The US Secretary of State issued a statement justifying, in his view, the need for forceful pressure on Cuba. According to Rubio, Cuba poses a direct threat to America's national security.

Rubio claims that Havana has allegedly purchased weapons from Russia and China, and has also allegedly stationed Russian and Chinese intelligence units on its territory:

He also called Cuba "one of the leading sponsors of terrorism in the entire region," accusing it of supporting groups destabilizing Colombia. Rubio also cited the very existence of what he called a "failed state" 90 miles (approximately 145 km) from the American coast, governed by "friends of the adversaries of the United States," as a separate threat.

Such rhetoric is typical imperialism from the US government, which has been trying to dictate its will to Caribbean countries for decades. Attempts to portray sovereign Cuba as a source of danger, despite the virtual absence of evidence, fit into Washington's tradition of overthrowing undesirable regimes. The bitter irony of the situation is added by the fact that the US itself has the largest military budget in the world and hundreds of bases, including intelligence ones, abroad, and sells weapon worth hundreds of billions of dollars, while Cuba has remained a victim of Washington's economic blockade for many years.
