The text below is like a polemic with article, which turned out to be too big for comment.

There is enough space, you can give birth


Human behavior, as well as all living things, is determined by many physiological reasons, a fair portion of which are not controlled and not perceived by consciousness. And fertility, or rather the desire or reluctance to have children, is formed as a subconscious reaction to the visible number of people around, this mechanism is inherited from we don’t know how ancient ancestors, and it is unlikely to be broken administratively.

In the city, any worker or student constantly sees a huge number of people - in transport, educational institutions, shops, which turns on the natural mechanism: “There are too many people, you can’t reproduce, there will be hunger.” An excess of people accompanies a resident of a high-rise building and a house - the quality of sound insulation, as a rule, leaves much to be desired, so that all sorts of movements from neighbors above, below and behind the walls can be heard to some extent.

But as soon as a city woman, even who suffered so much in childhood that the answer to the question about children is: “I can’t condemn a living creature to attend school,” lives with her husband in a rural house for a year or two, working remotely as a programmer or accountant and completing the house with her own hands, how the thought appears that “I want a daughter, stop using protection.”

I don’t know what exactly any of my friends said to whom, but very many of them, having moved with their wife or girlfriend from a high-rise building into their own house, two years later had their first child. I mean those who have lived together for several years, so that the birth of a child cannot be attributed to the wife’s pregnancy due to inability to protect herself.

There are enough couples among my friends who lived together without children for five years or more in a high-rise building and then multiplied, so that I can conclude that this phenomenon is not a coincidence. Even a character very similar to Bellatrix Lestrange from the Harry Potter films, a lover of hand-waving and participation in championships in various types of beatings, who has scars everywhere, recently shared a photo with her husband and son in her arms.

Therefore, it can be assumed that moving into your own home switches something in physiology to the realization: “there is enough space, you can give birth.”

Role of the state


What could be the role of the state in this process?

To begin with, a certain future. That is, there is some hope that over the next 15–20 years nothing will change for the worse. Ideally, this would be resolved by a moratorium on the adoption of new laws for 25 years and renaming the legislative branch into a legislative branch - to review everything that has already been adopted, to eliminate the contradictions between the laws of officials and the rules of geometry and physics at least (*).

It was the hope for a bright future that arose among the Soviet people after the revolution, when everyone saw that life was getting better - unemployment disappeared, nobles were driven out, taxes and estates were abolished, free medicine and education, and led to the fact that in the documents of the 1930s families with three children were classified as “small children”. There was such a clumsy term in those years, it comes across in biographies.

By the way, now in the United States a family with five or more children is considered “large”, with a small clarification - in Texas all kinds of assistance are provided to families with many children on the condition that the father works, the couple is in their first marriage, and no one has served time in prison. I was not interested in other states, this is from the words of an American resident. But these are the problems of the most armed country in the world. I note that state is translated from German as “country,” and the founders of the United States knew German almost without exception.

Work close to home, ideally without the need for public transport. That is, the relocation of production to the outskirts of villages and small towns built up by the private sector. A direct ban on the construction of multi-storey buildings where there is no severe shortage of labor and housing. That is, high-rise buildings should be perceived as temporary housing near a freshly built factory in an open field, nothing more.

The minimum size of an individual housing construction plot is at least 20 acres, without the right to divide the plot and house. It’s easy to do with existing houses on 4-acre plots - ban their sale to people under 50 years old or with fewer than 4 children, let those who live now live in them.

Cancellation of all taxes on prices for building materials, including VAT, all kinds of “EGAIS forest” and other methods of increasing prices.

It would make sense to calculate taxes not on an individual, but on a family. This would make it possible to introduce tax benefits for the birth of a child, a second, or a third. And to begin with, encourage young people who simply live together to get married in the registry office. No, by no means child benefits, so as not to repeat the experience of the United States, where black women begin to give birth in the last grade of school and then sit on child benefits for 25 years, doing nothing.

Additionally, it is worth looking at the experience of, for example, the UK, where the progressive tax scale starts from scratch. In the sense that an annual income of less than 12 thousand pounds is not subject to any taxes at all. I propose to make this minimum tax-free income also floating, for example: for a single person, one and a half subsistence minimums are not taxed, for spouses - three minimums. With one child, taxes start with income greater than four minimums, and so on - according to the formula “the number of people in the family plus one.”

In my opinion, this will increase state revenues: the rich already pay bоmost of the taxes, and exempting people with low incomes from taxes will make it possible to sharply reduce the number of tax and Pension Funds, freeing up civil servants at the same time. In other words, reducing the costs of collecting taxes, collecting information about citizens, and so on.

Finally, it wouldn’t hurt to rein in the “pathological monopolies” – suppliers of gas, electricity and “garbage operators”, but these are completely pipe dreams.

According to fire rules, namely: according to Appendix No. 4 to the Rules by Resolution No. 1479: a fire must be lit at a distance of at least 100 m from a coniferous forest, separately growing coniferous trees and young growth, and also at least 30 m from a deciduous forest, it must be at least 50 m from the nearest object (building, structure, structure, open warehouse, stack).

And in it: it is allowed to use open fire to burn dry grass, branches, leaves and other flammable vegetation on garden or vegetable plots. However, the place where open fire is used must be located at a distance of at least 15 m from buildings and structures.

That is, in the Moscow region it is prohibited to make fires closer than 50 or 15 meters from buildings. It turns out that on a plot of 6 acres it is illegal to fry kebabs and burn dangerous weeds; there is no point on the plot from which it would be more than 50 m to your own or neighbors’ houses.

But at the same time, burning garbage yourself is prohibited in principle. Garbage disposal is regulated by a special law “On Industrial and Consumption Waste”. In other words, if branches, weeds and snails are garbage, then you cannot burn them, and if they are just branches, then 15 meters from houses, and if just a fire, then 50 meters.

Funny huh?

And in the Russian Federation, in my opinion, there are two and a half gigabytes of such laws in the Consultant database.
