The response to the American “Magnitsky Act” in the form of “the law of Dima Yakovlev”, adopted by the State Duma of Russia, caused a flurry of madness in the West. Western and Russian-speaking traffickers, “living goods,” who have joined the co-operation, everywhere violate not only the procedure and terms for registering children, but also the Basic Law of Russia. While the “internal” adoption is deliberately inhibited, the majority of court cases about the “external” adoption of Russian children by foreigners are decided with the wording of immediate execution. Even despite the fact that the law allows it only in exceptional cases. On the one hand, work with Russian families wishing to adopt children is going from bad to worse. Most often they create a lot of artificial obstacles. For example, they offer to travel for many hundreds or even thousands of kilometers. On the other hand, the procedure of “external” acquisition of children by foreigners is being accelerated in every possible way. This is facilitated by the fact that officials often send the questionnaires of babies immediately to the federal bank, not even trying to arrange them in their region. After that, children are urgently taken abroad and it is often impossible to challenge the execution of the decision.
At the same time, the transfer (expulsion) of minor citizens of Russia for adoption outside the Russian Federation is not only disgraceful in its essence, but also inconclusive. All Russian adoptive children remain citizens of Russia until they come of age, and paragraph 1 Art. 61 of the Constitution states: "A citizen of the Russian Federation may not be expelled from the Russian Federation or extradited to another state." Thus, as V.Tretyakov correctly points out, minors transferred for adoption and, consequently, permanent life in the families of foreigners, are actually EXHAUSTED OVER RUSSIA OR GIVEN TO ANOTHER STATE, automatically falling not only into its territory, but also under the jurisdiction of its laws. Minors and especially young children do not have the physical or legal ability to express their will. Consequently, they are sent outside of Russia (and not leaving on their own initiative) against their will. That is, all adoptions of minor citizens with their export to the West, by definition, contradict the Constitution of Russia, and the relevant decisions of any authorities and officials are unconstitutional.
According to the Russian Mothers public organization, about half a million Russian children are forcibly separated from their parents today around the world! You can give a "simple" answer to the question - why exactly they are so popular with foreigners - they say, because the "live product" from Russia is very cheap. In the United States, for example, aggressive PR campaigns for adopting Russian children even emphasize that “it is simply impossible to adopt white children cheaper”. Indeed, adopting a baby from Russia before the 1 year in the States is much cheaper than the American one, for which childless families have to pay about 100 thousand dollars, while the Russian baby will cost 10 times cheaper.
The boom of "adoption" of Russian children by foreigners came in the middle of 1990's. At that time, on average more than 11.000 babies were exported from Russia annually. Most are illegal. Only in the United States, according to far from complete data, over 59 thousands of Russian kids have been exported. Today, even if we proceed from the most optimistic statistics of the Investigative Committee of the Russian Federation, on average 15.000 children per year disappear in the country, in other words, 41 is a child per day (unofficial statistics of foundations and public organizations dealing with this issue are higher in 1,5-2)! At the same time, Russia ranks 4-e place in the world in the number of children extradited abroad, second only to Afghanistan, Iraq and Poland.
Why do foreign children need Russian children? For different purposes. For the West, a child growing up with his parents gives nothing to the state. But, as soon as he is withdrawn from his parents, he turns into a commodity that brings substantial profit. Not without reason, the municipalities of Western countries are already holding entire tenders on the issue of where to distribute children seized from their parents. They are won, as a rule, by private firms and shelters. At stake is a lot of money, budget subsidies ...
For example, in Finland, each adoptive family receives a euro for a ward of a minor 1.800 per month, and a city for each child seized - a euro 2.200. It is not surprising that over the past year local social services in Finland took over more than 17 thousands of children from their parents, and in 2013, the Finnish parliament is going to pass a law according to which children can be taken from their parents without a trial and on a permanent basis, then adoption"! I think many people remember the recent scandalous sentence of Nadezhda Fratty-Shcheglacheva, accused of exporting fraudulently to Italy, allegedly for the adoption of more than a thousand Russian children. According to investigators, thanks to bribed judges, regional officials and directors of orphanages who received bribes up to 150 thousand dollars, children under the age of 3-s were sent to Italy. Investigators from Moscow, who visited the Apennines in order to establish their further destinies, were able to find traces of only 5 babies from more than 1.200! And this, in the opinion of Italian journalists, was made with the aim of “putting the vigilance of the law enforcement agencies to sleep”.
While Russian investigators were searching for missing children in Rome, Naples and Genoa, Italian Interior Minister Roberto Maroni made a sensational statement that the "disappeared" 1260 kids from Russia were taken to private organ transplant clinics. “Juvenile immigrants turn out to be a gold bottom for traffickers who sell their organs,” Maroni said at the annual UNICEF assembly in Rome. - We have reason to talk about the sale of children's organs. The link between the disappearance of a huge number of children from Russia and the search for organs for transplantation is also confirmed by the deputy head of the GUUR of the Ministry of Internal Affairs of the Russian Federation Alexei Savin.
