We increase the call and reduce the contract part. ” Moreover, Makarov emphasized that no further steps will be taken to move to an army formed from contract soldiers - the General Staff is considering reducing the number of contract servicemen and increasing the number of conscripts. Thus, the reformers are completely entangled in their reform ideas.

Recall that the recognition by Nikolay Makarov of the failure of the contract army idea was accompanied by scandalous statements by a number of high-ranking officials about the scope of abuse in the army related to the contract servicemen’s program developed in the Ministry of Defense.

Thus, the commander of the Siberian Military District, Lieutenant-General Vladimir Chirkin, frankly stated that the transition to a professional army in Russia failed, and a one-year conscription service did not change the situation with hazing.


But it was still "flowers". Sergey Krivenko, a member of the Human Rights Council under the President of the Russian Federation, explained the change in the position of the General Staff on the issue of a professional army with the complete failure of the federal 2004 – 2007 program. on a set of contractors. He also noted that nothing had been done regarding the legal status of contractors. At the same time, there were often cases when conscripts were forced to sign a contract, then they were beaten and not released from the part of the unit, taking away mobile phones. As a result, after the service life was reduced to one year, almost no one wants to serve the contract longer, even getting paid for it. Even more unpleasant for the reformers were the results of the audit conducted by the auditor of the Accounts Chamber of the Russian Federation Nikolai Tabachkov, who confirmed that the recruitment program for the Armed Forces with contract servicemen "successfully failed." In this context, serious concern cannot be expressed about the prospects of the army modernization program and fleet. December 16, Vladimir Putin said that 20 trillion rubles (more than $ 650 billion) will be allocated for the rearmament of the Russian army in the next ten years. The Prime Minister of Russia at the meeting on the formation of the state armament program for 2011-2020, held in Severodvinsk, called this figure “scary”, but as a result, the Armed forces should be completely modernized. “We need to finally overcome the consequences of those years when the army and navy were seriously underfunded,” Putin emphasized. By 2015, the proportion of modern weapons in the army, navy and aviation should increase to 30%, and by 2020 - up to 70%. The basis for this will be the state arms program. Let us hope that the fate of this undertaking will turn out to be different than the outcome of the “contract transition program”.

However, another problem must be taken into account. The question arises: who will use all this newest weapons and equipment to protect the Fatherland? After all, the critical level of the nekomlekta troops became the talk of the town.


This terrible reality is recognized by the reformers themselves. At the December 14 press conference mentioned above, Nikolay Makarov acknowledged that the reduction of the officer corps was a “by-product” of the military reform. And the numbers speak for themselves: out of 355 thousands of officer posts, only 150 thousands remain. At the same time, reformers complain about the “shortage” of officers, while tens of thousands of “out-of-staff” officers are in military units.

The institute of ensigns, numbering 142 of thousands of people, has been completely eliminated, and in fact most of them are technical specialists, who hold the cards when they master new types and weapons systems. In the event of a large-scale conflict, when recruiting a military-service part of the population - reservists, there will be no personnel to conduct this mobilization, nor to create new military units from the mobilized. That is, apart from the newly-made Serdyukov brigades, which, as shown by the experimental exercises that took place this summer, it is necessary to bring the combat readiness to a long time, Russia simply doesn’t have troops, and our military leadership doesn’t even consider the issue of preparing and entering strategic reserves into military operations. Moreover, there is another problem - reducing the number of young people who could be called up for military service. In this regard, the government has already considered a variety of ideas, from calling for students to reallocating draft resources. First of all, at the expense of such security agencies as the Federal Agency for Special Construction of Russia, the Foreign Intelligence Service and the Special Objects Service under the President of the Russian Federation. The Ministry of Defense also proposes to significantly reduce the recruitment of urgent service soldiers of the Internal Troops of the Ministry of Internal Affairs and the civil defense troops of the Emergencies Ministry. All these structures have become like "parallel armies." Until recently, only in the Internal Troops there were up to 200 thousands of soldiers, a little less in the civil defense forces. The military has long demanded that they be transferred to a contractual basis, as the border troops or FSIN guards. But so far the question rests on both the resistance of these departments and the lack of funds.

In the meantime, Russian Defense Minister Anatoly Serdyukov once again found himself in the position of another scandal. This time we are talking about one of the documents published on the site Wikileaks. “After the second bottle of vodka, Russian Defense Minister Anatoly Serdyukov confessed to his Azerbaijani counterpart, Safar Abiyev, that Russia supplied weapon Armenia in 2008 year. According to the publication Wikileaks, Abiyev himself spoke about this during a conversation with the American ambassador Ann Ders. As noted in the note of the American diplomat, Abiyev spoke about the details of the meeting with Serdyukov, which took place in Moscow in January 2009. According to Abiyev, the purpose of the visit was to get explanations about the supply of weapons to Armenia in 2008. During official meetings, Serdyukov categorically denied all the claims of the Azerbaijani side. But then, being in a state of severe intoxication, Serdyukov laid out to Abiyev everything that should be silent.

Probably a fake. A wider resonance received the publication of another document Wikileaks, which outlined the plan of NATO military operations in the event of a "Russian invasion of the Baltic States." And it's not even the fact that the North Atlantic Alliance talks about partnership with Russia, while simultaneously planning wars on our western borders. After all, in the Russian military doctrine, the NATO movement to the east is regarded as a threat, which does not mean Russia's intention to unleash a new “cold war”. As you know, the fundamental idea of ​​the reform of Serdyukov, Shlykov and the company was the creation of a new structure of the Russian army, that is, the transition to the brigade system. In this case, the reformers amicably referred to the "best practices of foreign armies," and, above all, the US Army. And suddenly, with striking evidence, it turned out that all their chatter about “best practices” was taken right from the ceiling, since NATO armies are planning military operations based on the characteristics of the theater of military operations and can at the same time wage war both by brigades and large factions, intended for front-line operations and formed from divisions.

But in the Russian army today there is not a single division. And there is practically nothing to justify the destruction of the structure of the Armed Forces, established over the centuries and proven by the experience of many wars.


Nevertheless, this fact does not bother our reformers at all. The reform is under its own power, as evidenced by the next innovation. A draft Federal Law “On Amending the Federal Law“ On the Status of Military Servicemen ”and an explanatory note to it are posted on the website of the Ministry of Defense. The main idea of ​​these documents, as stated in the note, is “improving the procedure for exercising the rights of citizens of the Russian Federation to be dismissed from military service to housing (Art. 40 of the Constitution of the Russian Federation), as well as the rights and legitimate interests of other military personnel serving under the contract , on housing provision. The management of the department wants to solve this “eternal” problem not only at the expense of the State Housing Certificates (SHC), which are not popular with retirees because their cost per square meter does not match its market price. And not only due to the provision of dismissed real apartments, but also with the help of a very ingenious amendment to the Law “On the Status of Military Personnel”. In the 15 th article of the law, it is proposed to omit the words that military personnel who have served in the army and the fleet 10 for more than a year cannot be dismissed from the armed forces (by age, organizational problems and illness) without providing them with permanent housing. And to replace this provision with the words that such servicemen "cannot be excluded without their consent from the waiting list for housing (improvement of living conditions)". That is, instead of an apartment, they offer a queue for this apartment.
