The state defense order in aviation: what should it be?
Coordination and control of planning and implementation of the state defense order for the development and supply for state needs, primarily the Russian Air Force, modern aviation complexes - one of the main activities of the Military-Industrial Commission (MIC) under the Government of the Russian Federation.
Ivan Kharchenko, First Deputy Chairman of the Military-Industrial Commission under the Government of the Russian Federation, talks about this and other aspects of the activities of the military-industrial complex in the development and supply of aviation equipment.
: "A.S.": Ivan Nikolaevich, please tell us about the general results of the implementation of the state defense order on aircraft in 2012.
I.Kh .: First of all, I would like to note that by decision of the MIC, an Aircraft Building Council has been formed, the main activity of which is the consideration of the problematic issues of the formation and implementation of the state defense order for the creation and production of modern aviation systems. The Council is chaired by Mikhail Kashtan, a member of the Military Industrial Commission, an experienced and authoritative aviation specialist.
It is gratifying to note that the tasks of the state defense order 2012 in the part of supplies for the state needs of aviation equipment have been fulfilled almost in full.
The enterprises of the United Aircraft Building Corporation, JSC produced and delivered 35 aircraft complexes to the Russian Defense Ministry. Among them: Su-34 front-line bombers, Su-35С multifunctional fighters, Su-30СМ two-seat multifunctional fighters.
Last year, the Yak-130 combat training aircraft were handed over to the Air Force of Russia. The development of a promising front-line aviation complex (PAK FA) continued.
The fourth flight model of the PAK FA was transferred to conduct state tests in December 2012. I note that in the near future the first flight of the fifth flight prototype of the PAK FA is expected. An important event of 2012 was the first flight and the beginning of testing a prototype of the Il-76MD-90А military transport aircraft, the production of which was launched at Aviastar SP CJSC (Ulyanovsk).
Russian Helicopters OJSC has supplied 133 helicopters to state customers, including for the Russian Defense Ministry - 118 helicopters for various purposes: combat Mi-28Н and Ka-52.
In the aviation industry in 2012, in parallel with ensuring the supply of serial samples of aviation equipment, was actively engaged in the technical re-equipment and modernization of production facilities of enterprises. For these purposes from the federal budget in 2012 more than 14 billion rubles were allocated, and in 2013 it was planned to finance the technical re-equipment of the aviation industry in the amount of about 16 billion rubles.
The implementation of the measures of the Federal Target Program "Development of the military-industrial complex of the Russian Federation before 2020 of the year" will allow us to reach a new technological level of production, introduce new advanced technologies in the aircraft industry and, ultimately, improve the quality of aviation technology.
"A.S.": What are the plans for the supply of aircraft for state needs for 2013?
I.Kh .: In 2013, the supply of aviation equipment for state needs will be carried out for the year, mainly within the framework of previously concluded long-term contracts with government customers. This year, the Russian Air Force must replenish the fleet of aircraft not less than 200 aircraft and helicopters.
It should be noted that all the supplied aviation equipment is modern, developed in recent years, or undergone a deep modernization to meet all the requirements of government customers.
At the same time, in order to fulfill the tasks of the Air Force, aviation of other security agencies, not only combat aircraft complexes are necessary. A number of tasks in peacetime and in wartime are also performed with the use of civil aircraft.
In accordance with the instructions of the President of the Russian Federation V.V. Putin and the Government of the Russian Federation, the Ministry of Industry and Trade of Russia, together with the interested federal executive bodies, have drawn up a preliminary consolidated order consolidated order plan for state needs for civilian domestic aircraft.
In accordance with this plan, the total demand of the Ministry of Defense of Russia and other law enforcement agencies for 2012-2018 years in civil aircraft is 104 for various aircraft, including 8 IL-96, 12 Tu-214, 19 Tu-204, 35 SSJ- 100, 30 AN-148.
Currently, various mechanisms are being worked out for the provision of resources for the purchase of civil aircraft in the framework of a consolidated order, including leasing schemes and the use of credit resources.
"A.S.": How are issues being resolved to equip the Armed Forces with modern military transport aircraft?
I.Kh .: The main problem in the implementation of the State Armaments Program in terms of equipping the Armed Forces of the Russian Federation with modern aviation complexes continues to be the development and production of military transport aircraft, naval and special aircraft.
Development work is currently underway to build a heavy Il-76MD-90А military transport aircraft, an An-70 shortened take-off and landing military transport aircraft and, together with India, an average military transport aircraft. In addition, a contract has already been signed for the supply of X-NUMX Il-39MD-76A aircraft for the Russian Air Force. The final decision on the prospects for the supply of An-90 aircraft will be made after the completion of the development work.
Government customers, primarily the Ministry of Defense of Russia, have not yet decided on the type of light military transport aircraft. To date, development work on the modernization of the An-124 aircraft has not been opened, and work has not begun on the resumption of its mass production.
The work of the Military-Industrial Commission under the Government of the Russian Federation in 2013 will be mainly focused on solving these issues in the field of aviation.
In order to coordinate the creation and serial production of military transport aircraft by decision of the Military Industrial Commission under the Government of the Russian Federation, an interdepartmental working group was formed. Discussion of the problematic issues of the creation of new aviation complexes of military transport aviation, the development of proposals for the formation of the state defense order and assistance to industrial enterprises in its successful implementation is the main content of the work of this interdepartmental working group.
The issue of the development of naval aviation fleet Russia will be considered at a meeting of the military-industrial complex under the Government of the Russian Federation in the near future.
Based on the discussion of this issue at the meeting of the military industrial complex, we plan to create a coordinated program of actions for the state customer and the aviation industry to maintain the airworthiness of the naval aviation fleet, modernize the main types of aviation equipment, and create modern aircraft and helicopter aviation complexes of the patrol aircraft.
"A.S.": Ivan Nikolaevich, whether new approaches are worked out in the interaction of the military-industrial complex and the Ministry of Defense of the Russian Federation when implementing state contracts for the supply of aviation equipment.
I.Kh .: One of the new directions in the activity of the military industrial complex under the Government of the Russian Federation is to ensure the transition to the deployment and execution of government contracts for the entire life cycle of aviation equipment - from its creation to disposal.
Proposals of the Minister of Defense of the Russian Federation S.К. Shoigu on the support of industrial enterprises of the models of military aviation equipment and weapons created by them throughout their life cycle as a whole was supported by the Ministry of Industry and Trade of the Russian Federation and the military industrial complex.
Practical work is now organized to clarify the regulatory legal framework, determine the procedure for placing and executing government contracts to support the full life cycle of aviation equipment, agreeing on the necessary procedures and methods, including methods for determining the price parameters of these works.
A transfer of aircraft repair plants of the Ministry of Defense of Russia to the Ministry of Industry and Trade of Russia is being prepared with the organization of their activities as part of large corporations and holdings of the aviation industry.
New opportunities in the organization of work on the formation and implementation of the state defense order opened the Federal Law No. 2012-FZ adopted in December 275 "On the state defense order".
Work on the law "On the State Defense Order" was carried out in close cooperation with the deputies of the State Duma and members of the Federation Council. It was possible to find sufficiently balanced approaches to solving a number of issues that were faced by government customers and contractors, in this case the creation, production, service, repair, modernization and, finally, the disposal of aviation equipment.
