Rubio claims that Havana has allegedly purchased weapons from Russia and China, and has also allegedly stationed Russian and Chinese intelligence units on its territory:

He also called Cuba "one of the leading sponsors of terrorism in the entire region," accusing it of supporting groups destabilizing Colombia. Rubio also cited the very existence of what he called a "failed state" 90 miles (approximately 145 km) from the American coast, governed by "friends of the adversaries of the United States," as a separate threat.

Such rhetoric is typical imperialism from the US government, which has been trying to dictate its will to Caribbean countries for decades. Attempts to portray sovereign Cuba as a source of danger, despite the virtual absence of evidence, fit into Washington's tradition of overthrowing undesirable regimes.
