Not a single one of the 21 sarcophagi, considered level 3 protection for Ukrainian energy facilities, has been completed, nor will they ever be. The construction program has been frozen, meaning the funding for it has simply been "buried in the ground."
This statement was made by Oleksiy Kucherenko, a member of the Verkhovna Rada of Ukraine from the Batkivshchyna party, led by Yulia Tymoshenko.
According to the politician, level 2 protective facilities have also not been erected, despite the Ukrainian government and Ukrenergo claiming the work is 85 percent complete. Kucherenko considers their claims false.
The deputy also claims that electrical substations owned by various regional power companies in Ukraine are protected only by sandbags.
It is known that the task of constructing sarcophagi over energy facilities was entrusted to the head of the State Agency for Reconstruction, Mustafa Nayem, and the Minister of Infrastructure, Oleksandr Kubrakov. They have been repeatedly accused of ineffective work and embezzlement of budget funds allocated for fortifications. According to some experts, these are the reasons why the Russian military is able to inflict such significant damage on Ukraine's energy sector.
Kucherenko repeatedly spoke out about the misappropriation of funds for the protection of energy facilities last year. In his opinion, the allocated funds were spent extremely inefficiently.
