The head of the Ministry of Internal Affairs of the Russian Federation was allowed to use the aircraft of the special flight squad "Russia"

The Minister of Internal Affairs of the Russian Federation, by virtue of his position, will be able to use aircraft of the special flight detachment “Russia” for travel. The decree establishing this right for the head of the Ministry of Internal Affairs was signed by the President of the Russian Federation Vladimir Putin, the text of the document has already been published on the legal information portal.

Previously, the list of persons who, by virtue of their position, can fly aircraft of the “Russia” detachment, according to the presidential decree of 2009, included: the President of the Russian Federation, the Chairman of the Government, the heads of the Federation Council and the State Duma of the Federal Assembly of the Russian Federation, the heads of the Constitutional and Supreme Courts of the Russian Federation, Prosecutor General, Head of the Investigative Committee of the Russian Federation, Head of the Presidential Administration and Minister of Foreign Affairs. Now the Minister of Internal Affairs is on this list.

Paragraph four of paragraph 1 after the words “chief of the presidential administration of the Russian Federation” should be supplemented with the words “minister of internal affairs of the Russian Federation

- is emphasized in the decree of the head of state.

History special flying squad began back in 1956, when it was created aviation a special-purpose detachment as part of Aeroflot, which was engaged in providing flights for the top leadership of the Communist Party of the Soviet Union and the Soviet state. In 1993, the state transport company Rossiya was created. According to open sources, in 2022 the detachment consisted of 48 aircraft and 23 helicopters.

on the other hand, they would have called the detachment a military unit and nothing except the salaries of the employees would have changed. I thought that the Ministry of Internal Affairs had its own departmental board and so... they used to be in the VV... or they were simply transferred to the Russian Guard and were left without their own...

        Well, something would still change.
For example, the plane of the German Chancellor belongs to the Bundeswehr Air Force and during hostilities it is quickly converted into a flying hospital (everything is provided for in advance). And military pilots, when they are not flying the Chancellor, continue to fly transport aircraft for the Air Force.

I’m too lazy to even look, but at least you deliberately did not mention the United States, with its Air Force One, praised throughout the world and glorified in the movies, and chest-shaped personal presidential helicopters. And their (possible) formal affiliation with the Air Force does not change the essence of the matter.

        Right.
Because the planes of the President and Vice President of the United States (and their helicopters) belong to the Air Force and are flown by real (not formal) military pilots and maintained by regular Air Force technicians.

The Americans did not consider it necessary to create a special state-owned company for this purpose.
So do the French, British, Germans and even the Chinese.

And I have a bad suspicion - that this is not at all accidental, but is connected with distrust in the qualifications of military pilots and technicians in Russia, Ukraine and Kazakhstan.

Mm-yes, the list is still the same .... Especially for the heads of the Federation Council and the State Duma, and these other heads too... . This was not the case in the USSR - the planes of the government air squad, which was based in Vnukovo-2, served the head and members of the government of the Union, as well as persons included in the list - these included the Chairman of the KGB of the USSR, the Minister of Defense of the USSR (they also had departmental aviation), The Minister of Internal Affairs, and a number of other people, in particular leading General Defense Designers. These are the persons who had the right to use the aircraft of this squadron. There were no deputies on this list. So the Minister of Internal Affairs “Bell” is quite correctly included in this list. It's strange that this hasn't been done before. sad
