In the LPR, there were problems with the recalculation of pensions. Who's to blame

After the official annexation of the republics of Donbass to Russia, the issue of recalculating pensions became actual in Lugansk and Donetsk.

Passport

The fact is that the minimum pension in the LPR, which is 10 rubles, was assigned according to the equalizing principle - it is received by both pensioners with a work experience of 000 years or more, and pensioners with a minimum work experience. Of course, such principles for calculating pensions raise many questions, and it is for this reason that many pensioners seriously expect that a revision of the amount of pensions in accordance with Russian legislation will change the situation. But applying for recalculation was not as easy as it seemed at first glance.

The fact that from March 1, pensioners, in accordance with the Federal Law of the Russian Federation of February 17.02.2023, 17 No. XNUMX FZ, will be able to apply for a revision of the amount of pensions, was announced at the LPR branch of the Pension and Social Insurance Fund of the Russian Federation at the end of February. A prerequisite was the presence of a passport of the Russian Federation, and preferably with a registration mark, which the vast majority of residents of Lugansk simply do not have, since people who received passports under a simplified scheme acquired it without a residence permit, in the Rostov region.

In addition, not everyone managed to get a Russian passport - most residents of the LPR have a passport of the republic, but not everyone has a Russian passport. It was especially difficult to obtain a Russian passport for pensioners with poor health who could not travel to Russia on their own. And taking into account the fact that it was possible to get on the buses only according to the lists, they could not be accompanied by relatives.

Electronic registration

Therefore, the first thing most pensioners went to get a Russian passport, creating huge queues. And some immediately faced the first problem: many MFCs and passport offices do not accept a live queue, because they first of all accept those who signed up for an electronic queue. Not all older people have computers, but even those who do (or who have had relatives help them register) have experienced difficulties.

The point is that the site gosuslugilnr.su At the moment, it is impossible to register for new numbers of the only mobile operator of the LPR "Mobile Communication Systems" (MCS), which switched from numbers +38072 to a number with the code +7959. Registration in the electronic queue is possible only for outdated numbers +38072, which are no longer on sale, but SMS messages simply do not come to new numbers that use the Russian numbering system. However, local authorities in the LPR do not seem to be very concerned about this, and no one is in a hurry to solve this problem.

Queues

The second problem faced by pensioners is huge queues. This is equally true for the LNR and the DNR. It is rather difficult to get an interview by the special Interdepartmental Commission, which deals with the issue of revising the amount of pensions: in Luhansk, an appointment is now being made for an interview for May-June, in Donetsk, an appointment is even for August-September.

Considering that, according to the press service of the government of the LPR, as of March 22, more than 34 people in the republic filed applications for the revision of pensions in accordance with Russian legislation, this is surprising. At the same time, the number of applicants to apply is still large. And not all older people are able to stand in such queues for health reasons.

LPR pensioners hope that since the Luhansk region has entered the legal field of Russia, it means that they should recalculate pensions on a more equitable basis, at least at the level of the nearby Rostov region. However, both in Lugansk and Donetsk there are fears that there will be no revision as such, and that all these processes will take place only for show. After all, pensions in Russia are accrued according to the level of the region's budget, and it is not known what it will be in the LPR.

In addition, it should be borne in mind that the LPR and DPR authorities have all the data and documents for pensioners, and in theory nothing prevents them from automatically accruing pensions under Russian law, without crowding the pension fund and the migration service offices.

In general, it can be stated that the process of recalculating pensions in the Donbass is organized extremely badly.

Less ephemeral, more prose. We often say lofty words without mentioning the word "people." But this is the most important thing in the current state. We are nothing without the people. And at the front, everything is much simpler. Alexander Matrosov probably first of all thought about his comrades, and not about high matters. Issues with pensions and water should be paramount. Our bureaucrats are used to living the old fashioned way. For this breed of people, there are neither lofty matters nor compassion for people.

There is not only a problem with pensions, we have digitalization for the sake of populism is very badly organized. Sberbank, for example, is now stupidly not put on Android below the 7th model, do you really think every pensioner updates the phone once a year, like the pioneers? And savings online - so first you need to get to the bank, this is a problem for many in retirement, but they reported - "everything is the best and modern, and therefore protected!" Nichrome it is not protected, there are holes everywhere, but you cut off a bunch of the most modern ones, and it is the low-income ones. And then by a steam locomotive - there are no public services without a savings account, there are no public services without ... Yes, a lot of things, all the same on the figure, but again they reported.

      What options do you offer?
Well, in the countryside you will still find those who want to work for 14, but in the city - no. That is, city pensioners automatically fall out.
Not only that, there were attacks on postmen throughout the 2000s ....
And what if you don't like the number?

Well, in that case, it is better to abolish pensions in the villages altogether. Otherwise, they worked in their "scoop" for 30-40 years, lived to be 80, and did not learn modern computer competencies and technologies. And the saved money should be used to increase the salaries of officials responsible for digitalization.

Digitalization is an addition, and optional - it is an axiom, it cannot be an ultimatum UNTIL 100% of the population is fully provided with uninterrupted communications and the necessary equipment, otherwise it is unconstitutional, because it deprives a person of access to the services he is entitled to by law. ALL. If they introduced a mandatory one, then let the one who introduced it pull the Internet to the remote village of Nizhniye Vyselki on Yamal and put a communication center there with public access to the portals of the same public services

The fact that mobile communications are almost everywhere, you will again say that not all pensioners have smartphones ....
          Postmen again?
Would you go to distribute pensions with a salary of 14 - up to 000 pensions at a time?
          No?
So in the cities, they don’t want ...

That is to read NO. You.
Digitalization can only DUPLICATE traditional methods, and any transition to next-generation equipment in the field of public services MUST be accompanied by support for previous generations of client equipment and must be duplicated by traditional, non-digital methods upon request from the public.
Read above - I already said it. It is again the postmen, because receiving a pension is not a whim of a pensioner, but the duty of the state to PROVIDE it to a pensioner. And do not care that he does not have Android 7.0. or 11.0
Whether I want or don't want is irrelevant.
Federal Law No. 15.12.2001-FZ of December 166, 28.12.2022 (as amended on December XNUMX, XNUMX) "On State Pension Provision in the Russian Federation"
Article 3. Right to a pension in accordance with this Federal Law

And no one cares who they don’t want, if someone “does not want” to comply with the Criminal Code, then it is also impossible to judge him?

As for the peddlers of pensions - what, it was different before? The salary is 100-120 rubles and pensions for delivery are several thousand (the cost of a cooperative apartment in Moscow time is 10 thousand).

Personally for you, since you apparently never crossed paths with the mail.
In our quiet provincial town (30 population) there were 000 murders of postmen in the 3s and 1990 in the 1s. These are murders, I don’t know exactly how many cases of beatings, but what is heard is at least a dozen.
Personally, will you walk around the city with 200 - 300 - 500 rubles with the potential threat of a knife under the rib or rebar on the head?
              For a salary of 12-14?
At the post office, and so the wildest shortage.
The postman quite reasonably does not want to wear pensions - they want to live ...
And driving pensioners to the post office is also not particularly an option, attacks on pensioners near post offices in cities are quite frequent.
There is no easy way out here, and none is foreseen.
              Z.Y.
In the 2000s, one postwoman in a very small village gave pensioners loans at interest from the money of other pensioners. It got out when the whole village turned out to be in debt - they gave 7 years for fraud and some other article ..

            1. "Communication PRACTICALLY everywhere" - the answer to your first postulate. Practically, it doesn't count. Translated into simple Russian means - there is no connection. The same goes for smartphones. For example, I do not see them as necessary in everyday life. If a bank wants digitalization, provide EVERYONE with free smart in addition to a bank card. A special smart designed only to provide banking manipulations and everything that Sberbank advertises there - all these "megastores" of it and other nonsense for the young and beautiful. With the bubble that is spinning in the bank, it will be imperceptible and will be beaten off very quickly.
            2. As for the peddlers of pensions - what, it was different before? The salary is 100-120 rubles and pensions for delivery are several thousand (the cost of a cooperative apartment in Moscow time is 10 thousand).
Your opinion can be regarded as another "Baba Yaga against" in order to show your erudition and "competence". Well, to protect a bunch of idlers in power.

that is why in Moscow in the USSR, postmen, like janitors and ZIL workers, were guest workers, oh sorry, "limit".
And in the countryside, with a pension of 6-7-9 rubles (great-grandmother was a "rich woman" - she was paid 12 in 1978), it was not economically feasible to rob a postman

Comrade Stalin, as my father told me, had a mailbox hanging on the Kremlin wall, where ANY citizen of the Land of Soviets could drop a letter with a request or complaint. T. Stalin personally read the correspondence and made decisions. Too bad it doesn't exist now. And sending a complaint to something and someone is now useless. Officials have created a system of unsubscribes and circulation, which works without failures.
