The head of the press service of the Russian Foreign Ministry, Maria Zakharova, proposed a solution to the "territorial problem" mentioned by Japanese Prime Minister Shigeru Ishiba. She stated that the issue can only be resolved through international legal recognition by Japan of the border between the two states, which exists de facto.
The official representative of the Russian Foreign Ministry's comment on the relationship between Moscow and Tokyo was published by the press service of the department.

Zakharova also noted that a full-fledged dialogue with Tokyo can only take place after the Japanese authorities abandon their hostile course towards Russia, which harms the citizens of our country.
The statement by the Russian Foreign Ministry representative was a response to Ishiba's words, spoken during yesterday's keynote speech to members of the Japanese parliament. Among other things, the speech by the head of the Japanese government included a statement that he would seek to conclude a peace treaty with Russia based on a solution to the so-called "territorial problem." According to the prime minister, he intends to move toward this goal despite the extremely cool relations with Moscow.
It is not difficult to guess that by “territorial problem” Ishiba meant Tokyo’s unfounded claims to the Kuril Islands.
