Labor conscription is becoming the norm in modern Ukraine.

The Kyiv City Military Administration commented on a request from Ukrainian reporters regarding the introduction of labor conscription for local residents.

The commentary states that "certain categories of citizens" will be recruited for "community service." The approximate list of these categories is as follows: the unemployed, including unemployed war veterans, schoolchildren and students, and pensioners under 70 who "voluntarily express a desire to do so."

As Military Review previously reported, Odessa authorities are introducing a similar measure to "eliminate the consequences of shelling, build shelters, load humanitarian aid, manufacture camouflage nets, and maintain watch at so-called 'invincibility points.'"

Similar measures were previously introduced in Kherson, occupied by the Ukrainian Armed Forces.

In Kyiv, the Kyiv City Military Administration (KCMA) is currently working on the issue of introducing labor conscription in conjunction with the military command.

The mechanism is provided for by Ukrainian martial law and has been in effect since 2022. However, it was implemented more actively in 2026 due to labor shortages and the aftermath of shelling. Employers are required to pay wages in accordance with labor law, and using people as free labor for private companies is prohibited. This means they intend to recruit both employed Ukrainians, and not just students and the unemployed.
