Obviously, every politician dreams of receiving the “Man of the Year” award. However, recently the statuses of these awards and titles have become so many that certification of their primacy for one or another politician is often associated with a certain discomfort. The same happened in the first days of the coming 2013 of the year with Azerbaijani President Ilham Aliyev, who became “Person of the Year” for the first time. It would seem necessary to rejoice, but Ilham Heydarovich hardly feels great joy. Why? The fact is that the primacy in this nomination was awarded to such an organization as OCCRP, and its existence, if it is not known to someone, is based on the search for the most corrupt state officials within Eastern Europe and the Caucasus region. And this time, the leader of Azerbaijan, Ilham Aliyev, got into the distributed networks of the OCCRP (Project Reporting on Organized Crime and Corruption).



Before proceeding to consider the reasons that prompted OCCRP employees to put Aliyev at the highest podium of the “honor” of corruption, it is necessary to touch on what the said organization for the “Reporting on Organized Crime and Corruption” is she, so to speak, reports ...

OCCRP has been doing its job, working tirelessly since 2006. The organization includes several dozen journalists from Eastern Europe and the Caucasus countries who specialize exclusively in “scandals, intrigues, investigations” related to corrupt activities, one way or another related to the work of big businessmen and the first persons of a certain circle of states. Obviously, information about OCCRP will be incomplete, if you do not mention those publications that are part of this organization, and those with which the "Project" cooperates.

Here are some member media (current or former) of OCCRP: Baltica (Latvia), Novaya Gazeta (Russia), Rise Project (Romania), Kiev Post (Ukraine), SCOOP (Macedonia), ETC ( Armenia), Radio Azadlig - Khadija Ismailova (Azerbaijan), MANS (Montenegro) and several others.

But those media patrons with whom the OCCRP is actively cooperating, and, that there is no need to confess, under whose tune it actively dudit: Radio Liberty, BBC, Al Jazeera.

And this structure is run by the so-called “Network of development of journalism”, based on the territory, of course, the United States.
And, judging by the fact that the "figurants" of the OCCRP lists most often find themselves in the center by nobody and unsubstantiated corruption scandals and schemes, one can speak about the peculiar originality of the activities of this journalistic community working under the close supervision of birds of a completely different flight.

So, after voting among the journalists of “Project” (and there were about 60 souls), Ilham Aliyev took the first place in the nomination “Man of the Year” as the main corrupt official of all of Europe and its separate Caucasian part. Aliyev was given this title, based on the fact that in 2012, OCCRP became through special channels aware of the corrupt activities of the Azerbaijani president, who deigned to make personal profit through transactions in areas to which the president should not have a relationship: construction business, communications, industry, oil production. At the same time, all the “exposures” of Ilham Aliyev’s activities were carried out, in fact, by a single person, who, as usual among all purely democratic and liberal platforms, immediately believed and voted the right way. This person is the already mentioned Khadija Ismailova, who works at the “subsidiary” of Radio Liberty in Baku. This is the same Mrs. Ismailova, who is waging an uncompromising struggle against Azerbaijani organized crime in the highest echelons of power, for which she is being encouraged by prizes in the United States of America. This is the same Mrs. Ismailova, who has long been sharpening a grudge against the Azerbaijani president, and, admittedly, the president responds to her love, constantly accusing him of slander and outright disinformation.

In general, the “Project” of OCCRP works according to all known schemes, when from the information concerning the highest officials of a given state, it is necessary to cook hot dishes exclusively with corruption seasoning. Moreover, they are preparing for those individuals who are far from always ready to work solely in the interests of a number of Western states. Well, if you are not ready to execute instructions “from there,” then the sword of revelations is immediately brought over their heads. Apparently, this year, Ilham Aliyev was not overly compliant with the West, and therefore OCCRP’s “Project” vividly attacked him, whose members unanimously said that Aliyev was a corrupt bureaucrat and even a dictator. Here is how!

However, Aliyev was not limited to Aliev alone. So that he would not be bored on the pedestal created by the “Project”, they decided to add a few more Eastern European officials and businessmen of high rank, whom the OCCRP “caught” in total corruption. The Albanian (Montenegrin) drug lord Naser Kelmendi, the ex-president and former prime minister of Montenegro Milo Djukanovic, accused by OCCRP of having turned Montenegro into the most corrupt European country (unexpectedly ... - approx. author), the other Balkan "defendants" - Darko Saric and Miroslav Mišković, who was a supporter of the former Serbian President Slobodan Milosevic (this is quite expected - author's note).

Well, and even more expected was getting into the OCCRP list of Russian President Vladimir Putin. Why expected? Yes, because how can a network of controlled media organized in the USA not prick this figure? If they had their will, Putin would come first as the most corrupt official of the year regularly. An interesting motive is that according to which Vladimir Putin was put on the list of the main corrupt government officials in Eastern Europe. The explanation is the following: the death of the lawyer Magnitsky and the so-called "Dima Yakovlev Law". What exactly is the fact of corruption and the presence of organized crime in the OCCRP do not explain. It was just necessary to somehow support his overseas sponsors, so Putin "lit up" on the list.
I remember that not so long ago in one of the mass media belonging to the OCCRP, there appeared material that the current Russian president began to build his “criminal schemes” ever since he served in the KGB Dresden office ... Like at the end of 80 s Putin began to go to power in Russia, to podgresti under him all the profitable areas. Naturally, that material found the most lively response among lovers of political conspiracy. But the same material does not withstand any criticism, if only because the role of Vladimir Putin in Germany since the fall of the Berlin Wall was more than modest - many of those who had contact with the future Russian president in the GDR speak about it. And what kind of criminal plans to seize power in the USSR could have been hatched on Angelica Strasse, 4 in Dresden, KGB officer Putin, who in several calm words managed to prevent an attack on the building of the State Security Committee of the angry mob in 1989, - it seems, only OCCRP specialists know of publications ...

So, in the OCCRP list, as we found out already, two leaders of countries formed after the collapse of the USSR. But there is one more. Who is he Despite the fact that the "Project" detachment of the territory of Eastern Europe and the Caucasus, the OCCRP still decided to step over these limits. Well, in fact, people do not have room for thought: Putin, Aliyev, Aliyev, Putin ... Lukashenko’s image was also pretty worn out on the OCCRP newspaper pages. It's time to expand your powers. That expanded. We decided to add the Uzbek President Islam Karimov to all of the above. Why? After all, it was he who allowed himself to declare not so long ago that there would be no American military bases on the territory of Uzbekistan. Get it and sign for it, Mr. Karimov ... Right there, the OCCRP remembered that Karimov was a dictator who suppressed dissenting performances (greetings from Andijan), and also remembered that Karimov’s daughter has some views on managing the finances of telecommunications systems in Uzbekistan.

In general, the OCCRP worked “with a bang” once again, earning a portion of applause from its ideological inspirers. And it doesn’t even surprise at all why there were no Kosovo leaders on the list who were building and building a business on organ trafficking and drug trafficking, why Lithuanian state officials from the ruling party did not find it, who promised to resign, if corruption did not win - the corruption index in Lithuania is creeping up, but politicians remain on the ground ... It’s not surprising that Romanian President Basescu and Prime Minister Ponta are not on the list, although lately the level of corruption in Romania has increased to incredible proportions, surpassing Central European This is already in 4 times (as estimated by several EU services at once, including the Friedrich Ebert Foundation). It’s just that in these territories politicians work exclusively in the “right” direction - the way Big Brother clicks them.

In addition to corruption and imperfect legislation on public procurement, difficulties affect the coordination of new materials and technologies. According to the law, this requires at least three months, but often the deadline is not maintained. In addition, roads are built according to outdated GOSTs, which also complicates the use of new materials and increases their cost.

    In addition, Russian roads often begin to build at the wrong time, namely in late autumn or winter. This is due to the fact that before tendering for construction, money from the federal budget should go to regional and municipal authorities.
