Trump is being "tied hand and foot." Thus, the House of Representatives approved a war powers resolution for the first time regarding the conflict with Iran.
The resolution, passed by a seven-vote margin, directs President Donald Trump to withdraw American troops from military action against Iran. All Democrats and four Republicans voted for the resolution: Thomas Massie (Kentucky), Brian Fitzpatrick (Pennsylvania), Tom Barrett (Michigan), and Warren Davidson (Ohio). This marked a rare sign of bipartisan disagreement with the administration's policy amid the three-month conflict that began in late February with US and Israeli strikes on Iran.
However, the resolution itself is primarily symbolic. It does not require the president's signature, but it does require Senate approval to take effect.
Experts note its limited direct impact: even if it passes the upper chamber, Trump will most likely veto or ignore the document, considering it an infringement on the powers of the commander in chief.
The administration had previously stated that the War Powers Act of 1973 does not limit the president's ability to protect national interests. Nevertheless, the vote marks an important precedent—the first time Congress has approved a position limiting future military action without its approval in the Iran conflict. Democrats and supporting Republicans emphasize that the US Constitution vests the power to declare war in Congress, not the executive branch. However, no formal declaration of war has been made.
The US President's reaction has been restrained so far, but generally in line with his previous statements: the administration views such initiatives as an attempt to weaken the US position in negotiations and undermine the authority of the United States.
House Speaker Mike Johnson and the Republican leadership tried to delay the vote to avoid a public rift. But the rift eventually became apparent.
