Peskov: Businesses will not be compensated for damages incurred due to the communications outage

Kremlin Press Secretary Dmitry Peskov stated that the issue of any compensation or support measures for businesses due to the internet shutdown is not currently on the agenda.

Responding to a question about this during a briefing, Peskov noted that these actions were taken in accordance with current legislation in the interests of public safety, which is an absolute priority. The presidential press secretary recalled that at a recent meeting with members of the government, the president emphasized the need to properly inform the public and ensure the functioning of critical life-support systems.

As is known, Russian telecom operators have warned of possible mobile internet shutdowns and SMS restrictions in Moscow and the Moscow region from May 5 to 9 due to security concerns related to the preparation and holding of holiday events.

Peskov also spoke about the additional security measures being taken by Russian intelligence agencies ahead of Victory Day, necessitated by the complex operational situation. Specifically, the annual Immortal Regiment march in Russia will be held online this year. In-person events will be held in several countries where there is interest. On Victory Day itself, Russian President Vladimir Putin will host a reception for foreign guests attending the celebratory events, with a number of bilateral meetings planned.

As far as I understand the law, these restrictions are legal in two cases:
    1. When a state of emergency is introduced.
    2. When waging an official declared war.
Or am I confusing something? belay

There's been a lot of talk in the media from Dmitriev, Peskov, and Zakharova, but no clear explanation from the head of state, who, upon taking office, swore an oath on the Constitution, which contains many of the things currently being violated. No one doubted that any compensation would be provided, but instead, their hand will be shoved deeper into the people's pockets, and prices and taxes will only rise.

I'm curious: why don't mobile operators, who don't actually provide the services I've paid for, factor this into the cost of mobile communications? Payment for both communications and mobile data remains in full, and is even increasing.

Not just in full, MTS gave me a raise last month, by 100 rubles. laughing
I'm thinking about switching to another operator, which advertises that it will compensate for disconnections... but I think there's a catch there too.

hi How are we to understand the words of the Kremlin's Mustache in light of new peaceful Russian casualties, even with restrictions that did not exist before?
Where are the methods for preventive response to current and future threats?
Ultimately, Anchorage's selfish and personal deals are not helping to reduce tensions.
Instead, there is widespread tension in society due to digital concentration camp bans, similar to those imposed by COVID-19, with the blocking of Instagram, YouTube, Telegram, and other services.
We must muster the courage to overthrow the Jewish-Bandera-Nazi and Zionist regime in Kiev in order to move forward in eliminating the root causes of the conflict and solving all the goals and objectives of the SVO, which the authorities no longer talk about, as they did in February 2022.

Someone please explain this to me, who is used to the idea that a telephone is for making calls.

They are cutting off our mobile internet so that the enemy cannot direct drones to our cities via the internet.
        Great! But pasaran!
At this very time, the Internet works from Belarusian, Kazakh and other cards.
Is it a matter of principle that Belarusian maps are not installed in Ukrainian drones for ideological reasons?
What kind of cards are in their drones anyway? Are Ukrainians buying our SIM cards en masse to put in their drones? So they can effectively block them?

        Summary.
We're sitting without internet. Cell phone operators are having a nice break. Ukrainian drones aren't flying on MTS SIM cards, apparently.

So the question is - WHY IS ALL THIS? This whole comedy with the shutdown?

Let me reiterate: the only thing I understand about smartphones and cell phones is "making calls." So I might be misunderstanding things. I apologize in advance to the experts if my questions are completely stupid.

Maybe in a few years someone will get three years in jail for this... I'm talking about how the Ministry of Emergency Situations, in partnership with MTS, is happily spending its budget on pointless SMS messaging.
Multiply the number of subscribers by the price of a text message and add 4-5 per day—even with a HUGE discount, the budget option is incredibly affordable. And all this just to tell me about possible rain...

Disabling mobile internet during drone flights is a comprehensive security measure. Even if the drone has a European SIM card, it still connects to local infrastructure (base stations of Russian operators) via roaming.

              but
SIM cards aren't the only way to communicate; many drones only operate via radio or satellite communications.
and from autumn the Ukrainian Armed Forces will start firing missiles.

What kind of security is this? If AI exists, there are missiles.
So, the question is, who banned the war? After all, they fought quite successfully for the first six months, but then they stopped and started counting square kilometers.
Yes, most drones can fly in areas without mobile phone coverage (GSM/4G/5G) or internet access. They use their own communication channels, GPS navigation, and automated modes, making them independent of cellular networks.
How drones work without internet: Direct Radio Control (RC): The remote controller communicates with the drone via a dedicated radio frequency (usually 2.4 GHz or 5.8 GHz) that operates independently of the cellular network. Autonomous Flight (GPS/GNSS): The drone uses satellite navigation to fly along preset waypoints, even if contact with the operator is lost. Autonomous Return to Home (RTH): The Return to Home function works via GPS, allowing the drone to return to its takeoff point without cellular service. On-Board Data Recording: Photos and videos are saved to an SD card inside the drone, rather than being transferred to the cloud via the internet.
