US Enhances Pentagon Intelligence

Of stories it is known that all military-political strategic decisions are preceded by intensive intelligence work, which extracts the information necessary to assess the current situation and make decisions.

Today, many hotbeds of tension have been created in the world, which can quickly grow into a direct threat to many states. Recently, the Pentagon, which has a well-trained and extensive intelligence network operating throughout the world, has decided to significantly expand its military intelligence staff and strengthen its coordination with the CIA.

Experts associate such a serious reform in the military with a conceptual review of some of the provisions of the American doctrine of ensuring US national security. The presidential administration has increased the priority of special operations and conducting intelligence activities in relation to traditional military maneuvers.

As a result of these transformations, the US Department of Defense will transform its Intelligence Agency (DIA) into a powerful global intelligence network. The main task of the DIA is to change - in addition to detecting hidden threats, closer cooperation with the CIA units and special forces teams of the Ministry of Defense will be implemented.

It is planned that the staff of the Pentagon will be expanded to 1600 agents within five years. The CIA will be engaged in the preparation of intelligence officers for the Ministry of Defense. The agents will include military attaches and embassy staff working undercover.

The purpose of the updated intelligence structure of the Pentagon in the first place will be the armed groups of African Islamists, the supply of weapons to North Korea and Iran, as well as the active modernization of the Chinese armed forces.

Although the Pentagon Intelligence Agency’s reform plan was drafted and approved by US Secretary of Defense Leon Panetta and former CIA director David Petraeus in April, he was kept secret for a long time.

It is believed that the convergence of military and intelligence structures significantly activates the work of these units. Until now, the DIA carried out only the collection of information, the assessment of the situation and the selection of targets for the American army. As a result of the ongoing reform, the DIA and the CIA will create a spy network of enormous proportions.

The reform project was supported by some congressmen, who reasonably believe that military specialists are much better versed in weapons and technology than CIA personnel, and, therefore, will more effectively accomplish reconnaissance tasks in this area.

Russian experts believe that in this case we are talking only about the reform of one of the divisions of the US intelligence structure. As a result, the Pentagon will increase its staff, located on the borders of the country. Since the number of intelligence officers is not increasing at the expense of CIA employees, but only due to an increase in quotas in embassies, the reform should not cause friction between the two most influential departments. Thus, it is obvious that in the near future the US Congress will decide on the financing of the ongoing reform.

Of course, some rivalry between the Pentagon and the CIA will be preserved - each of the departments will be the first to “bring” important information to the country's leadership, but there is no duplication of functions with the reform.

The enhancement of the Pentagon’s intelligence function, according to experts, does not mean that the US government has lost faith in the CIA’s capabilities. Such a decision carries the conviction of the country's leadership that both structures can more effectively search for the necessary information in order to ensure the national security of the state. Thus, recent events, when China destroyed its old satellite in orbit with a rocket, caused enormous damage to the CIA’s reputation, since the intelligence agency was not aware of Chinese military programs. Experts believe that the world's most expensive intelligence has weakened the observation of a potential adversary because of problems associated with the military conflict in Iraq and because of bureaucratic clashes in Washington.

By the way about the annual budget of the CIA. According to the research center of the American Empire Project, about $ 5 billion is allocated annually to the CIA. For comparison, $ 1 billion is allocated to military intelligence, $ 7 billion to satellite intelligence, $ 3 billion to the geodetic intelligence agency. And to all 16 intelligence services The US allocates $ 44 billion. The number of all US intelligence agencies is 100 thousand.

It must be said that with the advent of D. Bush to the White House, interest in the results of the CIA’s activities was significantly weakened. Although representatives of the CIA tried to draw the attention of the country's leadership to the growing threat of terrorism, but to no avail. The tragedy of September 11 led to the fact that responsibility for the attack was laid on the special services and reformed them.

Another CIA flaw led the Pentagon to “crush” Langley. The operation in Afghanistan was prepared and carried out with the active participation of the CIA. And although the Taliban were defeated, they recovered very quickly, which reduced the results of the victory to zero.

Also, the CIA did not fulfill the insistent demand of the country's leadership to find evidence that Iraq has weapons mass destruction. The Americans had to misinform the world community about the presence of chemical weapons in Iraq with reference to their intelligence unit, which also did not strengthen confidence in the CIA. This unsightly story led to a series of resignations in the leadership of the CIA. Personnel cleaning has worsened the already difficult relationship between the CIA and the executive branch.

With the beginning of the Iraq war, every American power structure tried to invade the zone of work of the rival. The Pentagon, possessing powerful financing and experience of bureaucratic fuss, succeeded most in this race.

Citing a terrorist threat, the Pentagon invaded the FBI zone, i.e. in the internal investigation. The Ministry of Defense demanded that US banks disclose information on the personal accounts of citizens and legal entities, citing the fulfillment of the tasks of eliminating a security threat during military operations.

The Pentagon has also deprived the CIA of a monopoly on the command of reconnaissance and sabotage groups used to support military operations.

It was to the Pentagon that Congress allocated additional financial resources in the amount of $ 25 million for recruiting saboteurs and informants.

There are frequent cases when Pentagon employees and the CIA simultaneously carried out actions to capture the same people, which indicates inconsistency of actions and competition between the two departments.

Similar problems have arisen in US embassies abroad. Undercover intelligence is now being pursued simultaneously by CIA operatives and Pentagon personnel.

Langley leadership believes that intelligence is currently subject solely to the interests of the Pentagon.

Analysts say that the aggravation of the relationship between the numerous intelligence services and the Pentagon is unlikely to accomplish the task set by the country's leadership - to achieve victory in the Middle Eastern war.

Time will show the effectiveness (or uselessness) of the reform implemented by the United States.
