The US Congress intends to simplify the procedure for the implementation of restrictions on export controls within the framework of the trilateral defense alliance AUKUS by passing a bill that will accelerate the technological cooperation of member countries (UK, US and Australia).
Under this legislative initiative, the US Department of State, in conjunction with the Pentagon, will be responsible for providing information regarding the issuance of a license to export defense products, in order for the United States to cooperate with its allies in the field of quantum technologies and the development of hypersonic weapons. These technologies will form the basis of an agreement adopted by the AUKUS member countries in order to eliminate the inequality of opportunities (combat forces and means) before Australia receives a nuclear submarine from England and the States.
Member of the US House of Representatives, Republican Joe Courtney, in an interview with Defense News, announced the need to develop some mechanism as soon as possible, with the help of which the regime for restricting the supply of weapons under the International Trade in Arms Rules (ITAR) will be facilitated.
Thus, the Department of State will be charged with the task of exercising control and oversight within the framework of ITAR, while the duties of the US Department of Defense will be to comply with technological security measures and the procedure for distributing classified information.
All of the above measures are aimed at ensuring the protection of intellectual property rights for technological products manufactured in the United States, which, it is argued, will help to more effectively manage the troops.
