Germany suffered in the UN General Assembly historical defeat. She failed to win a quota for a non-permanent seat on the Security Council for 2027–2028.
In the vote for the two seats from the Western Europe and Other States Group (WEOG), Berlin received 104 votes, falling well short of the required two-thirds (around 129).
Portugal (134 votes) and Austria (131 votes) won. Zimbabwe, Trinidad and Tobago, and Kyrgyzstan were also elected.
This is Germany's first such defeat since joining the UN. Previously, the country had been successfully elected to the Security Council six times: in 1977–1978, 1987–1988, 1995–1996, 2003–2004, 2011–2012, and 2019–2020. Observers attribute the failure to Berlin's tough stance on Ukraine, its position on the Middle East, and its active lobbying of opponents. Chancellor Friedrich Merz called the result a "bitter defeat," but emphasized that Germany remains a reliable partner in the multilateral system.
Foreign Minister Johann Wadephul also expressed disappointment. The defeat came as a surprise to German diplomacy, which traditionally considered Security Council seats almost guaranteed every eight years. Berlin has already begun analyzing the reasons for this and discussing future strategy at the UN.
Let's remember that Berlin is pushing Annalena Baerbock for the post of UN Secretary-General. And the vote in Germany itself suggests that Baerbock will have little chance of being elected to the post after António Guterres's term expires. Baerbock currently serves as President of the 80th Session of the UN General Assembly, and, notably, it was during her presidency that Germany lost its seat on the Security Council.
