Russian scientists have presented unique projects for the Ministry of Defense

ARMS-TASS. Russian scientists are showing high interest in participating in the 1-th All-Russian Research Competition for the Armed Forces, which was announced by the Russian Defense Ministry in early October. More than 200 unique projects have already been submitted to the competition commission.

According to the ARMS-TASS correspondent, Head of the Defense Solutions Bureau Research Center (SIC BOR) of the Russian Defense Ministry Anton Tyurin, many of the proposed developments are of great interest to the armed forces. According to him, scientists from almost all regions of Russia show a serious interest in cooperation with the Ministry of Defense and offer truly unique projects.

So, in particular, the Institute of software systems to them. A.K. Aylamazyan (ISA RAS), RSC Skif CJSC and RosInternet Technologies CJSC presented to the jury the draft “Scenarios and algorithms for using computer vision systems in the interests of the Armed Forces”. The list of possible scenarios includes the search for targets and regions on aerospace images; precision guidance, tracking and prediction of target behavior; aircraft navigation, alternative to GPS / GLONASS.

The Institute of Mechanical Engineering, Russian Academy of Sciences, in turn, presented the project "Development of technology for producing nanostructured alloy with shape memory." The uniqueness of these materials lies in the fact that they have the ability to restore the original shape specified during manufacture: after plastic deformation, during heating or in the process of reducing the load.

Scientists from the St. Petersburg National Research University of Information Technologies, Mechanics and Optics (NRU ITMO) submitted 6 projects for review by the competition committee of the Ministry of Defense. The project "Solar batteries based on metamaterials" caused the greatest interest. In a conventional solar battery, part of the light is reflected and goes into space. The materials used in the new development allow to reduce the refractive index and reflection of the rays, thus significantly increasing the efficiency.

According to the vice-rector for innovation work at ITMO NRU Nikolai Toivonen, the first All-Russian competition of research works conducted by the Ministry of Defense has greatly increased the interest of young people and various research groups in the development of the Armed Forces of Russia. This was greatly facilitated by the meeting of scientists ITU ITMO with representatives of SIC "BOR", held in November 2012.

As reported earlier by ARMS-TASS Agency, at the beginning of October, the Russian Ministry of Defense announced the start of the 1-th All-Russian competition of research works for the Armed Forces. The main goal is to attract the intellectual elite of the country, regardless of age, to the development of advanced technologies aimed at strengthening the state’s defense capability.

The competition program includes five main areas: information and telecommunication systems, promising types of weapons, military and special equipment, transport and space systems, life sciences, energy efficiency.

Students, graduates and postgraduates of universities, as well as scientific, innovative or production teams capable of solving large-scale scientific and technical problems can become participants in the competition.

The authors of the projects that are of interest to the Ministry of Defense will have the opportunity to realize their ideas with the financial support of the military department. Also, the winners and prize winners may be invited to take part in the implementation of projects as part of scientific groups, or even lead such work. In addition, regardless of the place occupied, bidders may be made offers of employment in specialized units of the Ministry of Defense of Russia.

          Yeah, Taburetkin removed.
We look further (I can argue):
          1. Scientists are invited to give a brief description and business case.
          2. Chubais gives money for debugging and patents (Rusnano, on the other hand, should pay off somehow with a salary of 260000000 (two hundred and sixty million) per year).
          3. All developments are carried out under the auspices of firms under Rusnano, after which firms are capitalized and enter the STOCK market (not products, do not think what).
          4. All inventions then become very expensive, and Rusnano trades patents.
          5. A new competition of the Ministry of Defense for ideas and inventions is announced.
          6. See paragraph 1.

I’m betting that it will be so, no matter how disgusting to look at such rotten goat-shaped management crap, which for some reason is called the government in Russia.

a very interesting name "BOR", I do not know whether this combination of letters was formed by chance or a name with connotations.
Work on the "BORs" began in 1966.
The first all-wood "BOR-1" with a length of 3 m and a mass of 800 kg was a large-scale (M 1: 3) copy of the OS and was launched by the "Cosmos-2" LV (11K65) on July 15, 1969 along a suborbital trajectory to an altitude of 100 km. When entering the dense layers of the atmosphere at a speed of 13000 km / h, the device naturally burned out, but even at an altitude of 60-70 km, valuable information was obtained from radio telemetry about the possibility of a stable controlled descent of the carrier body of the chosen shape. The BOR-2 and BOR-3 spacecraft, manufactured at a scale of 1: 3 of an orbital aircraft, were already made of metal, had a disposable (carried away by the incoming air flow) ablation heat shield and were launched into space along a ballistic trajectory with the same carrier. The first launch of BOR-2 into space took place on December 6, 1969. And then there was BOR-4. The first test launch of the BOR-4 apparatus to a suborbital trajectory in the direction of Lake Balkhash was made on December 5, 1980 in order to test the operability of the entire complex.
On the first BOR-4 spacecraft, an ablative heat shield was installed based on PKT-FP material, consisting of phenol-formaldehyde fabric impregnated with a mixture of phenol-formaldehyde resins (similar heat protection is installed on the descent vehicles of the Soyuz spacecraft). The successful suborbital flight of this flying model confirmed the reliability of such thermal insulation and the reliability of new types of onboard equipment. It was the prototype of the first space attack aircraft on earth. But with the arrival of Gorbachev, all these developments were closed.

"BOR-4" was an unmanned experimental apparatus, which is a reduced copy of the Spiral orbital aircraft on a scale of 1: 2. Designed according to the aerodynamic design "load-bearing body", it had a length of 3,859 m, a wingspan of 2,8 m (in the intermediate position of the consoles), a launch weight of about 1450 kg, a mass of 1074 kg in orbit and 795 kg after return. The device was equipped with a set of instrumentation and a control system using jet engines and deflectable wing consoles. The BORa-4 wing consoles, like the Spiral orbital aircraft, could rotate in the root part (see the figure on the left), while the value The "collapse" (lateral angle V) determined the angle of attack at which the vehicle self-balances (ie, becomes statically stable) when entering the dense layers of the atmosphere. As you know, "Buran" and the shuttle are unstable along the course channel at the beginning of the descent trajectory, during flight at high angles of attack. The technical solution with pivoting consoles, undertaken as part of the Spiral program, was revolutionary for the sixties, as it allowed "to deceive nature" by removing the problem of protecting the relatively sharp leading edge of the wing from high temperatures. The cantilevers raised upward in combination with the corresponding sweep angle along the leading edge and the angle of attack created such conditions for entering the atmosphere and flying in hypersonic modes, when the high-speed pressure met the lower bottom and "flowed" from the wing, the leading edge of which seemed to turn into the trailing edge. The temperatures here were relatively low. In the period 1982-84, 6 launches of the BOR-4 spacecraft were carried out using a light two-stage Cosmos-3M (K65M-RB5) launch vehicle from the Kapustin Yar cosmodrome to various trajectories. The spacecraft launched into satellites with an altitude of about 225 km received the names of the "Cosmos" series satellites about the orbital flight program, the orientation in space was maintained by a gas-jet system (8 nozzles) under the program of an autonomous onboard control system (in inertial navigation mode). The components AT + NDMG served as fuel for the engines of the gas jet system. At the beginning of the second loop, a braking impulse was issued with the help of a dumped powder engine mounted "on the back" of the BOR-4, and the apparatus entered the atmosphere.
I really want all these developments not to be wasted, but to find their application in our space program. But while Mr. Popovkin is in charge of Roscosmos, it is difficult to make any forecasts. Although it may be seeing the sad fate of Serdyukov, he will change his mind.

At the expense of fools - I agree. We need a system of effective "cleaning" of important industries from fools (traitors), as well as a powerful "filter" of newcomers ...

But The reference to a scientific work that you cited only says that the problem of automated observation, as well as the need for such systems, existed already in 1981. Nevertheless, to consider that the current engineering approach to solving old problems will be the same as 30 years ago is a mistake !!!

I agree with everyone and disagree at the same time. Yes, ideas are not bad, but there is potential. But - after all, these are the ideas of collectives that should work in the defense direction anyway. Why then do we need the RAS, if not for the search for new technologies, including for the Russian Defense Ministry.
The most interesting thing is that according to the Competition Regulations: "10. Participation in the competition is individual and does not imply the participation of teams." Consequently, the competition was initially "fake" and the guys who proposed their own ideas had no chance of winning. The RAS is not "kulibins", they said nothing about "kulibins", simple smart people from the provinces.
