The European Union is unable to increase the production of artillery shells for Ukraine, despite all efforts. And the point here is not the lack of necessary capacities. The Economist magazine writes about this.

EU countries are opening new factories for the production of artillery shells and modernizing old ones in an attempt to meet the demand for ammunition, but all this turns out to be useless due to the lack of explosives. As the British publication writes, manufacturers simply have nothing to fill the shells with, since the production of explosives in the EU is also at a low level. The largest European producer of TNT is located in Poland, and in the UK there has not been a single enterprise of this profile since 2008.

In the interests of the Western military-industrial complex and, above all, the British arms companies, because if there are no explosives, then additional factories need to be built, raw materials must be found/produced, etc. - that is, you need to invest, and in order to do this, you need to knock funds out of the budget... but this requires the support of the population because their money will be spent, they say, look where Great Britain has gotten to: no army, no equipment, no ammunition... is it necessary to allocate money for the defense industry? It is necessary, etc.

    PS And the Ukrainian Armed Forces have not run out of ammunition... for example, our soldiers do not feel any shortage from the enemy at all. And Ukraine also manages to hit civilian targets in the Donetsk region, Belgorod region, etc. - that’s how much savings they have (c)

Russia has probably signed long-term contracts for Central Asian cotton and the EU will not break anything extra. It was even reported that Russia has developed a technology for the production of nitrocellulose from wood. This means that even the purchased cotton is not enough or it is too expensive. Europeans can make gunpowder instead of knitwear, because cotton is grown in Egypt and the USA in large volumes, but how profitable is this to compete with clothing manufacturers? Gunpowder turns golden.

Usually, when people talk about large-caliber shells, they mean a shot. If the shot is separate, then the projectile will not fly anywhere without a propellant charge. There are no problems with raw materials for the production of TNT, unlike gunpowder.
