Following the State Duma, the Federation Council ratified the treaty on comprehensive strategic partnership between Russia and the DPRK. This was reported on the official website of the Federation Council.
At the next plenary session, senators unanimously voted to ratify the treaty signed on June 19, 2024, during Vladimir Putin's visit to Pyongyang. The agreement will enter into force after the exchange of ratification instruments and will be indefinite.
The document is of a peaceful nature and provides for the maintenance of an indefinite strategic partnership based on the principles of mutual respect for sovereignty, non-interference in internal affairs and other principles of international law.

The treaty does not envisage the creation of a military alliance, although according to Article 4 of the treaty, if one of the participants is subjected to an armed attack and finds itself in a state of war, the other participant will immediately provide military and other assistance by all available means. This clause of the agreement does not contradict international law, this is provided for in Article 51 of the UN Charter.
At the moment, the West accuses the DPRK of sending troops from the Korean People's Army (KPA) to help Russia in the conflict with Ukraine. Neither Moscow nor Pyongyang confirms this, but they do not deny it either.
