
The resulting product was apt: straight-run gasoline with a low octane rating and no additives, a diesel surrogate, and fuel oil as a heavy residue. The difference from factory fuel wasn't just on paper. Low octane meant a tendency to detonate, that is, an uncontrolled explosion of the mixture in the cylinder instead of smooth combustion; the engine also ran harshly and wore out faster. There was no way to remove sulfur and resinous substances from the "samovar," leading to carbon deposits and corrosion. It was drivable. But the engine wasn't forgiving of such gasoline: it would knock, coke, and require a major overhaul after a season or two.

What was behind this?
The low price had a downside, one that's not mentioned in profitability calculations. Tapping a pipeline under pressure meant a spill: oil leaked into the soil and water, poisoning floodplains, wells, and vegetable gardens. The distillation itself, carried out over an open flame next to fuel tanks, resulted in fires; makeshift installations would flare up and explode, leaving scorched marks where the "factory" had stood the day before. And at the other end of the chain, the buyer, having filled up with cheap gasoline, would then repair the engine for a price that would have easily bought regular fuel. The low price was only at the pump. After that, the cost was in the land, water, and other people's engines.
An economy with almost no costs
They knew how to count here, and the arithmetic was simple. Raw materials were practically free: stolen or written off, they were practically not included in the cost. Capital expenditures on a "samovar" were an order of magnitude lower than those of a legal plant: welded cubes and used tanks versus industrial columns and furnaces.
The payback gap was staggering. Even a legal mini-refinery, according to industry estimates, paid for itself in about a year. Samovar, using free raw materials and cheap equipment, recouped its investment in a matter of months and continued generating income until it was found. Fuel was sold at a discount to legal fuel and still remained profitable: it's easy to compete on price when costs are practically nonexistent. If they were shut down, they would be shut down, and the facility would be rebuilt, since the risk of seizure was factored into the price.
Who bought this?
Who needed bad gasoline? Those for whom price and availability were more important than octane rating. In remote areas, the distribution of petroleum products was unstable: supplies were irregular, prices were high, and sometimes there was simply no fuel. In such a situation, the cheap "samovar" product found a buyer quickly.
Small gas stations, rural garages, construction sites, and quarries took it. Whether it was a collective farm's equipment, a dump truck on a dirt road, or a diesel engine at a construction site, the fuel's official quality was almost irrelevant; what mattered was that it was available and inexpensive. Drivers who filled their tanks with cheaper gasoline often didn't know its origin, and even if they did, they were choosing to save money. While retailers took the surrogate fuel in its pure form, wholesalers offered another option: it was mixed into legal supplies under the guise of fuel oil or "blends," and it disappeared into the general flow.
"Gray" fuel oil exports also operated. In the Irkutsk region in the mid-2000s, stolen raw materials were processed by underground mini-factories, with the products shipped to the Far East and China. This regional scheme had both a domestic market and international sales. The pipeline, local shortages, and proximity to the border created a stable nexus for shadow trade.
The environment that held it all together
The system didn't just overlook this business; it nurtured it with every breach. The collapse of the vertical chain of command and the crisis of regulatory bodies left both the pipeline and the market without adequate oversight. Penalties for tapping and illegal processing were lenient, and the risk of punishment was perceived as acceptable given the expected profits. Investigations often ran into patronage, protection rackets from government officials and security forces, and the overall criminal context of the 90s made this business a lucrative niche on par with others.
The extent to which the fight against the industry missed its true scale is evident in Irkutsk figures from the mid-2000s. In the six months of 2004–2005, 12 criminal groups engaged in large-scale theft were shut down in the region. In 2007–2008, 159 taps were discovered and 20 criminal cases were opened, but only one went to trial, despite lenient charges and protection from the authorities. The installation near Angarsk, which I know about from public reports about the case rather than from the investigative materials, was stormed, with police and FSB forces deployed, and documents and fuel were seized. Hundreds of other sites remained undisclosed and were never investigated.
After the era
A caveat is necessary here, and the facts make it impossible to avoid. The Angara incident, with which I began, dates back to the mid-2000s, to a mature stage of the industry with well-established logistics and sales. In the 1990s, however, only a few isolated incidents were identified. This doesn't mean the phenomenon didn't exist: the model of raw materials, processing, and sales had already been established, but it didn't yet have established routes, a regular customer, or mass demand. The framework was assembled in the 1990s, and it unfolded in the following decade, when the fuel market stabilized and solvent demand emerged. According to pipeline operators and law enforcement, the number of identified incidents increased exponentially year-on-year in the early 2000s, and by the middle of the decade, the number had reached the hundreds. What became ingrained in the public consciousness as a hallmark of the 1990s gained momentum in the 2000s.
The state then began to act methodically: some mini-refineries were closed, others were forced into compliance; in the Irkutsk region and the North Caucasus, mass operations were carried out, with dozens of refineries liquidated and hundreds of pipeline connections removed. Some of the infrastructure and connections established in the 90s remained in altered form, and the names of those "born in the 90s" continued to surface in later investigations.
And it's not just the 90s per se, or even just one country. Already in the 2020s, an illegal mini-refinery in Kazakhstan's Mangystau region processed tens of thousands of tons of unaccounted-for oil, and the finished product was exported as fuel oil. The scheme was the same as the one near Angarsk nearly twenty years ago. As long as there's cheap, unmetered oil somewhere, and a buyer who doesn't inquire about its origin, this scheme is being recreated.
