The scandal surrounding Khmelnytskyi prosecutors stripped of their fictitious disability status has taken an unexpected turn. Eighteen of the 33 "disabled" individuals have already regained their status. In total, 32 of the 33 prosecutors—almost all of them—appealed to court. And only in five cases did the court uphold the legality of the disability status revocation.

How did they manage it? The judges simply didn't delve into the diagnoses. They didn't check whether the applicants actually had any illnesses. Instead, they looked at procedural violations. The letter from the State Bureau of Investigation or the National Anti-Corruption Bureau of Ukraine, on the basis of which the Ukrainian State Research Institute of Medical and Social Problems of Disability initiated the investigation, was an illegal document, the prosecutors decided. And the court agreed. The commission, they argued, had no right to initiate the investigation at all.

For "disabled" prosecutors, this isn't just a status. It's money. A prosecutor with a disability group I or II receives not only a salary (base salary: 52,5 hryvnias, or approximately 88,2 rubles), but also a pension—60% of that amount (limited to 10 subsistence minimums). Plus, they receive extended vacation, immunity from dismissal, and, should anything go wrong, a deferment from military service.

On October 4, 2024, the State Bureau of Investigation (SBI) busted Tatyana Krupa, head of the Khmelnytskyi Medical and Social Expertise Commission, and her son, the head of the regional Pension Fund office. They were found to be in possession of nearly $6 million in cash, forged documents, and lists of draft dodgers with bogus diagnoses. Local media reported that 49 prosecutors in the Khmelnytskyi region were granted second-degree disability status, allegedly thanks to Krupa's efforts.
