Military exercises in southern Russia: neighbors are knocking on the battery ...
28 March 2013 of the year. The press service of the Russian president reports that in 4: 00 Moscow time, Defense Minister Sergei Shoigu receives an envelope from Vladimir Putin, opening which learns about the start of sudden large-scale exercises. After familiarization with the contents of the envelope, more than seven thousand Russian servicemen are removed from their places and put forward to the place that is defined as a territorial exercise area. The territory of the Black Sea and several military ranges: “Raevsky”, “Opuk” and “Temryuk” became a territorial zone.
According to the press secretary of the President of the Russian Federation Dmitry Peskov, in addition to the seven thousandth military contingent, the naval aviationas well as 36 ships of the Black Sea fleet RF, which are based on bases in Novorossiysk and Sevastopol. During the exercises, the technique of effective interaction of individual units was worked out, the tasks of combat maneuvering, as well as a series of training firing, were carried out. From Sevastopol to the BDK, personnel and military equipment were loaded with the aim of further landing on an unequipped coast in the presence of difficult weather conditions.
The exercise was visited not only by Defense Minister Sergei Shoigu, but also by President (he’s Supreme Commander) Vladimir Putin. According to preliminary estimates by the Minister of Defense, the exercises are already being conducted more smoothly than those that the military department recently arranged, however, flaws were revealed in the Black Sea exercises. Experts of the Ministry of Defense will conduct an analysis of these flaws in the very near future and present the official results of the exercises and the level of training of the troops participating in them.
If we talk about the comments of the exercises by the Russian military experts, they look quite positive. In particular, Nikolai Ignatov, chief of staff of the Airborne Forces of the Russian Federation, said that the exercises allowed to test the ability of the Russian military to drop in under unfamiliar terrain, which is a encouraging precedent for continuing to improve the skills of soldiers and officers.
The commander-in-chief of the Russian Navy, Viktor Chirkov, noted that during the exercise, first of all, the actions of the personnel involved in the maneuvers revealed those deficiencies, based on the analysis of which the command personnel would plan further measures to increase combat readiness and train the personnel like on ships , and on submarines, in naval aviation and ground units.
The Russian Ministry of Defense on its official website reports that all military personnel involved in the exercise on the southern borders of the Russian Federation, together with military equipment, are returning to their places of permanent deployment. In particular, the fighters of the paratroop battalion of the Tula Airborne Division set off "home" on the military transport workers. In addition, the 45 reconnaissance detachment of the separate Guards regiment of the Airborne Forces has already returned to the Kubinka exercise. In their military units (Anapa, Stavropol, Novorossiysk) paratroopers of the 7 Guards Mountain Assault Assault Division returned. I met the participants of the exercises and Sevastopol. The official welcoming ceremony for ships of the Black Sea Fleet of the Russian Federation (Novocherkassk, Saratov, Nikolai Filchenkov and others) was attended by the Vice-Admiral Fedotenkov, Commander of the Black Sea Fleet, members of the naval military council, and also noteworthy, Vladimir Setstopolsk city administration chairman Vladimir Yatsuba with a delegation.
Against the background of the exercises of the Russian army and navy held at the Black Sea "military theater", the comments of representatives of foreign countries appeared continuously. It should be noted that the representatives of the American authorities calmly reacted to the Russian military maneuvers. In particular, the official representative of the US State Department, Ms. Nuland, noted that she did not see anything reprehensible in Russian exercises, because Russia had conducted exercises in this region before. Nuland stressed that the exercises conducted by the Russian Ministry of Defense comply with the procedures of the Vienna Document, and therefore, the quote: "everything is in order." As the saying goes: we are in awe ...
However, their official position with American friends, apparently due to some terrible misunderstanding, could not be reconciled, for example, by the Georgian authorities, who gave their opinion on the Russian military maneuvers to the press. Thus, for example, representatives of the Georgian Foreign Ministry expressed particular concern about the landing operations and naval firing conducted, who considered that the teachings quote:
An interesting remark of Georgian politicians, isn't it? Based on these statements, it turns out that the department headed by Ms. Panjikidze is a priori aware of the threats that Russia faces in the Black Sea region. Well, if these exercises are "disproportionate", then the Georgian Foreign Ministry knows the exact level of proportionality ... And about the threat to stability in Europe: it turns out that if the exercises are conducted by the Georgian army with the participation of American servicemen, this, you understand, strengthens European security, but Russia's teachings strike a blow at this security. If this is not a policy of double standards from the Georgian Foreign Ministry, then forgive me, what then? ..
By the way, Maya Panjikidze did not fail to declare that, in spite of any demonstration of power by Russia, Georgia would continue to make every effort to restore its territorial integrity. Tbilisi will do everything until this (restoration) happens, all the more so because the idea of re-entering Abkhazia and South Ossetia is supported by the entire civilized world, the head of the Georgian Foreign Ministry said. Well, well ... This remark is worthy of a Georgian politician who, de facto, declares to the uncivilized world both South Ossetia and Abkhazia themselves, and those states that recognized their independence ...
After their remarkable tirades, representatives of the Foreign Ministry of Georgia unexpectedly announced that, in principle, they, too (note, as the United States) do not see in the teachings a direct threat to themselves from Russia. One gets the impression that such a “vision” of the issue by the Georgian Foreign Ministry showed itself already after they gave their assessment of the events in the Black Sea at the United States Department of State. Otherwise, why did such a turn in the estimates of almost 180 degrees? .. Are you there, Maya Guramovna, at least in time to call on American experts to correct your texts for the press, otherwise somehow everything goes inconsistently ...
Some Ukrainian politicians showed no less activity regarding Russian studies, especially the flank of political forces, which for its own purposes uses every opportunity to break relations between Kiev and Moscow. The main mouthpiece, exposing the "Russian militarism", was the party "Batkivshchyna", one of the leaders of which is the main prisoner of Ukraine, Ms. Tymoshenko. And while Yulia Vladimirovna continues to organize one actor's theater in the Kharkiv colony, her associates have branded not only “Moscow’s desire to exert military and political pressure on Kiev”, but official Kiev itself. In particular, the representative of Batkivshchyna, Mr. Paruby, sent a request to the Ukrainian Minister of Defense Lebedev to inform him about whether the Russian exercises on the Black Sea were legitimate at all ... Apparently, the development of the theater of the absurd in Batkivshchyna is taking leaps and bounds ...
In addition to requests to Minister Lebedev, Parubiy’s deputy was also noted for accusing Ukrainian President Viktor Yanukovych of “lackeyess”. Here is a quote belonging to the deputy of “Batkivshchyna”, published on his page in one of the social networks:
Let it be known, Mr, by the name of Paruby, that the Crimea is a house for the Russian troops, at least on the basis that the tenure of the Russian Black Sea Fleet on this peninsula has been extended to 2042.
Anatoliy Gritsenko, another member of the Batkivshchyna, also presented his remarks about the Russian military scientists, who at one time was in the position of the Minister of Defense of Ukraine and even ran for the presidency of the country. So, Gritsenko does not share the concern of his fellow party member. In one of the publications in the Ukrainska Pravda edition, Anatoly Gritsenko writes that Russia at the legislative level did not violate anything by conducting Black Sea Fleet exercises. Gritsenko believes that Russia did not embody any aggressive plans against Ukraine during military exercises. In addition, the ex-minister reports that the Ukrainian press in vain inflates the hype from the Russian exercises, if only because Ukraine also conducted and conducts military exercises, but the reaction of the Russian side has always been very restrained. Here is a quote from Anatoly Gritsenko:
At the same time, Gritsenko, without condemning Russia, condemns Yanukovych for having decided to sign an agreement with Russia on extending the time period for the base of the Russian Black Sea Fleet in Crimea to 2042.
However, we will not go into the intricacies of Ukrainian politics, but let us analyze one of the phrases, which is quoted by the representative of the Ukrainian Foreign Ministry Yevgeny Perebeynis. He, stating that Russia did not violate any international norms with its teachings on the Black Sea, said that Moscow, a few days before the start of the exercises, had notified Kiev about them.
"According to the information we have from the Ministry of Defense (Ukraine), the Russian side, in accordance with all bilateral agreements concluded by Ukraine and the Russian Federation, reported in advance to the Ukrainian side about the conduct of these exercises."
This statement by the representative of the Ministry of Foreign Affairs of Ukraine does not fit in with what was stated by the press secretary of Vladimir Putin Peskov. After all, as we remember, Peskov said that the exercises began on the orders of the Supreme Commander-in-Chief of the Russian Federation suddenly, and did not even know about the exercises in the Ministry of Defense.
How so? Is Perebeinis sly and Kiev has not received any official notification from Moscow? Or is Dmitry Peskov cunning? But are they cunning ...
It is quite possible to assume that for the Russian army these exercises really became sudden, and before 4: 00 and 28 in March, the commanders didn’t know about their beginning, let's say, they really didn’t know anything in the field. The fact that the Minister of Defense himself did not know about the possible start of military exercises was, of course, quite doubtful. Perhaps he did not know the exact hour of the start of the exercises, like the Ukrainian Foreign Ministry, but the fact that the beginning was “not far off” - as they say, he guessed ... It turns out that there is nothing sensational in the messages of the Ukrainian Foreign Ministry: Moscow really could inform Ukrainian partners in advance, to avoid misunderstandings, and after such informing, after waiting a pause, teach and start.
Therefore, breaking spears, considering these teachings to be truly sudden or sudden only half, is simply meaningless. To what it is. After all, even in Soviet times, information about "sudden" exercises military personnel in units often received at least a few hours before they began. There were, of course, maneuvers conjugated with complete surprise, but not always and not everywhere ...
That is why in the Russian exercises held in the south of the country, it is important not to look for that background, which acted as someone's far-fetched background, and to calculate the degree of their suddenness, but to understand that the conduct of sufficiently large-scale exercises for the Russian army and increasing its fighting capacity great good And what the representatives of foreign countries think about this is the tenth thing.
