Vladimir Putin signed a decree on the re-establishment of the Moscow and Leningrad military districts

The Western Military District ceased to exist, and the Moscow and Leningrad Military Districts appeared within the Russian Ministry of Defense. The corresponding decree was signed today by Vladimir Putin, the document was published on the official legal information portal.

In Russia, the Moscow and Leningrad military districts, disbanded during the 2008 reform, have been recreated. Accordingly, the Western Military District ceases to exist. In addition, the Northern Fleet lost its status as a separate military-administrative unit. The decree comes into force on March 1, 2024.



According to the document, the recreated LVO and MVO included regions that previously belonged to the Western Military District, as well as to the Northern the fleet. Accordingly, the cities of St. Petersburg and Moscow now become the centers of the Leningrad and Moscow districts. The LVO has been recreated to fend off threats from Finland and Estonia; Moskovsky will be responsible for the Ukrainian direction.


Changes also affected the Southern Military District; new regions were included in its composition, now officially. The document states that the Donetsk People's Republic, Lugansk People's Republic, Zaporozhye region and Kherson region belong to the Southern Military District.

Let us recall that before the reform that began in 2008, the Ministry of Defense had six districts: Moscow, Leningrad, North Caucasus, Volga-Ural, Siberian and Far Eastern. During the first stage of reform and “optimization,” there were four of them left: Western (ZVO) with headquarters in St. Petersburg, Southern (YUVO) in Rostov-on-Don, Central (TsVO) in Yekaterinburg and Eastern (VVO) in Khabarovsk.
