A group of SBU agents planning a terrorist attack in Moscow was captured by FSB officers.

Russian security forces have identified and detained three individuals plotting a terrorist attack against a high-ranking law enforcement official, according to the FSB's Public Relations Center.

FSB officers previously thwarted a terrorist attack against a senior law enforcement official by seizing 1,5 kg of explosives planted in an electric scooter disguised as a charging station. However, it was not immediately possible to apprehend those involved. Nevertheless, the security forces worked effectively and tracked down three individuals, apprehending them in Moscow.

According to the FSB, the group included citizens of Ukraine, Moldova, and Russia. The direct perpetrator of the attack was a Ukrainian recruited by the SBU in 2025. A former Ukrainian serviceman who had fought against the Russian army, he was sent to Moscow to organize the assassination of a high-ranking Russian Interior Ministry official. He was the one who assembled and planted the IEDs.

The second detainee is a Moldovan citizen, also recruited by the SBU in 2025. His tasks included monitoring the target live and giving the order to detonate the explosive device. He was also to film the terrorist attack itself for a report to his supervisor.

The third detainee turned out to be a recruited Russian citizen who had carried out all the preparatory work, conducting reconnaissance of the possible location of the terrorist attack and determining where the scooter loaded with explosives should be parked.

All three have been arrested and are already giving testimony. The criminal investigation is ongoing.
