It would seem that so much information has accumulated, so many episodes have been voiced, to put it mildly, of the dubious activities of a number of offices that performed work on behalf and on behalf of the main military department, which is enough for a dozen full-fledged cases that should lead to the punishment of the guilty.
However, time passes, and corruption itself story does not flow into the judicial field, but continues to acquire new details and scenes of the implementation of fraudulent schemes. And sometimes these schemes look so provocative that you just wonder what kind of enchanting simplicity they brought to reality.

In other words, several hundred hectares of land from public (by a wave of a magic wand) turned into private grounds. How did you find out?
This is the very essence of this whole strange situation. It's just that for 2013, certain units of the Western Military District have scheduled tank exercises at the Levashov training ground. Outline - outlined, but soon found out that on the landfill, like mushrooms after rain, private cottages, most of them, begin to grow. At first, they did not believe their eyes, thinking that maybe the cottages were being built behind the landfill, but it was just cartographers and topographers of the Western Military District that got something wrong; maybe the Levashovsky polygon has shifted in some unknown direction due to tectonic shifts ...
However, over time, it turned out that global tectonics has nothing to do with it. It turned out that the foundations of the new houses of the new dacha settlement are being poured exactly where it is necessary to conduct exercises of tank and other military units. The papers testified that the Levashovsky military camp was somewhat lost in its squares after a substantial part of these squares was transferred from the possessions of the Ministry of Defense to private owners.
The Investigation Department of the Investigative Committee of the country in the Leningrad Region publishes data on the initiation of a criminal case on the fact of the illegal alienation of the land plots of the Ministry of Defense in the Vsevolozhsk district into private hands. Investigators explain that the case in this case is the initiation of proceedings on part 4 of Art. 159 of the Criminal Code of the Russian Federation, namely: fraud on a large scale.
An investigation began, which again turned into familiar names. The bottom line is that a number of documents that authorized the transfer of the Ministry of Defense land to the municipal authorities were signed by the same Yevgenia Vasilyeva, who at one time controlled the property of the main military department. At the same time, persons who do not see anything reprehensible in the deal with the municipality declare: what actually happened? Well, there was too much land at the landfill, it was not always used for its intended purpose, tanks did not cover all areas during the exercise, and therefore, within the framework of the Defense Ministry’s optimization program, the property department decided to transfer an impressive piece of the landfill to the municipality, which hectares later implemented, and accepted. However, if the Ministry of Defense had so many “non-core” lands, then why did the main military department in Krasnodar Territory need to receive land already from the hands of the local municipality? And at first, to receive, tearfully asking that the deputies hand over to the Ministry of Defense a generous chunk of coastal land in Greater Utrish, and then resell that big chunk to private hands.
It seems that, separately, these two episodes, from the point of view of supporters of the correctness of such actions, look quite understandable. But when you try to trace the logic of the benefits to the state, linking both of these episodes (Leningrad and Krasnodar), such logic does not manifest itself. But logic is manifested in a different direction: the benefits are not for the state, but for its individual citizens, and for their very narrow circle, one way or another connected with the bureaucratic apparatus ...
Continuing to consider the case of the Levashovsky testing ground, it is worth noting that the case on Ms. Vasilyeva alone does not close.
While Evgenia Vasilyeva and her ex-boss, Mr. Serdyukov, continue to play with the investigators in a one-sided silence, new figures appear, who also have (so far) related to state structures. In this case, we are talking about the deputy head of the Cadastral Chamber of the Leningrad Region, Denis Kolovnyakov. Initially, it should be said that after identifying strange construction sites at the site of a military training ground, investigators decided to check both the Cadastral Chamber of the region and the Department of Property Relations of the Ministry of Defense for the North-West.
As a result of checking the regional Cadastral Chamber, it turned out that the owners of land (including the Levashovsky proving ground) were two certain women, whose identities were established fairly quickly. Mr. Kolovnyakov, apparently without further ado, decided not to look for nominees for the design of the plots, but designed everything for his relatives. As a result, the wife of the deputy head of the Cadastral Board, Mrs. Pyatunina, became the owner of 150 land plots, while Kolovnyakova's mother-in-law received another fifty plots from a loving son-in-law. Everything is transparent - no confusion ... Apparently, the officials of the Cadastral Chamber of the Leningrad Region were so sure of their impunity that they did not particularly try to cover up the traces of theft.
For the time being, the situation is not completely transparent with the reason why the Kolovyakov-Pyatunin family became such a large owner of land in the Vsevolozhsk district. Regular family ties with someone from the Ministry of Defense? Or ... It is impossible to exclude the fact that the Kolovnyakov-Pyatunin couple were used by some third parties to quickly divert suspicions from themselves. Why does this version appear? The fact is that the registration of land plots for relatives of Kolovnyakov continued even at that very moment when large-scale investigative checks were already under way in the Leningrad Region. That is, only three paths emerge: either Denis Kolovnyakov is a rare instance of a naive official who, unaware of the danger, designed the sites obtained by fraud on his relatives, already under the gunpoint of law enforcement officers, or, as mentioned above, in the Cadastral Chamber The Leningrad region considered themselves fully protected from the “encroachments” of the investigators, or else there are those more weighty burbis who stand behind the Chamber as a whole and Kolovyakov, in particular, and the Chamber itself was used as a cover for its pnu activities.
