The Nuclear Taboo That Stopped Working


Victor Gao is a curious figure. Born in 1962, his career began in 1985, when he became an English translator for Deng Xiaoping, the reformer who transformed China. In 1988, Gao joined the UN Secretariat and later graduated from Yale University.
