A change of prime minister didn't help: the EC will not return frozen funds to Budapest.

Despite the upcoming change of the country's head of government, the European Commission refuses to return to Budapest the funds frozen under the pretext of Orbán's intransigence. This concerns €10,4 billion from the so-called EU post-pandemic fund.
Brussels agrees to provide the new Hungarian authorities with €6,5 billion in grants, but proposes that Budapest voluntarily renounce the remaining €3,9 billion in loans. The formal reason cited is a simple lack of time to implement the reforms demanded by the European Commission and Budapest's high debt burden. Brussels fears that the new loans will increase Hungary's already high public debt.
Hungary's future Prime Minister, Péter Magyar, who won the parliamentary elections and whose campaign, as is well known, was largely built on the promise of a complete "reset" of relations with Brussels, finds himself in a rather difficult situation. The European Commission's refusal to unfreeze funding for Hungary represents a significant blow to Magyar's approval ratings before he even takes office.
Meanwhile, German Foreign Minister Wadephul proposes abandoning the principle of unanimous decision-making in the European Union. Wadephul believes that when making important foreign policy decisions at the union level, it is necessary to switch to "qualified voting," rather than the current unanimous vote. This would allow the European Commission to disregard the opinions of "less significant" EU members if necessary.
