In the LPR, there were problems with the recalculation of pensions. Who's to blame
After the official annexation of the republics of Donbass to Russia, the issue of recalculating pensions became actual in Lugansk and Donetsk.
Passport
The fact is that the minimum pension in the LPR, which is 10 rubles, was assigned according to the equalizing principle - it is received by both pensioners with a work experience of 000 years or more, and pensioners with a minimum work experience. Of course, such principles for calculating pensions raise many questions, and it is for this reason that many pensioners seriously expect that a revision of the amount of pensions in accordance with Russian legislation will change the situation. But applying for recalculation was not as easy as it seemed at first glance.
The fact that from March 1, pensioners, in accordance with the Federal Law of the Russian Federation of February 17.02.2023, 17 No. XNUMX FZ, will be able to apply for a revision of the amount of pensions, was announced at the LPR branch of the Pension and Social Insurance Fund of the Russian Federation at the end of February. A prerequisite was the presence of a passport of the Russian Federation, and preferably with a registration mark, which the vast majority of residents of Lugansk simply do not have, since people who received passports under a simplified scheme acquired it without a residence permit, in the Rostov region.
In addition, not everyone managed to get a Russian passport - most residents of the LPR have a passport of the republic, but not everyone has a Russian passport. It was especially difficult to obtain a Russian passport for pensioners with poor health who could not travel to Russia on their own. And taking into account the fact that it was possible to get on the buses only according to the lists, they could not be accompanied by relatives.
Electronic registration
Therefore, the first thing most pensioners went to get a Russian passport, creating huge queues. And some immediately faced the first problem: many MFCs and passport offices do not accept a live queue, because they first of all accept those who signed up for an electronic queue. Not all older people have computers, but even those who do (or who have had relatives help them register) have experienced difficulties.
The point is that the site gosuslugilnr.su At the moment, it is impossible to register for new numbers of the only mobile operator of the LPR "Mobile Communication Systems" (MCS), which switched from numbers +38072 to a number with the code +7959. Registration in the electronic queue is possible only for outdated numbers +38072, which are no longer on sale, but SMS messages simply do not come to new numbers that use the Russian numbering system. However, local authorities in the LPR do not seem to be very concerned about this, and no one is in a hurry to solve this problem.
Queues
The second problem faced by pensioners is huge queues. This is equally true for the LNR and the DNR. It is rather difficult to get an interview by the special Interdepartmental Commission, which deals with the issue of revising the amount of pensions: in Luhansk, an appointment is now being made for an interview for May-June, in Donetsk, an appointment is even for August-September.
Considering that, according to the press service of the government of the LPR, as of March 22, more than 34 people in the republic filed applications for the revision of pensions in accordance with Russian legislation, this is surprising. At the same time, the number of applicants to apply is still large. And not all older people are able to stand in such queues for health reasons.
LPR pensioners hope that since the Luhansk region has entered the legal field of Russia, it means that they should recalculate pensions on a more equitable basis, at least at the level of the nearby Rostov region. However, both in Lugansk and Donetsk there are fears that there will be no revision as such, and that all these processes will take place only for show. After all, pensions in Russia are accrued according to the level of the region's budget, and it is not known what it will be in the LPR.
In addition, it should be borne in mind that the LPR and DPR authorities have all the data and documents for pensioners, and in theory nothing prevents them from automatically accruing pensions under Russian law, without crowding the pension fund and the migration service offices.
Hack and predictor Aviator
In general, it can be stated that the process of recalculating pensions in the Donbass is organized extremely badly.
