A new military property control system is being introduced to the Defense Ministry.
According to the letter of the new document, the Department of Property Relations will be able to independently authorize its internal departments to conduct verification procedures. At the same time the terms of such procedures will be strictly limited to thirty days. What form of responsibility is introduced for delaying the execution of state functions, however, is not reported.
Such innovations are designed to make transparent the procedure for transferring real estate from the Ministry of Defense to other owners, in addition, the plans see complete prevention of squandering of military property under the guise of non-core and lost interest for the Ministry of Defense.
Obviously, the very idea of making the system of property transactions on behalf of the main military department extremely transparent, is long overdue. When hot streams of corruption scandals splashed to the surface, it became obvious that, at least, with the property element of the Ministry of Defense, something needs to be done. After his appointment to the post of head of the Department of Property Relations, Dmitry Kurakin said that he personally was ready to do everything possible to return the honest name to the controlled structure. But after the leading attempts of Evgenia Vasilyev, strange things began to happen in the department, which led to the fact that the credibility of this structure of the ministry fell to critical levels.
After the dismissal of the former “property” managers from their posts, it seemed that the department could save, perhaps, complete elimination. However, today it has become clear that Sergei Shoigu is trying to give a chance to the new leadership, in particular, Dmitry Kurakin, who is well known to him for his work in the Moscow region, a chance to rectify the situation.
It can be said that a department with a new management is given a very substantial credit of trust, if you don’t say: unlimited. The very fact that the department headed by Kurakin receives additional powers to control property transactions says that the whole structure is allowed, as they say, to redeem ... Redeem or not redeem - will show, as always, time.
But only, having burned himself with milk, the ordinary Russian was already accustomed to blowing on the water, and from the mere fact of the expansion of the department’s capabilities and reassignments at the top of his administration, he was clearly not ready to switch to blind faith in the infallibility of new leaders. If the new leadership is able to establish an absolutely sane and transparent system of work with military real estate, in which the money from its implementation and rent would be received in full to the accounts of the Ministry of Defense, then this leadership will be honored and praised. But on the other hand, whether the same Russian, after a spate of scandals at the Ministry of Defense, has come to reliably find out about the quality of the work of the updated Department of Property Relations is an extremely difficult question. After all, the activities of the department under Yevgeny Vasilyeva were far from being represented by broad sections of the population, but only by those who were directly confronted with questionable transactions.
In such a situation, the Ministry of Defense puts itself in a rigid framework and makes it clear to the public that it is ready for transparent work. It is on such work that the success of both the ongoing reform and the presence or absence of confidence in the new leadership on the part of the citizens depends. It’s one thing when the positive results of the work are visible, let's say, with the naked eye, and quite another when the positive results behind the ears are pulled out for all to see from the corruption swamp.
Let's hope that the new document - “Administrative Regulations” - will become not just another beautiful paper, but also a real tool, specifying who and on what basis will control the transactions made in the property environment of the Ministry of Defense. In this case, if there are negative manifestations of activity, it will be clear who to ask first.
It should be noted that, in addition to the substructures of the Department of Property Relations, law enforcement agencies can be involved in checking the property activities of the Ministry of Defense, according to the provisions of the new document: the Ministry of Internal Affairs, the prosecutor's office and even the FSB. This allows, in varying degrees, to answer the question asked above about how transparent the department’s activities can be after innovations. Before the release of regulations, the department seemed to be a self-sufficient structure, boiling in its own juice, which was not subject to any control. If now representatives of, for example, the prosecutor's office will also be connected to the verification procedures, this may contribute to more efficient work. In the end, there can be a kind of competition, in the presence of which there simply will not be an opportunity to conceal the negative aspects of property activity, as it was not so long ago.
