Inflation, like locusts, devours the life forces of the Russian population. How to stop this pernicious process, completely falling under the definition of genocide? And who can stop him? Apparently, the Government of the Russian Federation cannot and does not want to do this. He has no certainty, not only in deeds, but even in intentions and decisions.
More proof of this - adopted at the end of January with. the decree "On the subsistence minimum in the Russian Federation", in which the ends do not meet: the law itself, the numbers themselves, everything else - by itself. And the question is not how such a confused resolution could come into being. The question is how his Government is going to carry out. It seems that the current ruling circles of Russia do not even bother to answer such questions. The main thing for them is to shine with good intentions. Which, as has long been known, is paved, the road to hell. Or, in the words of the late Viktor Chernomyrdin, "they wanted the best, but it turned out, as always" ...
What is actually inflation in Russia today? With this question, the editors of the newspaper "Tomorrow" turned to well-known domestic scientists and economists. Their response, supported by concrete figures, we bring to the attention of our readers.
With inflation, our situation is like in a chess zugzwang: it is getting worse with every move and every year. Scientists - as therapists: they know everything, but they do not know how, and the unlearned people - like surgeons: they can do everything, but know nothing. As a result, politicians and oligarchs thrive in Russia, and the common people live and die.
The information leapfrog in Russia goes beyond all imaginable limits. To understand what is actually happening, no one can. What is happening can only be remembered. The only thing that can be understood is the slogan: "Inflationary benefits, as is the case when fishing in troubled waters, are for us, those in power. And inflationary deficiencies and losses, for you, humiliated and insulted."
Yes, indeed, inflation in Russia is the biggest payment that people have to pay daily for unchecked growth of production costs and prices, losses and losses, ruble depreciation, corruption and other disgraces that are happening on a chronic basis in our country as a result of talentless management . Unlike all other fixed tax payments, no one knows who and how much will have to pay next time for inflationary lawlessness. To stabilize the socio-economic situation and expect with such a leapfrog not only an increase in income and living standards, but also a reduction in production costs, bank rates, tax burdens, etc. - not necessary. Inflation today has got everyone, turned into a scourge for the people.
And above all, because there is no measurement of inflation (and further - measurements of the standard of living, as well as everything else requiring exact parameters) in Russia, there are no restrictions on the growth of inflation. Under these conditions, the inflation mafia feels best with impunity, whose tool is the inflationary tape measure.
Who is its owner and the dealer - is known. And as long as he sets the rates, not the people, there will be no order in the country. Meanwhile, inflation in such an ugly form is not only a scourge, but the first and last sign of an impending disaster. Do we need it? The question today in Russia is that way. They ask it all, no one knows the answer.
At the end of January 2013, the government of the Russian Federation adopted a document on the new approach to the formation of the consumer basket, vividly resembling the old truth: the new is a well forgotten old one. This document, like thousands of others, would have gone unnoticed if it had not intrusively set new sophisticated rules for further artificially lowering real inflation in Russia. That very inflation, as a result of which the poor in Russia, despite all the scrupulous efforts of Russian officials, are destined to become even poorer, and rich, to the supposedly unexpected bureaucratic horror, even richer.
As a result of such efforts, core inflation (the one for which pensions, benefits for the poor, etc.) are indexed in 2012 was officially fixed at 5,7%, whereas in fact it exceeded 18%. According to other estimates (see "AIF" for 12.12.2012) - 31%. It is on 18% and higher in 2012 that consumer prices increased for 150 groups of the most important consumer goods and services (including 40,5% for drugs, 25,5% for cigarettes, including 34% for domestic, on 23,1% - for vodka, on 18,7% - for energy tariffs and utility services, on 19,5% - prices for cheap new housing and rent, on 33,3% - fines and penalties, on 37,5% - paid educational, medical, transportation , financial, entertainment and mediation services). Education in public universities (including textbooks) has risen in price for the year by 20,7%, and paid health care by 28,4%. In 2012, even food prices surpassed any conceivable norms: wheat flour went up by 28,3%, cereals - by 28,5%, vegetables by 19,8% (including cabbage by 49,9% and garlic by 22,5%), chicken - by 19,8 %, bread, for which it would be necessary to lower prices per year by at least 10%, and the price went up by 14,3%, and the catering - by all 32,3%. Almost all positions increased prices for imported goods.
We point out that in 2012 in general, prices for more than 400 from 700 observed and published consumer goods and services groups grew faster than the fixed core inflation index, and only 35 of them dropped, including 25% - only 2% . Below 5% in 2012, prices in Russia have dropped by just 5 titles, including 3 types of croup, diazolin and flash cards. And only for one service (re-receiving a stamped document at the registry office) the price (about a miracle!) Has remained unchanged. Even according to the same Rosstat, without goods and services included in the calculation of the basic consumer price index, real inflation in Russia in 2012 (exceeded December by December) exceeded 9,9% (in the proper annual average, it is 11,3%). If at the same time you know that the point primary data of Rosstat fix the minimum, rather than average, marks of price growth and do not take into account the unobservable shadow economy, within which mediation and speculative prices grow clearly (usually - multiple) faster, the fact of unacceptable inflation measurement in Russia becomes obvious for each.
Add that the index of production costs and producer prices due to excessive growth in prices for raw materials, energy and food, as well as a fold increase in populist spending and losses associated with the presidential elections in 2012, increased by almost 25% against 15,4% in 2011. . and 16,7% in 2010, with consumer inflation of 6,3% in 2011 and 8,8% in 2012, respectively. Here it is necessary to add that inflation, according to the new document regulating its calculation, is also diminished due to the fact that the share of food products, prices for which grow more slowly, is artificially overestimated, and the share of services and housing, prices for which grow in 1,5- 2 times faster, artificially lowered. We also point out that if earlier the ratio of these shares was 40 to 35, now it has been reduced to 50 to 25.
It turns out that the Russian government does not calculate inflation, but simply, at its discretion, appoints. Such a leapfrog in the estimates of inflation does not know any country in the world.
To get rid of this uniform disgrace, inflation in Russia, as the only point of some contractual regulation of relations between the government and the people, should be determined not by an obedient bureaucracy, but by an independent expert community appointed by the popularly elected State Duma. Or, at the very least, at least by the same Public Chamber with the participation of representatives of the confederation of Russian trade unions. This is exactly what the parliaments of the leading countries of the world have been doing for a long time. But certainly not the current government officials, who by such unsightly inflation measurements disgrace the Russian authorities for the whole world, including and above all, the State Duma itself.
In 2006, during his tenure as director of the State Statistics Committee of the Goskomstat, one of the authors of these lines set forth proposals formulated in the form of a draft law “On Social Inflation in the Russian Federation”, spoke at hearings in the State Duma, which echoes in the press to this day. But the report of the case then ended. Shouldn't you come back to it today? Or will the State Duma, blindly following the Government of the Russian Federation, wait for a social explosion? If so (and everything indicates that everything is just like that), the Duma will accelerate this explosion.
To remedy the situation, the Government of the Russian Federation should index 18% on average instead of 5,7% (in fact, the authorities are all indexing 5,2%), to make additional payments to forty million pensioners and twenty million other low-paid people ( with incomes below the subsistence minimum) for a total amount exceeding a trillion rubles or thirty-three billion US dollars. That same amount, which represents the annual bleeding cash income deficit that was not paid to the poor in 2012. Then, not likening to the Russian fiscal authorities, who forgive a person nothing and charge every penny of underpayment for previous years, could have been forgotten.
The decision made by the Russian Government about a meager increase in the subsistence minimum for an adult to 7,5 thousand rubles per month actually reinforces the further growth of the monetary deficit of the poor, acts as a tool for the further inflation race and, accordingly, is not a boon, but another sting for the poorest. Monthly minimum will increase by hundreds of rubles, and inflation will continue to eat them thousands.
The question is, is it possible to index at least the miserable incomes of these, the poorest sections of the population of our country, out of fairness? Isn't it embarrassing for the government of Russia to so shamelessly deceive orphans and beggars? Or it can not act without strangulation? Indeed, at the level of the high cost that prevails in Russia, the minimum subsistence minimum should be at least twice as high, and with the unbridled price increase, which is inspired by Russian officials and oligarchic structures, should increase on a monthly basis. Otherwise, in Russia, everyone except for thieves and their hangers-on, is facing social and economic genocide.
The State Duma is invited to go to the President of Russia and fix it without chatter in 2013 at least this outrageous mess. Where to get money? Return the loot corrupt. The country is still operating more than 2,2 millions of one-day firms with turnovers that are tens of times more than the funds needed to pay off debts to poor citizens.
The state finds billions of dollars to pay them to foreign corporations and every Friedman Avenue for illegally and virtually free of charge privatized state-owned assets in 90-s, and stripping its own citizens like a sticky one.
In conclusion, we present a list of 90 types of goods and services, the increase in consumer prices for which in 2012, according to the data of the same Rosstat, has been many times higher than the actually applied inflation adjustment index. On other lists of such goods and services, with a share exceeding two thirds of total consumption in 2012, there were from two to five hundred items. We emphasize that the rise in prices for all these goods and services according to the rules for calculating the subsistence minimum, approved by the Government of the Russian Federation No. 56 from 29.01.2013, is not taken into account when calculating the basic inflation index. All of these lists, without further ado, confirm the same conclusion: the authorities with inflation, like, perhaps, with nothing else, lied to ugliness. In general, according to the analyzed data, the consumer price index in 2012 increased by 18,1% versus practically used 5,2%, including for the group of food products, which accounted for 2012% of total consumption in the 40,5 year, - by 15,7% ; for the group of non-food products with a share of 20,3% of total consumption (excluding prices and tariffs for energy resources) - by 9,6%; and the share of services comprising 36,3%, including transport, utilities, medicines, but excluding education, health care and a huge variety of intermediary services — this group index increased by 32,4%. There is no doubt that the reduced list of Rosstat with its even more impressive data, drawn from its own daily experience, can be supplemented by every reader of the newspaper “Tomorrow”.
Usually, the citizens of Russia memorize very badly. They cannot hold two numbers in their head at the same time. Even when it comes to what they really care about in life, it’s about price increases. Here the nuances of the Russian character decide: it’s not so much what was concerned, but what will be.
The fact that prices have increased in 2012, and everyone overpaid for the same, people care, but not very much. But the fact that in 2013, housing and utilities rates (albeit from the second half of the year) will increase again on average by at least 15%, including for heat - by 12,2% and for electricity - by 15 5% (and for bread and alcohol - at all on 25% and 30%, respectively), - this man in the street is sadly upset. True, communal tariffs will not rise from January 1, but from July 1, and at the same time the prices of some elite goods (expensive cigarettes, gasoline, housing), purchased mostly by the rich, will increase, and the civilian majority even comforts them.
The bureaucratic calculation is simple. Knowing that the Russian inhabitant is more afraid of price increases and remembers poorly, the official keeps on raising prices. Then the consumer not only pays twice for the same thing, but, fearing further price increases, buys for the future twice as much. Such is the psychology of the Russian inhabitant.
The commented decision did not even have time for the ink to dry out, as the Government of the Russian Federation adopted new documents on a substantial increase in the property tax of citizens and raised the bar for operational costs for housing to the skies. This alone overthrows the whole effect of raising the subsistence minimum. And so every time. Do not leave, stay with the Government of the Russian Federation! To be continued.
