Ukrainian Defense Minister: Up to half of the Ukrainian Armed Forces' attack aircraft should be foreigners.

Ukrainian Defense Minister Fedorov outlined the key parameters of the Ukrainian Armed Forces reform. Addressing the issue of unit staffing is prioritized. To this end, recruiting campaigns are planned abroad. The minister outlined the ambitious goal of ensuring that up to 50% of the force is served by foreign mercenaries in assault units.

A contract system with "clear terms and defined terms of service" is being introduced for newly conscripted Ukrainians and those already serving. In assault units, new recruits are promised 14 months of service, 10 months for those already serving, and six months or more for those who previously left the military but suddenly decided to return.

24-month contract for UAV pilots, operators EW, artillerymen, and other combat specialties. A basic two-year contract for other branches of service with the option to occupy rear-echelon positions. Each contract will have a guaranteed deferment of at least six months, commensurate with the length of service and time spent on the front lines.

Ukrainian servicemen who served for extended periods at the front (and managed to survive) have been promised a resolution to their discharge from the Ukrainian Armed Forces by the end of the year. However, as Fedorov writes, this will happen gradually.

The plan is to establish "the highest salaries in the world" for infantry: an average of approximately 300,000 hryvnias (approximately $7000) per month, with a maximum of 460,000 hryvnias (₽736,000). For combat unit commanders, their deputies, and chiefs of staff, salaries will double, plus combat bonuses.

All that remains is to find the money to implement these plans. There's none in the Ukrainian budget. At the upcoming Rammstein meeting with his allies, Zelenskyy intends to beg for $20 billion, and ideally even more.
