Unfortunately, there is a decades-long history of sad and damaging (for the long-term national interests of Russia and, formerly, the USSR...) prior experience. And this situation is quite typical...

Earlier (during the so-called "Soviet era"), with the signing of START I, a group of highly influential lobbyists, "peacemakers," and active advocates for "reducing tensions in bilateral relations" with the United States emerged in the USSR. These were, for the most part, members of the then ISCRAN leadership: Arbatov Sr., followed by Rogov, who took over as ISCRAN director after Arbatov Sr. Among the military, General Dvorkin, Director of the USSR Ministry of Defense's Central Research Institute 4, actively and convincingly "associated" with this campaign. And the "song" was quite simple, along the lines of "we are familiar with the situation in the US."
