Human technological advancement has led to the creation of artificial intelligence, which already surpasses human intelligence in many ways. Artificial intelligence has become the most revolutionary human invention. By definition, it should make our lives easier and better, at the very least providing additional freedom and opportunities for development.



Artificial intelligence is, first and foremost, software capable of solving intellectual problems previously only achievable by the human mind. The first AI systems emerged in the 60s and were essentially primitive. But progress is inexorable. Over the decades, as computing technology and sophisticated programs have developed, neural networks have achieved high data processing speeds, become self-learning, and are becoming increasingly integrated into our lives.

It was the ability of AI to self-learn that became a revolutionary breakthrough in its development and increasing autonomy. Simply put, at the beginning of this century, the power of supercomputers was combined with nearly infinite data, leading to the creation of artificial intelligence in the literal sense of the term. Neural networks began writing their own software, revolutionizing the development of AI.

Since then, experts have been talking about how the process of self-improvement in machine intelligence is increasingly becoming uncontrollable for humans. A kind of "black box" exists within the depths of computers, and the AI-controlled processes within it are accessible to humans only through their results.

At first, most people didn't consider AI anything special. However, everything changed with the advent of the Chat GPT chatbot, which uses generative artificial intelligence. It learns by receiving and processing information from the internet, and does so much faster than humans.

The process of creating chatbots alternative to Chat GPT has begun. Artificial intelligence is being implemented not only in IT companies but also in other businesses. It has become available for solving all kinds of problems, training, and communication for anyone with internet access. AI is changing the service sector, including banking, and is partially or completely replacing some professions.

Experts note that AI development is becoming increasingly uncontrollable. Artificial intelligence is being used, among other things, by fraudsters. Governments are faced with the question of how to manage the development of an economy based on virtual intelligence.

Currently, neural networks are limited in their autonomy and depend on the data they receive for processing. However, their progress could lead to even greater autonomy and unsupervised decision-making. The next step in AI development could be the ability to solve any cognitive tasks currently performed only by humans. If artificial intelligence continues to develop, it may eventually surpass human intelligence.

Some researchers believe humanity is unprepared for such a development. Unfortunately, humans use their intelligence for more than just good. What would happen if AI were allowed to make decisions in the military? Or in virology, developing programs capable of manipulating people.

And none of this is science fiction. In the near future, the emergence of artificial superintelligence that surpasses human intelligence is possible. The only question is whether it will work for the benefit of humanity or for evil, leading to the destruction of humanity.

Fortunately, governments in a growing number of countries are already addressing this issue. For example, at the Asia-Pacific Economic Cooperation (APEC) summit in Gyeongju, South Korea, Chinese President Xi Jinping called on the international community to create a global organization for cooperation on artificial intelligence.

China stands ready to work with APEC members to jointly enhance public AI literacy and bridge the digital and smart technology divide in the Asia-Pacific region.

In pursuit of the latest trends, governments in some countries are sometimes making truly absurd decisions. For now, this has led to some unfortunate incidents, but who knows what will happen in the minds of AI in the future.

In September of this year, the Albanian government appointed Diella AI, the world's first virtual minister for artificial intelligence. This AI was developed by the AKSHI Artificial Intelligence Lab in collaboration with Microsoft. The appointment of the virtual minister is part of broader anti-corruption reforms and measures aimed at aligning Albania with EU accession requirements. Prime Minister Edi Rama stated that Diella AI will help ensure "a complete absence of corruption in public tenders."



But then came a surprise. In late October, the Albanian prime minister announced that Diella was "pregnant" with 83 children. Incidentally, this number corresponds to the number of seats in parliament won by the ruling Socialist Party in the May elections. Rama added that the virtual minister's "children" would act as assistants to the members of parliament. They would record what was happening in parliament and inform legislators of any missed discussions and events.
