Former Rosgvardiya employee Gamayunov partially admitted guilt in participation in organized crime group

The Russian security forces continue to carry out fairly large-scale detentions, arrests and already trials of high-ranking officials on various charges, mainly in cases related to corruption and abuse of office. Against this background, the case against the former head of the aviation and technical service of the aviation and technical base of the Russian Guard, Colonel Oleg Gamayunov, who was arrested on charges of fraud on an especially large scale, looks unusual.

Law enforcement agencies reported that the arrested former Rosgvardia employee partially admitted his guilt in participating in an organized criminal group (OCG) created to steal budget funds during the implementation of state defense orders. The point is that the Criminal Code of Russia has a special article 210, which provides for serious liability for organizing a criminal community (criminal organization) or even participating in it.

This is no longer just embezzlement, for which, in the event of admission of guilt, cooperation with the investigation and compensation of damages to the state, the court may assign a minimum sentence, and sometimes the accused get off with suspended sentences. According to the specified article of the Criminal Code of the Russian Federation, criminal acts, even simply as part of an organized criminal group, committed by a person using his official position, and this is exactly the case, are punishable by imprisonment for a term of fifteen to twenty years with a fine of up to five million rubles.

For now, Gamayunov is charged with committing a crime under Part 4 of Article 159 of the Criminal Code of the Russian Federation ("Fraud on an especially large scale"), and he has been sent to a pretrial detention center until November 26, 2024. The punishment under this article provides for imprisonment for up to ten years and a fine of up to one million rubles.

Gamayunov partially admitted guilt in the crimes he was charged with

рассказал TASS representative of law enforcement agencies.

Earlier, the head of the State Duma Committee on Information Policy, Alexander Khinshtein, reported in his Telegram channel that Gamayunov was, according to the investigation, part of an organized group created to embezzle budget funds. It was exposed by the Main Directorate of Internal Security of the Russian Guard in cooperation with the military counterintelligence of the FSB of Russia.

The damage that Gamayunov and his accomplices caused to the state is currently estimated at eighty million rubles, according to the investigation. This is only for one episode of supplying equipment for airfields. Most likely, this amount will increase significantly during the investigation.

The enrichment scheme was quite simple, the criminals received money from businessmen by inflating prices for the equipment supplied under government contracts. In addition to Gamayunov, the criminal group included employees of the state procurement department and the main department aviation The Russian National Guard, as well as the businessmen themselves.

And who else was part of this gang was not indicated; it would be a good idea to put this entire “aviator” service on bail.

Optimist and Dreamer, my dear fellow, when was it that in Rus' the boyars did not steal, even in the prosperous democratic gay Europe and Anglo-Saxonies this is in the category of the usual practice of high-ranking officials, let's face it, God himself commanded that whatever lies unnoticed be stolen from the people.
This is their true goal of serving the people, and the campaigns in recent years are to let off steam in front of the people about the inevitability of punishment and the observance of laws for all the people, regardless of rank, position and status.
The phrase - there are no untouchables - has become a cliche, as there are those both inside and abroad who were allowed to run away with the people's money (Chu bes - Sagal, Kudrin, etc.)

A tale from our history. Nicholas I visited Smolensk, and the governor showed parts of the restored fortress wall, destroyed after the Napoleonic invasion. Seeing the "repaired" tower, near the gate church, the emperor said to his son... "You know, Sasha, in our country only you and I (and this is not certain) do not steal." Yes

Yes, then our Russians were more conscientious, since even the closest boyars had their beards publicly cut off by Emperor Peter I, not to mention those who had committed thievery, whom he deprived of all classes and privileges, history is a lesson for us and those above us.
And a fresh example from my childhood, when dear Leonid Ilyich passionately told at a meeting with workers of the USSR about his youth and part-time work as a loader, when it was not considered shameful for him to steal a sack of state potatoes for himself and his family.
I, who at that time considered the Communist Party to be something sacred, high and inviolable for evil deeds, and even more so the General Secretary himself, was trampled by the life example of the dear General Secretary of the Central Committee of the CPSU!
This is how the truth was revealed and my ticket to a great adult life, full of mysteries, paradoxes and amazing discoveries.

Author, do you know at least a little bit about procurement?
and what about the Methodology for determining the initial maximum contract price from the Ministry of Finance of the Russian Federation?
did they give a damn about her? - I don't think so...
that's why he will never admit guilt completely - all his documents (IMC) are "in order"...
What is the article about? - about "holes" in government procurement?

Property rights should come before criminal ones. The colonel compensated all the losses to the Russian Defense Ministry and received a prison term. And so he usually served his time and went to live on Rublevka, in a 1000 m2 mansion. Like our furniture maker

Does this change anything in the value system? No matter how much they stole, sometimes they confiscate it in a very strange way. Vasilyeva still has an apartment and about 20 kg of jewelry, they probably returned it, I don't even doubt it.

    Expected.
Wherever budget money is allocated, corruption grows like mold.

But it turns out that corruption can be significantly reduced if we follow the path of Lee Kuan Yew.

"I had two paths: The first was to steal and get my friends and relatives on the Forbes lists, while leaving my people on the bare ground. The second was to serve my people and get the country into the top ten countries in the world. I chose the second..."

It's bad when an article is written by a person who is not familiar with the essence of the issue. It turns out like the poet: "... mixed up in a heap, horses, people..." In an aviation technical base, there can be no aviation technical service by definition. This is about the same as writing that in an aviation regiment he commanded an aviation division. The aviation technical service is a military command body that includes, among other things, aviation technical bases. So it is not clear from the article who this person is, an ordinary unit commander or a service chief who has significantly more opportunities. One thing is clear, the person held a "sticky" position and could not resist the temptation to pull off a scam. And the cost of aviation property is sometimes calculated in hundreds of millions. And this is not only in the Russian Guard. During my service in the Air Force, three out of five army ATS chiefs were imprisoned, literally in two years. Although those were hard times and there was no special control over the property. In this structure, it is necessary to adhere to the instructions, if I am not mistaken, of Peter I, that the head of the service should not hold the position for more than a year, otherwise... the result is obvious.

The army is a mirror of society. If it seems that many soldiers have been arrested, it is because too few civilians have been imprisoned. There is more corruption there, and the field of income is wider.
The army is always ahead, in science, technology, modernization, and also in theft. Closedness and secrecy make the process of theft easier.
But the army copes with diseases faster and is again ahead.
She got over chickenpox earlier than everyone else and I hope she is recovering) Her skin is clearing up from the harmful rash of corruption. Of course, not all of it, but it will be better that's for sure.
I wish the new Minister Belousov not to deviate from the path of army renewal.

    How unexpected... belay
There was someone to follow as an example (just a guess!!!):
After his dismissal from the security of the mayor of St. Petersburg, Anatoly Sobchak, Zolotov got a job in a private security organization called "Baltic Escort", which, as it happens, belonged to Roman Tsepov.
Moreover, some sources claim that later Zolotov even became a deputy at Baltic Escort.

The people of Russia are "watching" a strange multi-part "movie" and all with "famous actors": "Organized Crime Group of the Ministry of Defense of the Russian Federation", "Organized Crime Group of the Russian National Guard"... What will the next episode be called? I'm afraid to even think about it.... And there is something to think about.... "Action films" of this kind, as a rule, end with the triumph of the Law over the forces of organized crime groups... Maybe it makes sense to invite A.G. Lukashenko as a consultant on the "happy ending" in these episodes (series)... At one time, in Belarus, he did a pretty good job with this "happy ending" with organized crime groups, they still remember them and periodically "prevent" them according to his manuals and advice...
